Our Heavenly Father, God, as we pause for just a moment here, Lord, Lord, we ask for your direction, your wisdom, and your guidance as we make decisions that affect the people of this great state. Lord, we pray that you would just give us the wisdom to make wise choices, to be leaders that you need us to be. God, I pray for safety as our members travel back home to visit with constituents and spend time with their family and bring us back safely next week. In Jesus' name we pray. Amen.

Many of us have PO boxes where we receive mail and whatnot, and they need to have some direct input from you on that issue. While I'm saying something about it, I will just tell you we're going to cover this in state agencies today, but you're probably beginning to see information that the Census Bureau is delaying data that is going to be critical to our redistricting process. If you've got questions about that, reach out to me. I'd be glad to talk to you more about it. But the bottom line is, it looks like it's going to be a delay that could affect not only our state districts,
but also a little bit on the congressional as well.

They have served patients for more than 150 years. In 1886, the U.S. Congress enacted legislation that made CRNAs the first nursing specialist to have direct reimbursement rights for Medicare. And with that, I'd like to make that proposal. Thank you. All

Thank you, Mr. President. Colleagues, this is some cleanup language on background checks. If you'll recall, two years ago, we allowed a teacher's license to be reinstated.
If after 10 years there was a nonviolent, non-sexual crime on their record, it wouldn't automatically disqualify them from having their license reinstated. We're just asking for that same consideration to be given on the front end. If someone goes and wants to have their teacher's license, if it's a non-sexual, non-violent crime, after 10 years, that that would not automatically disqualify them from the teacher license process. Appreciate a good vote, and

Okay, second question, if I may. On one of the pages, it mentions you strike out the language dealing with out-of-state schools as far as penalties. With what? Excuse me, page three, line 33. You struck out, or an out-of-state school which offers to sell a program study in Arkansas. Arkansas. Or is there protections for out-of-state schools somewhere else that they didn't know
to clean up? I don't understand why

understand your question. Section 5 of the new code on page 3, page 33, a person administration, it has a list of factors of people could be punished up to a $1,000 fine, but you're striking out out-of-state programs from that section. If there's another section that covers that, I just don't know why we're striking out-of-staters whenever those penalties could hit my school and my area, but it appears out-of-staters are excluded from this punishment.
Is there a reason why? It's basically dealing with schools inside the state of Arkansas, not schools outside

aircraft system. Senator Rice. Thank you. Colleagues, this is not new to most of you. Definition of critical infrastructure in regards to the offense of what we know as drones, unmanned aircraft systems, have been added to in recent years. I carried one last year that added a railroad operating facility.
Because of increasing technology, because of the times that we live in, we see technology that can be used for good, can also be used for other things. We have had concerns in the food processing and manufacturing facilities that drones and people operating them have caused, and also in our correctional and detention facilities. In fact, in Judiciary Committee yesterday, the Department of Correction brought in one of the drones.
You've seen them. It's about this square that had actually crash-landed inside the facility. They had black-taped out the lights that would let somebody know it was in the air, and it just so lucked out that it crashed, and they were able to get it. but you think about the technology we have now that's going to be able to drop packages at your house can also be used for many nefarious things. So what this does is simply add to the previous bills that we passed at the food processing manufacturing facilities
and correctional detention facilities. Be glad to

of an out-of-state sex offender. Senator Hickey. Thank you, Governor. Members, what this does is actually does fix a glitch that we had in our law here in the state with the sex offenders. The way that we had written the law is that if you had been convicted in an original jurisdiction outside of the state, then you had to register here. And this had come from an actual case. There was a guy who had, he was found guilty in Kansas. He was required to register there, but he did not register there.
He moved to Missouri, and he did register. But then whenever he came to Arkansas, he did not register. Well, our law had said the original jurisdiction, so it didn't say anything about Missouri. So what we're going to do is just correct this and say if you've been convicted of a sexual offense that you must register in Arkansas, no matter where the jurisdiction

Senator Garnt. Thank you. Thank you, Senator Clark, for the bill. What is of concern to me is on lines 31 and 32. The administrative office of the court shall compile a list of five statewide eligible nonprofit entities. But there is no, there is nothing there that says these particular five are better than any other five. Could you tell me why you said just five or why not just have it
so that nonprofit entities that have statewide impact would have it? Is there a particular

reason? I cannot tell you why, Senator Chesterfield. I was not aware, I'll have to tell you, even though the
bill is only two pages long, this did not come up in committee, and it has not come up between me and Representative Dalby. I was not aware it was just five until a
couple minutes ago. I know you will be glad to know that you and Senator Garner are on the same page because he just asked me about this before I came up here. It's about time we were on the same page by then.
To present this, and I was not aware it was limited to five. Yes. And so I cannot give you a reason why it would be

just five. I don't want to destroy, because I like the idea of the bill, but it is of concern to me that the administrative office of the courts can just arbitrarily say these five and not five others, it may be just as worthy. Is there any way to handle that in your view?

Senator Alan Clark

things, unless members make me aware of things that are in the bill that
I was not aware of. The first thing that it does is the interstate transfer
of a Specialty Court program participant to another Specialty Court. This allows someone who is in a drug treatment, in a drug court, in a veteran court, etc., if they move to another part of the state and there is a similar program there for them with approval by both courts to be transferred in jurisdiction. The second thing it does is creates—we already have veteran treatment specialty courts and driving or boating intoxicating specialty courts.
This creates more or gives the authority to create more.

by Representative Dalby, concerning the judicial or administrative transfer of an inmate to
the Division of Community Correction.
Speaker 66
35:36
Members, I'm going to try to explain this as well as Representative Dalby. Try. What it is, is during sentencing, a judge can, whenever they're marking their paperwork, If they just mark the Department of Corrections, there's not as many opportunities for offenders to get drug and alcohol treatment during that time. Drug and alcohol treatment centers in the community correction centers are easier accessible for those folks.
There's just over 1,800 offenders that could be moved into those community correction centers and get more rehabilitation and drug treatment through that. This gives an administrative process, if it's been a clerical error on the judge's part, it gives an administrative possibility to move those folks from the Department of Corrections into the community correction centers. I'd appreciate a good vote. And any questions

Thank you, Mr. President and Senator Dismang. I appreciate your indulgence. my mother died of lung cancer. I'm for tobacco cessation. I'm for what this bill purports to do but since the Huckabee administration I've watched millions of dollars basically become trivialized into things that really don't have a whole lot to do with getting kids and adults to stop smoking. There's some hotline things but when you go to an event and you see a little booth set up and
Some ad agency has spent a lot of money on advertising specialty items and all that that supposedly encourage people to not smoke. It kind of gets redundant. People have learned about this. I think everybody in this room knows that smoking is not just not good for you. It's horrible for your health. And everyone involved in health care can tell you that. And again, as I said personally, I watched my mother smoke for 60 years and die of lung cancer.
So I'm against smoking in every way, but I'm also against us wasting money when I think of the millions of dollars that have gone down this, where it could have gone to programs that could have been better. And if we're ever going to get a handle on budget, we're going to have to start taking a look at things like this. So, well, I will vote no. I will certainly respect every one of you that vote for it. Thank you, Mr.
