It looks a lot like lava, and it is a byproduct from our steel mills when we produce steel. It's basically the impurity and what's left over after we produce quality steel. Now, in Mississippi County, we use this on our gravel roads, well, our real roads, as a replacement for gravel because it's so much cheaper for us. We can do this for about $3 a ton. The problem we have and the reason we're running this bill is we all agree in Arkansas and ADEQ supports us on this, that slag is considered a byproduct. But in two northern states, environmental groups have convinced them that it should be considered a waste product. If that happened in Arkansas, Mississippi County wouldn't have any roads, first of all, but it would also cost us $50 million a year for our steel mill business to take that over to our county landfill. ADQ agrees that it's a byproduct, and what we're just trying to do with this bill is to codify what we're already doing. And with that, I'm closer.

There was some ambiguity about stacking when a student qualifies for both the Governor's Distinguished Scholarship as well as the Academic Challenge Scholarship, so this would clarify we're not changing the amounts, we're not changing any of the awards or anything like that. we're just clarifying that when you qualified for both, the maximum that you could get is what would be under Governor's Distinguished. So if you'll recall, the way that works is if you make a 32 or higher, it's a $10,000 a year max. If you make a 32 or lower from your county, then it's a partial amount. So this would allow students then to get the full $10,000 amount if they qualified for both. So that's what this bill does in the first part. The second part then, as I said before, it takes away some reporting requirements that are in elsewhere. So if you look at the bottom in section for that code section of 219, all that demographic data is recorded in 216. So it's already being reported and housed at ADHE. I appreciate a good vote.

Number one, it establishes the county clerk as the one that will determine that the signatures on the petition are actually original signatures. It removes the option of being able to simply submit a letter to the quorum court in order to convert a fire district, it keeps in place that you have to have what was currently in law 10% or more of the total qualified electors. And also, per the clerk's request, it removed the word certified and inserted the word return.
