I have a resolution that I'm going to read in its entirety because I think she is worthy of that and I just would like to point out there's there's no one I think that exemplifies what it means to as it was talked about at her reception last night art follower that's done her job with dedication with grace and done it and in a way that honors herlord and savior so with that I'm gonna read the resolution honoring Miss Laurmcdonald whereas Laurri Mcdonald chief of
staff for the department of humanmanervices will retire June30th,2026. after serving in state government for nearly 28 years. and whereas Miss Laurie Mcdonald is a seasoned public service professional with more than two decades of experience in state government known for her expertise in legislative affairs advocacy constituent services and organizational leadership and whereas throughout her career Laurri Mcdonald has built a reputation as flexible creative highly adaptiveable leader who excels in fast paceed high visibility environments and whereas before joining the
department of humanman Serviceslourrimcdonald alderong foundation in state government through working at the office of childld Support nforcement and whereas while at the office of childld Support Enforcement Laurri Mcdonald gained extensive experience in staff supervision statewide training auditing policy and interpretation us t om er service and manage large caseloads led comprehensive training programs and work closely with both the public and with elected officials and whereas Laurie Mcdonald's early roles honed the communication analytical and leadership skills that would

leadership has strengthened the department of humanman Services relationships with elected officials and ensured that complex policy matters are communicated clearly accurately and effectively and whereas in addition to her legislative leadership, Lauriemcdonald oversees constituent services provides internal training on legislative processes and serves as a key adviser to the department of humanman Services leadership on emerging issues and whereas Laurrimcdonald represents the department of humanman Services and high priority statewide initiatives including serving as a liaison to the governor's office on faith-based initiatives

Mcdonald quite a few years ago I was a young brand new staffer for congressman elect Westerman at the time and I got to know Miss Mcdonald and I can tell you she was someone who poured into me as someone who didn't know anything still don't, I would argue. but she was always ready to invest time and and information and knowledge and be gracious with that and also patient and so I am personally deeply grateful for her commitment and

monthly revenue report gross adjusted collections for this fiscal year to date7.76 billion dollars there is up4.4% from the last fiscal year today at7.44 billion dollars as we go down we're going to see the net available for distribution at6.36 billion dollars that's up7.7 billion dollars from the last fiscal year today which was5.9 billion dollars as we look into this6.361 we might
remember the RsA was set up for the fiscal year6.494 so $130 million here in order to reach RSa for this month of June. as we look into the estimates for the month of june up to today those those are moving forward and they are moving slightly higher than the last june so as we look into the next page you're gonna see here we have a new adjustment formed theFNA updated forecast there's a new updated forecast from
May2026 on that forecast they take into account this growth that we have seen here frombebruary to May and they have the surplus for this fiscal year5 85 $8 billion As we move from from the following page we're gonna have general revenue collections and the special revenue collections that as we have seen the last of the year there's not much movement there the only major changes that we have here
that would like to take note for the upcoming months here is as we have seen uhcPI is slightly it's higher it's kind of hot this month but this was mostly driven by gas prices and as we we have seen the the war end here this expected to to slow down that upcoming months at least when we talk about the headline we have some other pressures of coursecPI but those are the major things that we have here for May226 with

the executive subcommittee met on June 9th and approved premiums and deductibles for the state captive insurance programme. as presented by Stteen'surance
per night subbcommittee also authorizedblR to move forward with the contract with claims administration agreement for the captive for both the contract and the premiums and deductibles the sub can be authorized ALc cochairers to finalize the authorization by emergency action and those actions are attached to your report at its June 9th meeting the executive subcommittee also adopted a motion to cancel the regular ALC meetings for July this year and to authorize all ALc subcommittees to meet in July only to take up items that have an imminent need and cannot wait until the regularly scheduled august ALC
meetings the subcommittees that need to meet in July are permitted to meet outside a regular ALC meeting week and all actions that are normally that normally would have been reported at July20252026 ALC meeting will be final and reported to ALc as at its august 15th meeting. accordance with ALC rules and two approved waiver requests from school districts for cooperative purchasing and construction services. By this report the ALc co-chairs report emergency actions taken May18,2026 as authorized with the executive subcommittee concerning a waiver request under Act929 for Jonesboro Water and Light, the emergency action report is attached to the executive subcommittee report in your packet as required by ALC rule six in addition the subcommittee recommended committee fund allegations for fiscal year 2027 be set at the same levels. As for fiscal year 2026 the allocations were included in
your packet. Finally the subcommittee voted to quote cancel the regularly scheduled Julylc meeting authorized ALC subcommittees to meet at any time in the month of July take up items that have imminent need and cannot wait till august and give final action to authority to the subcommittees for actions taken during the month July2026 which shall be reported to ALC its regular scheduled meeting on July or on August twenty1st,2026. now that we have the correct report and it's been read, I move adoption of this report

rules that were pulled by the agencies and all other rules were reviewed and approved as noted in the report. then we met again on June 18th in the subcommittee filed reports from the executive review and state insurance programmes oversight committees the subcommittee filed quarterly reports by the department of Corrections and poststrison Transferboard. the subcommittee approved two agency requests for exclusion from the reporting requirements for rulemaking. the subcommittee accepted the recommendations of the division of Career and Technical Education concerning the
extension of rules pursuant to Act781 of2017. and also the subcommittee received agency updates on outstanding rulemaking from 2023 regular session and filed agencies monthly written updates on rulemaking from the 2025 regular session Two rules were pulled by the agency and one rule was held in public health. all of the rules were reviewed and approved and noted in the report. the public testimony that we had was very good for for some of us to to be able to have and we talked about some of the things that were the problems some of them had problems that I don't think can be fixed mainly about the class wallet and and what I garnered out that the class wallet was probably one that maybe was lacking a little bit but as I had a contract pulled in and read
that this is $8 million contract. it has a $14 million projected contract and I thinkgreg is one sign reason I wanted you up here to do it but there are performance standards and the performance standards are all in the 90 percentiles varying in there and they have 2,3 and 10 day time requirements on different performance deals so if you've got some new information that you think are going to fix some of the things
that we heard I've been told that I I would appreciate you sharing that that that may help the education department and andlass wallet to take care of some of the the delay problems the losing vendors small vendors because they just can't wait uh30 to60 days I I would appreciate if you'd share that but have there been any standards my from reading contracts is they have to be in
writing and we altered the standards from what the contract was is one question have there been any pen penalties or reason for penalties or is it the department tellinglas wallet let us do what we want to do and review and I don't have a problem with that but that's what's delayed these people that are that say they're being hurt can you give us an update on that and is there some help that that you've received since the
the meeting this week that we think's gonna improve this yes we

do continue to meet withlass wallet regularly. our staff with their staff and and provide updates on on progress and things that are happening you're correct that there are performance standards in the contract that we are and will hold them to and we continue to let them know when there are areas that need to be addressed. there are some points at which yes they have offered services such as review of expenses that we have chosen to
do inhouse instead because we feel our staff is more highly trained, knowledgeable about our rules and our expectations as opposed to trusting a vendor who who operates in multiple states to be reviewing those expenses which you all know are are very heavily scrutinized and and looked at so we prefer to keep that inhouse and and with our staff they have agreed and given us assurances that there will be upgrades to their technology including the use of AI and certain other functions
that will help exped ite but I think we've already demonstrated with cancellation of the first vendor contract that we will insure this program is at the highest level and and iflass wallet or any other vendor cannot meet those needs that we will look at terminating that contract and going with another vendor but based on the conversations we've had, we we don't believe that that will be necessary. We believe that they will meet those expectations. as I stated the other day the staff department is committed to ensuring we have enough
staff to review expenses given the volume of things that come through for review daily in in the to 10,000. it's almost impossible to be on a 24 to48 hour review period. but we definitely are going to commit enough staff that we can make that more reasonable and get it down to less than the30 days it's about it's currently at. well here's my reason for bringing you up I don't want to
