So these are students from initiative programme at ive schools across the state and they're joining us to talk about the importance of STtem education here at the capitol in the grame. so they're exhibiting up in the rotunda until 2 p.m. so how you know if you get a chance please go by and visit with these folks a lot of good information there if you don't know East is an educated accelerated by service and technology is what it stands for it's a 30 year old Arkansas founded and not and based

from our original letter through some discussion with several members we reduced the ask for
salaries down to we're capping it at 10% of the the current budget

to the concerns of of the of the body I was just looking through and I got a lot of information I gathered fromblr and I noticed
the majority of the money the raises that you received since treasury's changed hands constitutionally up to33% raise to one individual all the way down to 2% to your some of your lowest paid I I I look at it as this kind of a little bit lopsided as far as the C suitite getting 20+cent raises and maybe the the the workforce getting less with this raise with this money that you're asking for
what is the majority of that where are those raises going to
you're gonna max out your your Csuite or you're gonna put it towards your lower workforce I

honestly don't know that that has not been discussed as far as who's getting the bulk of whatever I would imagine that we'll be able to spread it around quite a bit obviously it's always up to the treasurer himself but that that's the intent the intent of these you know the requests that we've made have been to retain the talent
that we have just to address you know briefly the the the raises that you mentioned before I'm not sure if the body's aware but like we have an inhouse investment team for investment managers that's oversee our $11.5 billion portfolio based on the the size of the portfolio and the return on investment that we've seen since treasure's taken off it's almost I'd say almost600 million dollars
that we've gotten we've gotten in that's nonx taxpayer money that's gone to the to the to the state itself if we did not have the ability to retain that talent we would have to send that service out to a private firm based on the going rate of fees that these rates the these firms usually charge the state would be paying out about $180 million a year so I I know it seems big but taking in context we're just trying to retain the valuable talent that we have
so you don't know if you're gonna max out line items to your upper echelon versus inside the do not know that the two of the investment managers themselves are

be honest with you. there was one person that got almost a50,000 dollars raise. you have two individuals that almost got a40,000 dollars raise. then you had a30,000 dollars raise and a35,000 dollars raise. Those are significant raises and when you come to the table saying you need more money for raises and you can't tell us that it's going to go to somebody besides the ones that you just raised substantially which by the way several make more than what the governor's staff does

You couldn't say that you were going to spread this additional monies to the other workers and even though you have to have qualified people, I believe you've got qualified people when they're paid more than the executive branch and then secondly, you still got to have workers quality workers whether or not they're in the
top echelon or not but it appears to me that we're not taking care of those people it appears to me that we're taking care of a select few and what we've also done during this time is we have also reduced the hours of the office the office is closing earlier you've made it harder for citizens to be able to come in and tour. So there's a lot of different things going on in that depar in your office that gives me some heartburn that you need to raise more people's salary again

this and the gentleman have been very nice about coming to me and trying to
explain it we had a little meeting but when I I ask staff to get me the list of salary increases provided within the treasurer's office since January of 2025 it was it was kind of lopsided I noticed that the people at the top the highest one went was33.20% remember this is before this ask this is this was the 225 increases and then they
keep they keep jumping up and jumping up and your office already received241,000 in in additional salary for for 2025 and one investment manager received43,849 dollars in raises and the other48,305 and that's since March of 2025. so we're talking you know what 13 months at the most now chief deputy was given a39,991
dollars raise. chief of staff at39,991 dollars raise. chief financial officer at34,745 dollars raise and so since Mr Thurston became treasurer we're looking at again this is from the numbers I I get from from our staff uh493,223 dollars in raises now I want to keep good people but can you imagine what we'd be doing when we're if we extrapolate all the way across
not just state government but just even among the constitutional officers I'm I'm I'm wondering would the and if it's I wish also wish the treasures here maybe he could just
give me a straight up answer but would you guys go along with or your
boss go along you think with maybe some special language that limits the that caps the raises that people could receive from this appropriation and then if some you know Jamie Diammond guy
applies and wants to be your financial manager we could maybe pay him more or something I'm I'm just your your logic makes perfect sense but if we spread that cro around every de s er ving person in state government you know we couldn't pass a budget in here and I'm I'm I'm just expecting that the elected officials may be to sit a little bit better example of of of answering the questions I appreciate very much uhpresentative Kavanaugh's statement and she said about

opposed motion carries we've already adopted those right yeah senator senator Dismay you recognize us for a comment members I think we're we're coming towards the end of this meeting but I just want to kind of give everybody a heads up there's a little bit of confusion on when a bill needed to be filed to get it to completion especially if it had special language some of that was you know conversations with staff and just not understanding that there were no not going to be any supplemental calendars for instance so I just want
everyone to be aware that there are bills being filed now and if they had in in special language I think that's going to be fouled later we want to adhere to what our normal practice is is which we hear items with special language and special language and items with personnel and personnel and so I would ask that tomorrow we show a little grace on those because of the misunderstanding and we look to suspend the rules in special language so those can be brought up my request to the members that have those types of items if you can get those to staff
sooner than later and we will go ahead and send those out so members have a period of time to review what those items are so as soon as we get them we'll forward them to members so that no one's being caught off guard again there was a misunderstanding this is hopefully going to fix that we have Bill Spot being filed today with special language and special language that would be filed today this will allow those to be heard and be very transparent about it OK but it will require a suspension of the rules in the special language subcommittee and and to be clear members if you're not on that committee
you'll need to find someone on the committee to ask for that request so you have to be on
the committee to ask for suspension of the rules so if you're out there with something that you're expecting to file today has to have be ablR today and then you'll have to find a member on special
