House Bill Evans thirteen represented Dotson to amend the Commissioner state lands urban homestead act to permit the development of schools on land donated by the commissioner of state lands when the land is not being utilized as a homestead and to declare an emergency. Unfortunately over the past year many states across our nation of impose more burdensome restrictions on churches and religious organizations and they have impose on secular organizations failing to recognize that no one not only are the services provided essential they're protected by our constitution in the first amendment. We have seen pastors jailed for holding church services churches
find hundreds of thousands of dollars because they believe that admitting more than ten people to a church that sees a balance in or synagogue that holds four hundred did not create a more serious health risks than many other activities the states allow like shopping at Walmart. B. twelve twenty nine is a very simple bill are brought to me by the commission of lands office first thing it does is it takes the three options that we have in kind of renames them so we're doing a brief little up for you for those of you who aren't as familiar with that I wasn't first so when the land is sent to the Commissioner of land the Is posted for public sale and they're going to call that tax delinquent property auction the first one the second one in is it I have two years to sell this and what they call what they
used to call a post auction sale or post auction parcels now the renaming that so property auctions. In this two year period the minimum offer must be all taxes fees penalties and interest due on the property at the time the offers made after two years the is number two in a what used to be negotiated sale parcel and now the con that negotiated price option so we have three different peers initial period we have a two year period where they had to pay the fines the taxes on the line after that it goes to a place where they would
take just about any offer the last two options are done online now they have an online option and what this bill would do is add an online option to the first initial sale it used to be have to be held in the county due to covert the past year they've not been able to hold any options so right now of the in. They have nearly twenty thousand twenty thousand parcels that are up that need to be auctioned off because it had to hold off due to code so this really would all it would do is add an online option to that first section so and hopefully get more people bidding get more money back to accounts because of that we have

you what the telecommunications access program is so we kind of can gather on where we are on the page. If you are deaf or as Representative Fite has made sure in our bills that we now say hard of hearing you might have trouble communicating by telephone my father in law's death and in his kitchen he has a machine equipment that allows him to make the phone call he can speak
you can talk but he can't hear what the person says back so it's kind of like closed captioning on his machine and he can read what that person is saying he does have a cell phone he can tax but kind of hard to text your doctor or your pharmacist or your insurance company or whatever else so it provides a lot of services that's what the telecommunications access program provides this bill will
not change any services provided by. The tap program if you're receiving those services they do not change. That service is provided by us every time we pay our telephone bills Hey. Your fees will not change because of this bill the way it's collected how much it is nothing changes okay. So let me tell you what this bill does first of all as I mentioned we right away start
out with correcting some language the bill that we just passed yesterday by Representative fight with the preferred terms we changed it to deaf and hard of hearing in the beginning there the next it'll section we just took a definition that's in another section and moved it over here to clarify so you don't have to look on two different pages to find this definition. No changes really there. The part that does change is basically to make it easier for
this program to work on the government side we are making government more efficient through this bill. The bill clarifies an accounting procedure that makes to technical updates to the tax statute the accounting procedure will be changed to state that A. R. S. does not need to petition the public service commission to pause the surcharge and less program revenues equal or exceed three times the amount of expenditures for the past fiscal year this cleans up the current reference to a three year
average of expenditures and if the surcharges paused program staff do not need to petition to restart the collection until they have spent half of the program revenues for that previous fiscal year again we are just trying to make it easier for our government to do what they've always done and that's what this bill does And I'd appreciate a good vote thank you. This is about service and service leads to economic development. We can no longer be in the bottom five across our great nation and broadband it is the new electricity. Our businesses must have and we must have cutting edge technology to be attractive to new businesses or businesses are hampered back home to the lack of dependable hi Class hi speed broadband. As we know through this pandemic we must make great strides in providing broadband for our
schools our health care systems in rural Arkansas and most especially our seniors and home bound. This bill will further advance economic development opportunities reduce barriers and allow local entities to provide for their citizens. By allowing or entities back home to partner with the private sector by raising funds and investing in infrastructure we eliminate the spoken barriers to provide and meet the needs of our fellow Arkansans. broadband emergency that each and everyone of our districts face. Section one amends Arkansas Code thirteen dash four dash three oh
four concerning the retention of the county financial records also it eliminates the listing of several tops of the account ledgers as permanent records such as city accounts school accounts and so forth it strikes the cancel warrants. Lawrence is no longer issued by county treasurer's. Combines the monthly treasurer's report with the quorum court and
the prosecuting attorney they are the sign. Changes the wording. Municipal court as you know it went to the District Court a my Amendment eighty. All school documents in the part of code are stricken since we no longer have treasures that are this school treasures. And that county treasures that are school transfers I see correct that section two
legislation gives authority to a third party vendor issuing payroll checks and also jury checks. They ill take the county treasurer the circuit Clerk or the county Clerk in the county judge to make that decision to try to get someone outside to do issue these checks and then it has to be approved by the quorum court.
It and to do that they have to have been able to save money and they'll have to follow all the guidelines section three repeals the Arkansas Code fourteen dash fifteen dash eight oh three that require required County treasurer's that had counties that had two different they had to quorum court I'm sorry to. County. I'll get this.
They had to court houses in the same county and what schools was requiring them to do was to put the money in that district for their for their or school districts what is so ACT eighty three thirty four of nineteen ninety five done away with that so what all the only thing we're doing here is striking all of this it should have been done twenty five years ago so we're
just cleaning up the records Amendment fourteen dash twenty four dash one twenty reduces the amount of time that a cancels a avoided check is on the books. It's always been one year but the banks have gone down to six months and so what this will do we'll just bring their their voided checks in line with what the banks are doing.
Amendment fourteen dash twenty four dash one twenty one it is specifically allows the disbursement of county funds payments to the federal and state governmental entities by electronics federal government no longer will they accept anything but electronic. And so this will take care of the ordinance to to allow them
to do that Amendment fourteen dashed twenty five dash one twenty five one amends the code that treasures have to have pre numbered checks for everything the issue but you can't do that with electric trance transfers so that will allow them the law to do that. Arkansas title twenty one chapter six subchapter three is amended to add an additional
section when twenty one dash six dash three eleven that would allow county government offices. And departments to us accept payment through credit and debit cards and be able to such charge them a fee the fee that is costing them. This is not a mandatory but it's just authorizing them a chance to do that and bring in their office up to the twenty first
