This morning I bring to you really nothing more than a technical correction, uh, the, the title, frankly of 1964 basically says everything that it does, so it's moving child welfare ombudsman, um, from the Arkansas Child abuse rate Violence Commission and juvenile
Ombudsman division to the office of the Inspector General and to rename it as a division of of ombudsman. So basically, uh, the UAS is supportive of this Office of Inspector General supporter of this, basically what we're trying to do is, is just as you co-locate these two functions, it's going to create independent oversight over DCFS DYS, um, build different positions to cross train, work together, and, and just create more efficiencies in the system, and I'll be happy to answer questions. I believe that Director Wright is also happy to answer questions should we need.

members, the, the members may not know, but I signed up on this bill and I didn't put for or against, but I know that the juvenile ombudsman who is under the Public Defender commission. Need to be heard on this, uh, and she is under my supervision and so I like to show up when I have an employee that's testifying. So if there's questions for me, uh, but just for a background, I just want to give you a little background. The juvenile ombudsman and the child welfare ombudsman are two different entities.
The juvenile ombudsman falls under the branch of the Arkansas Public Defender Commission Agency. It is funded To us through the Department of Human Services. So it gets a little bit convoluted. Our funding for this position comes from the department. And so while we supervise. Ms. Digby and cover her expenses out of our budget. There is no
budget for her expenses, uh. That's what the commission does, and that's how she reports to us and her, her Her necessity to the defense bar, especially public defenders, is being able to testify in hearings where there may be a motion to transfer to juvenile court where we're looking for what is available. As far as uh rehabilitation for a juvenile. To keep that juvenile in juvenile court or to move that juvenile to juvenile court as
opposed to an adult court. Where the main goal in juvenile proceedings is rehabilitation. While that is part of the goal that adult court also includes retribution and punishment as well. Uh, now you will also see in this bill a reference to parent counsel, and I don't mean to insult anybody if they already know this, but the parent council
Falls under the umbrella of the public defender commission. But as the director, I have no involvement over their day to day activities. I do not supervise them. They have their own director. They just fall up under our umbrella. So I, I think that I just point that out because I know that's in the bill, if anybody had a question. I don't think it's pertinent to what we're doing here today. But I know it's referenced in the bill, uh, and so I wanted to be here. I know Miss Digby wanted to be here to answer any
