Members, as you are aware, Arkansas's forty-third governor Jim Guy Tucker, passed away last week at the age of 81. His career in public service began in 1970 when he was first elected prosecutor, followed by Ros as Attorney General and as a representative for the 2nd Congressional District in Washington DC. He returned to public service in the 1990s, serving as lieutenant governor and ultimately becoming governor of Arkansas in 1992. His leadership dedication and lasting contributions to our state made a significant impact. At this time, while standing, I ask that we pause to reflect upon his life and legacy. Please join me in a moment of silence Heavenly Father God, as we bow now in your presence, we do indeed, uh, give honor to whom honor is due. And we are thankful for the life and legacy of this man and pray for his family. We join in God with the prayers of many others, uh, for those in our neighboring states of Kentucky and Tennessee, is they're dealing with yet another terrible crisis caused by the weather. Uh, God just blessed the recovery efforts that are going on, that those who have lost loved ones in those states and help them. As they begin the long tasks, uh, path to normalcy. We also pray God for our own battles that are yet to come. I pray that you'd watch over the legislature, the staff in the days ahead as the weather comes upon us, if it does indeed, pan out the way God that you know it's going to, you know what does bring uh difficult travel conditions, uh, Lord, just give us traveling grace and mercy. And give your angels char traveling. I want to pray especially today, God was there in the quiet depths of Eden before the tree had ever yielded its fateful fruit that you brought together man and woman. Day and to honor Daisy Gaston Bates for her contributions to Arkansas, the nation, and the world. Now memorialized in the display of her statue in the United States Capitol. Representative Steele, you're recognized to explain the resolution. Thank you, Mr. Speaker, uh, Representative Allen. Representative Wayne, would you please join us. Let me make this easy. Little Rock delegation, Representative Collins. Anybody who serves part of North Little Rock or Little Rock. Please join us Today we celebrate a federal holiday, but also today, we celebrate and recognize a state holiday. The daisy gaston Bates Holiday. Uh, it's very personal for me, uh. When I had the privilege many years ago and my first term in this body, my very first bill was the creation of the Daisy Gaston Bates State Holiday. So it's very special, and only to me, but to so many for the impact that she had in her Little Rock community through the state of Arkansas and through the nation. Anybody else? Uh, thank you, uh, representative C Hill and, and thank you all for allowing me to say a few words. Uh, when I attended Little Rock Central High School, I never will forget I was in class one day, and they came and got me and said somebody in the office wanted to meet me. So I went down to the office and it was, uh, Miss Daisy Gaston bates. That was the first time that I met her. Then she came back a few years later, uh, a couple of years later, and she was over in the gym Nation, and she wanted to take a picture of me. uh, in front of Little Rock Central High School. So we got a basketball, we went in front of Little Rock Central High School, and we, we took a picture together. Then several years later, we were celebrating her birthday and I had the opportunity to meet Miss Rosa Parks, who came down here to help celebrate her birthday. I want to say that Miss Bates made it possible for me and others to stand here in this chamber today and because of that, I would ask you all to give us a good vote on this resolution. Whereas Daisy Gaston Bates Day is observed annually in the state of Arkansas on the same day as President's Day to honor the life of Daisy Gaston Bates, a civil rights activist who played a prominent role during the 1957 integration crisis at Little Rock Central High School. And whereas the life and legacy of Daisy Gaston Bates has been honored previously by General Assembly, including my representativeeele during the 2011 regular session in house resolution 1013. Whereas Daisy Gaston Bates was born in heading, Arkansas in 1914, but her mother was murdered in a racially motivated incident when Bates was just 3 years old, prompting Bates lifelong interest in ending racial injustice, and whereas in 1941, Daisy G and Bays moved to Little Rock to start a newspaper, the Arkansas State Press, in order to advocate for civil rights and other important issues impacting black Arkansans. And whereas Daisy Gaston Bates and her husband Lucius Christopher Bates worked closely with the Little Rock branch of National Association for the advancement of colored people in the 1952 Bates. was elected president of the National Association for the Advancement of Colored People, Arkansas State Conference, and whereas Daisy Gaston Bates was already well known as a civil rights advocate in the Arkansas black community and when she came to the attention of the rest of the state and the entire world as an advocate for public school integration during the federal court case, Aaron versus Cooper, that set the stage for the 1957 desegregation of Little Rock Central High School, and whereas Daisy Gaston Bates mentored and cared for the nine black students later known as Little Rock 9, who attended Little Rock. Central High School during the school year of 1957 to 1958, functioning as the principal spokesperson for the children and for school desegregation as a result of which she and her family suffered intimidation and physical attacks, and whereas Daisy Gaston Bates never wavered in her support of the Little Rock 9. They're difficult first year at Little Rock Central High School, a time in which all 9 students suffered verbal and physical assaults from classmates, teachers, and other citizens of Arkansas. And whereas in 1960 Daisy Daisy Gaston Bates moved to New York City and wrote a memoir, The Long Shadow of Little Rock about her experience with the Little Rock 9 and her efforts to desegregate public schools, and whereas Daisy Gaston Bates later moved to Washington DC where she spoke at the march on Washington in 1963 and worked in the administration of President Lyndon B. Johnson and anti-poverty programs, and whereas after suffering a stroke, Daisy Gaston Bates returned to Arkansas in 1965 to advocate for economic self. ef fi ci ency for poor black Arkansans suffering securing grants and donations for community improvement such as sewer systems and Head Start programs. And whereas following the death of Daisy Gaston Bates in 1999, a crowd of more than 2000 gathered at Robinson Auditorium in Little Rock to honor her memory, at which event President William Jefferson Bill Clinton compared Bates to a diamond that gets chipped away and formed and shines more brightly. And whereas in 2001, the General Assembly enacted a provision recognizing the 3rd Monday in February is Daisy Gaston Bates Day, an official state. And where as many streets in Arkansas's towns, including in Little Rock, bear the name of Daisy Gaston Bates, Arkansas, whereas in February 2012, the Public Broadcasting Service broadcast a documentary called Daisy Bates, First Lady of Little Rock, and whereas in 2019, the General Assembly passed a law. To replace the statues in the national statue Hall's collection in the United States Capitol, where statues of Johnny Cash and of Daisy Gaston Bates, and whereas the statue of Daisy Gaston Bates created by artist Benjamin Victor was unveiled in the United States Capitol on May 8, 2024. And whereas the statue of Daisy Gaston Bates depicts her walking forward with a folded copy of the Arkansas State Press newspaper in her left hand and a pen and notepad in her right hand with the National Association for Advancement of Colored People pin on her left lapel and a rose. on the left side of her jacket, which is a symbol of Bates' continually blooming motivation for addressing racial inequality. Now, therefore be it resolved by the House of Representatives of the ninety-fifth General Assembly of Arkansas that the House of Representatives recognizes Monday, February 17, 2025 is Daisy Gaston Bates Day and also President's Day and honor. Daisy Gaston Bates for her contributions to Arkansas, the nation, and the world, now memorializing the display of her statue at the National Statutory Hall Collection in the United States. Representative Shepherd, you're recognized to explain the resolution. Thank you, Mr. Speaker. Hello friend. It is awesome to come before you this morning. I am sure that most of you are not aware that, come on, Unga, come on up and join me. There is only one full-time JROTC school in the state. It's, there's only one. And it just so happens that that school is in my district. And today, not today, this month is recognized as career and technical education Month. So I thought that I would bring down a group of phenomenal young women, young women and young men who are doing amazing things. Up in the gallery, if you all would stand up. There are 30 cadets that are here with us today. The school is led by Lieutenant Jason Smedley. There are 150 cadets that are at the school, but this is the best part. According to state scores. These students are advancing 3 years ahead in math and 3 years ahead in reading. Is that not phenomenal? That's phenomenal. The school has been in operations for 2 years and next year they will have their first graduating class, uh, the governor, Congressman Bozeman and some other elected officials have been added to schools, so if you all get the opportunity, I definitely encourage you to visit. It may be 5 minutes away from where our Dottie is, so. Representative I just appreciate these guys. I'm doing the best I can to get one of these schools located up in Springdale in good old District 19, uh, military service was how the younger family broke into the middle class back in the 1940s, and it's been a great path for many young men and women. As many of you are aware, uh, one of the first executive orders of President Trump was to rename the Gulf of Mexico, the Gulf of America. Um, on February 19th, or 9th, sorry, he declared that February 9th would be Gulf of America Day. And today I stand before you to make a case for this simple, uh, yet powerful change and in support of his executive order that we passed this resolution. One that will help us claim our national identity and reflect the true nature of the great land and its waters. Um Now, before critics rush in, and let me remind you, history is filled with moments where names change to better reflect the reality. This is no different. The Gulf does not belong solely to Mexico. It touches the shores of Texas, Louisiana, Mississippi, Alabama, and Florida. It fuels our industry, supports our fishermen, and serves as a gateway to commerce and prosperity. is much a part of our nation as the Mississippi River and the Great Lakes are the Atlantic itself. And let's not pretend that names don't matter. We and our neighbors to the south have long called same things by different names. The Rio Grande, the river that defines our southern border is also known in Mexico as the Rio Bravo, the Gulf of California, as it's called on our maps is known as the Sea of Cortez in Mexico. These differences are not just logistical or linguistical. They reflect national perspective. Mexico calls their lands as they see fit. Why should we not do the same with ours. This isn't about division, it's about recognition, and that's to take pride in our mountains, rivers, and heartlands just the same as we named them. We choose to name our water. By supporting President Trump's executive order. I hope that we can pass this resolution and get Arkansas in line with federal agencies that have also started to rename the Gulf of Gulf of Mexico to the Gulf of America. This was an issue that was brought to my attention from our Pope County Sheriff's Department and after filing the bill, it didn't take me long to understand that this is an issue in other parts of the state as well. The Hot Springs Village police came and they testified in favor of this bill in committee last week. What this bill does is it keeps registered sex offenders that are 3 and 4 100 ft away from our water parks, our splash pads, where all of our children like to play. Just so it's, uh, understood. Level 3 and 4 sex offenders. What their classification includes is aggravated sexual assault, rape, sexual abuse of a minor. possession or distribution of child pornography, kidnapping with intent to commit a sexual offense, any sexual offense involving the use of force or threat. Repeat offenses of indecent exposure. Ladies and gentlemen, these are the worst, the worst, and I'd like to see our children's protected where they can play in our water parks. Essentially what we're allowing is APRNs to delegate certain tasks that medical doctors can already do. It mirrors Act 479 of 2009. Um, some of these acts may be telephone orders, calling in prescriptions to a pharmacy. Things that because they're currently not allowed to do, it takes the APRN away from the visit with the patient and just slows down the process. So, non-controversial, unlike my last thing, uh, Uh Medical Society's in favor of it. The nursing associations are in favor of it. Thank you, Speaker, uh, colleagues, for years we've had at nursing homes, LPNs that take care of our, most of the medications and the needs for the patients and then certified nursing assistants that took care of day to day needs for the patients. Um, states across the nation to start using what we call medtechs, and Arkansas would pass legislation to make that clarify that we can have what we call max medication assistance. So what these people are, they're CNAs that have worked for a year. They've been selected by their supervisors to be sums very doing. Very well, and they can attend a Mac program where they're learning about medications, they're able to give medications. And so we're we now when we do that, we allow the LPNs to really take care of the patients and just have the med techs to give the medications, and we've seen our, uh, medication error rates go down. We've just seen a great improvement across the nation, across the state with our, our care for our patients and also, we've seen 320, uh, folks that are CNAs be able to increase their salary by 30%, so they earn while they learn, they earn while they're at work, they can get a better pay, we see better care of our. patience and lose the LPNs time to take care of the, the much needs they have like wound care and those things that the uh Medicaid techs cannot do. So we're changing the name from a med tech to certified medication assistance at the request of the nursing board, doing some registration with them so they know who is registered and who the, um, certified nurse, nurse medication assistants are, and we're allowing them to do two more things. We're gonna allow them to give insulin injections after they have made sure the insulin amount is correct with LPN allows them to give an insulin injection and allow them to do inhalers in both the things will be double checked with LPI to make sure that the medication is correct. And that's the two things that we're doing today. So, if anybody has any questions or we're allowing these certified medication assistance to do and what the bill does, I'll take any questions.
