Yeah, while we're sitting here, I want to make an announcement. There's a relatively large group that is approached from the back, and y'all are making quite the impression on us here as an
audience today, so I want to make sure we recognize you. This is folks from the, this is AR STEM Day at the Capitol. So these are students from East Initiative Program at five schools across the state. And they're joining us to talk about the importance of STEM education here at the Capitol and the East Program. So they're exhibiting up in the rotunda until 2 p.m. So if you get a chance, please go by and visit with these folks. A lot of good information there. If you don't know, East is an educated, accelerated by service and technology is what it stands for. It's a 30-year-old arkansas founded and not in base non-profit educational programs supporting over 235 arkansas
schools that empower students to solve real world problems in their community using technology and project-based learning so we have people here today from hot springs junior academy friendship aspire academy southeast middle school palm bluff there we go prairie grove high school batesville high school charter and then buffalo island high school so if you can members welcome these folks here today to visit us.

it's changed from our original letter through some discussion with several members. We reduced the ask for salaries down to, we're capping it at 10% of the current budget.

Members, we do have some questions. Senator Bryant, you recognize? Thank
you, Mr. Chair. I just appreciate you listening to the concerns of the body. I was just looking through, and I got a lot of information I gathered from BLR, and I noticed the majority of the money, the raises that you received since
Treasury's changed hands constitutionally, up to 33% raise to one individual all the way down to 2% to some of your lowest paid. I look at it as it's kind of a little bit lopsided as far as the C-suite getting 20-plus percent raises and maybe the workforce getting less. With this raise, with this money that you're asking for, what is the majority of that? Where are those raises going to? Are you going to max out your
C-suite or are you going to put it towards your lower?

workforce? I honestly don't know. That has not been discussed as far as who's getting the bulk of whatever. I would imagine that we'll be able to spread it around quite a bit. Obviously, it's always up to the treasurer himself, but that's the intent. The intent of these, you know, the requests that we've made have been to retain the talent that we have. Just to address, you know, briefly the raises that you mentioned before, I'm not sure if the body's aware, but like we have an in-house investment team for investment managers that oversee our 11 and a half billion
dollar portfolio. Based on the size of the portfolio and the return on investment that we've seen since Treasurer's taken off, it's almost, I'd say almost $600 million that we've gotten in. That's non-taxpayer money that's gone to the state itself. If we did not have the ability to retain that talent we would have to send that service out to a private firm based on the going rate of fees that these rates these firms usually charge the state would be paying
out about 180 million dollars a year so i know it seems big but taken in context we're just trying to retain the valuable talent that we have okay so you don't know if
you're going to max out line items to your upper echelon versus inside the I do not know I know that the two of the investor managers themselves are already

johnson you recognize thank you mr chairman um i i've heard this and the gentlemen have been very nice about coming to me and trying to explain it we had a little meeting but when i ask staff to get me the list of the salary increases provided within the treasurer's office since January of 2025.
It was kind of lopsided. I noticed that the people at the top, the highest one was 33.20%. Remember, this is before this ask. This was the 2025 increases. And then they keep jumping up and jumping up. Your office already received $241,000 in additional salary for 2025, and one investment manager received $43,849 in raises and the other $48,305, and that's since March of 2025.
So we're talking, you know, what, 13 months at the most. Now, chief deputy was given a $39,991 raise. Chief of Staff, a $39,991 raise. Chief Financial Officer, a $34,745 raise. And so since Mr. Thurston became treasurer, we're looking at, again, this is one of the numbers I get from our staff, $493,223 in raises.
Now, I want to keep good people, but can you imagine what we'd be doing and we extrapolate all the way across not just state government but just even among the constitutional officers. I'm wondering would, and I also wish the treasurer was here, maybe he could just
give me a straight-up answer, but would you guys go along with, or your
boss go along, you think, with maybe some special language that caps the raises that people could receive from this appropriation
And if some, you know, Jamie Dimon guy applies and wants to be your financial manager, we could maybe pay him more or something. I'm just, your logic makes perfect sense. But if we spread that around every deserving person in state government, you know, we couldn't pass a budget in here. And I'm just expecting the elected officials maybe to set a little bit better example of answering the questions. I appreciate very much Representative Kavanaugh's statement, and she said about heartburn.
I mean, I had to take an extra NXIVM this morning because of the heartburn. So I'm not getting – perhaps we need to do some special language that would limit these raises to certain people and not us write a, you know, check for whatever that amount. I just said, you know, $493,223. Of course, we were over $800,000 before the amendment, but just get some more specifics.
And that's a question. Do you think that Treasurer Thurston would be willing to do
that, or is that something we need to sit down over a table and see what negotiating room we have, so to speak?

You speculate that he would agree to some kind of cap, either a percentage cap or I was even thinking if someone got a ridiculous, I won't say ridiculous, a double-digit percentage raise in 2025 that maybe they would not get a raise for the upcoming
fiscal year or it would be capped at a certain amount. Where the people that are making, I mean, there's a couple here, 7.15%, 7.35%, 3.68% raise, that those people, perhaps, yeah, we'd be willing
to see that their raises go up and more commensurate with what we're seeing for other folks, deserving folks all across state government.
And you may say, I don't know, he's not here and you can't ask him, but I do need to get a feel as can we get an answer from him, either your best guess or something. Maybe he needs to come back tomorrow or something. Senator, I think
it's hard for him. Speaking for someone else, it may be difficult for him to say that. Yes, Mr. Chair. And we do have lots of questions

um yeah i think to echo what my colleagues have said i think the concern is when we were here last time it was we needed additional funds for the investment team and then the money didn't go to investment team. Now you're asking us to trust you again. So I think trust me, bro, is not really a policy that I would like to follow when creating budgets here at the state. And then additionally, while I've got the mic, I'm curious, because if we pass this, we'll have the highest paid scheduler, your office will have the highest paid scheduler in the state more than the governor. in the last session, it was to adopt the pay plan that was developed by the governor. These
are not our numbers. We didn't come up with these out of thin air. We asked to be included on the governor's pay plan. We went through the work to have our positions graded in accordance with what the governor's office had put out. So we're not trying to play any tricks. Our investment team got raises, and they needed it. They hadn't been – we don't feel that –

I mean, your team – I mean, listen, your investment team is the machine that produces the returns that we like to see and we're very happy about. Okay. towards the end of this meeting but i just want to kind of give everybody a heads up there's a little bit of confusion on when a bill needed to be filed to get it to completion especially if it had special language uh some of that was you know conversations with staff and just not understanding that there were not going to be any supplemental calendars, for instance. So I just want everyone to be aware that there are bills being filed now, and special language I think that's going to be filed later. We want to adhere to what our normal practice is, which we hear items with special language and special language
and items with personnel and personnel. And so I would ask that tomorrow we show a little grace on those because of the misunderstanding, and we look to suspend the rules in special language so those can be brought up my request to the members that have those types of items if you can get those to staff sooner than later and we will go ahead and send those out so members have a period of time to review what those items are so as soon as we get them we'll forward them to members so that no one's being caught off guard again there was a misunderstanding this is
