Livestock and Poultry. We'll try to do our best. I've seen the bill, but I didn't prepare to run it. Let's get these things off this calendar. So this is to authorize the Arkansas Livestock and Poultry Commission to impose a civil penalty for certain actions against an equine and to allow a body condition score to be used for an equine under the offense of cruelty to animals, and if I don't pronounce
that properly, that's just the way I say that word.
Penalties. A person who commits the offense of cruelty to animals against is subject to civil penalties opposed by the Arkansas Livestock Poultry do not to exceed $5,000 per violation. And so I think if they fail to supply an animal with his or her custody with a sufficient quantity of the wholesale food, Wholesome food or water, to be determined if adequate food and water have been supplied, that's basically what this bill is all about. If they're not doing that, then I think they could be fined.

We've had the problem here is that when it comes to nutrition issues and welfare issues with Eve Kwan, there is a statute, but it's a criminal code 562-103. The problem is, especially the last few years, we've gotten a lot of complaints that local authorities have been going to these complaints, but because law enforcement is not the expertise
when it comes to animal health, they have to determine the cause of the issue, and in the law itself, it says that they have to provide adequate or sufficient quality of wholesome food and water. Well, if they have a block of hay there or a cup of water in the officer's eyes, then that's adequate, but the horse may be very mild nutrition. So what we're trying to solve here is giving the authority to the Livestock and Poultry Commission to impose civil penalties, and we would accompany that with our state veterinarian
that will go out and do a body score to prove that that animal is truly malnutrition and not a situation where the animal is 30 years old or foaling in the dead of wintertime. There has to be adequate proof that they're not providing that food and water. And due to the criminal code, they just haven't had that ability to do that. So we've lost a lot of cases. So this would just give us the ability to go in. Now, we're not going to go in and assess $5,000 penalties at the beginning. There's a process. We'll go out, we'll issue a warning letter, we'll go out and vet the problem and score it,
and we'll go through a lot of procedures before we ever get to that point. But these are for extreme cases. This is not cruelty as far as how they're being cared, as far as breaking the animal. This is solely for nutritional and malnutrition and lack of care. All

And I always feel sorry. You know, you see those TV commercials about those dogs. You know, this has nothing to do with that. But that's kind of the same thing that they do with their animals, and this happens with cows and horses. So we need to do something about that. All right.

This is a district-specific bill, specifically for Crawford County. Apparently, the levy taxes are not included on their tax statement from the assessor's office and the tax collector's office, and this makes it to where they have to pay that with their property taxes. Myself, I live in the city of Clarendon. We have a levy that's been there since the 1800s, and when I pay my property taxes, I pay my levy taxes
because that levy protects me, especially in times like these when water is high. And I would urge you to vote for this bill because it's a good bill. This is a Crawford County bill.
