So this bill is just dealing specifically with civil service and um our laws have been antiquated for quite some time and we're just trying to update for ease of hiring purposes. We know there's law enforcement shortages all over our state, and the way the law is now is quite cumbersome, so I'm gonna let them explain exactly what it does and just the practicalities of what it'll look like if we pass this bill.

it is, is, you know, um, and it was probably written at a time when we had hundreds of people applying for the police departments, uh, you know, the old law even say, you know, you'll test in April and October. Well, with our current hiring environment that makes it kind of difficult, and with us being ran by commission. You know, they meet once a month and we have to go to them to set dates for testing, and it's usually, you know, a month out. So, you know, that creates challenges when you only have a few applicants show up for your testing, and we all know it's no secret that hiring in a law enforcement environment is a very challenging nowadays in today's environment, and we're trying to remove any barriers, as you know, as many barriers as possible to make it. You know, to minimize that impact so we can hire more people, you know, there's a lot of studies out there now that pretty much say, you know, you got to shorten the hiring process for police departments to meet the applicants where they're at, and when you have to go to a commission to set up a meeting a month in advance and you might have, you know, 2 people show up and, you know, as an example for an agency my size, maybe 4 people show up for testing. And none of them passed. Well, then, now you got to go back to a meeting and go, you know, again, set another testing date and a lot of police departments that our civil service in the state. You know, now we're a month behind and we're trying to make these hires. Or, you know, we're trying to coordinate these hires before they go to the State Academy, which makes sense. You know, so it kind of puts us behind the eight ball if you're setting these test dates, a month in advance, you have no applicants, you got to do it again. Now you're, you're just an academy and you get further behind, especially when you have a shortage. So what we're proposing to do is kind of take that, kind of flip the rolls instead of having to go to civil service to get permission for testing that we assume that role which in my mind is common sense. The police, I mean, the police chief is responsible for staffing of his department. Uh, he should be able to, you know, set the date, time, and frequency of the test to meet his departmental needs and, you know, and, you know, let the civil service know, the commission, we're not leaving them out. We're just trying to assume that role of let us control the test. testing the dates, time, frequency, they can still have the oversight. They can still approve the testing method. We're just wanting more control over when and how and how often we test. Because if it was up to me, instead of, you know, waiting for, I might test every day this week just to get enough applicants that maybe will make it through the process to be hirable. You know, or test on a Saturday or something and it'll have to depend on civil service to either be there or approve the dates. It does hamper my ability to, you know, exercise that flexibility in the hiring process.

Chair. Senate Bill 365 is brought to me by a constituent who is also an active member in the Brewers Guild of Arkansas. And there is a provision in statute that allows a taproom that just brews beer only up to I think 45,000 barrels per year to, if they're authorized to have a tap two different locations of a taproom. One is typically attached to where the brewery is, and one can be at a remote site and it's attached to that taproom or to, I'm sorry to that small brewery permit. However, if you have a restaurant, if you serve food at that same location, you're able to have 3 separate uh location of a, of a basically a taproom. So it's created a lot of confusion, um, so when you're, when you just want to sell beer because that's your passion and you've got a clientele list and you want to be an entrepreneur and expand a little bit of that to a different marketable area and they go to the ABC, they say, well, if you'll you'll spend a couple $100,000 put in the kitchen, you can do that, but otherwise you can only, you're only limited to 2. So what this bill would do is just make those match. small brewery, uh, taproom to 3. matches the brewery restaurant that has 3. That way it's um I've talked to ABC they're here to answer any questions. They think that cleans up some confusion in the language and allow for an ease of um Those that are in the brewery business.
