Mr Clear Creek House reveled resolution ten fifteen House resolution ten fifteen by representative Shepherd to commemorate the one hundredth anniversary of the discovery of will in south Arkansas. Speaker Shepherd you're recognized explained resolution. Thank you Mr chair and F. five with tears permission I'd like to invite my fellow legislators from south Arkansas. down to the well.
You're recognized thank you Mr chair members you'll recall that owner opening day when I was speaking with you I mentioned that the day before was the hundredth anniversary of the discovery of oil in South Arkansas specifically in elder radio and I filed a resolution ten fifteen sponsored by myself and and represent Barker and Should have probably include more than just the two of us but in my haste I just need to get
it filed but I I appreciate the my fellow members from south Arkansas joining me here and I'm not going to go through the resolution but just to hit the high points for all of us from South Arkansas that will business has touched our lives in many ways whether we're directly or indirectly involved in the oil business and a hundred years ago. Mr Samuel by seeing a group of investors struck oil on the west side of building radio and if you hear the stories from.
The people that lived during that time despite the fact that the oil well was I think about a mile and a half outside of town it drenched laundry that was hanging on clothes lines in downtown L. diretor and the the since that day nothing has really ever been the same you can see that Eldoret went from a town of about four thousand to a town of about fifteen thousand over night and summer league I don't recall the numbers but Smackover experienced a similar
type of growth elder rada in south Arkansas was changed forever went from kind of a sleepy little town to a town now that the host has headquartered multiple international national corporations and still is home today to Murphy USA of course which is a large retail of oil and gasoline company that if you look at the resolution just to give you some context a few years after the discovery of oil in nineteen twenty one in nineteen twenty five there were seventy seven million barrels of
oil that were produced in nineteen twenty five and the equivalent in in monetary value today would be four billion six hundred million dollars so the discovery of this field was extremely large. Obviously a hundred years ago the technology was not what it is today there were a lot of things that if there could have been a way to control the pressure and other things that probably would have helped the production of oil into the future but even still today the oil business the willing gas business in South Arkansas
significant and it's a significant part of our economy and then of course a number of notable individuals have come through south Arkansas during that time and I know each of us have a number of of individuals from our communities but if you that I would highlight our colonel T. H. Martin he was the individual that you recall I read the inscription from the Bible that he gave to the house of representatives he was the founder of line will company and you familiar with Barton Coliseum and many other things
across our state across our part part of the country allude back to that and then of course Charles Murphy in the Murphy family who were certainly instrumental in the development of of south Arkansas and that family remains very involved in south Arkansas in Arkansas even to this day and so I felt that it would be remiss not to recognize the significant impact of the oil and gas industry on south Arkansas and on our state and with that I would certainly appreciate a good vote.
Speaker Shepherd as explained resolution would anyone like to speak against the resolution. For the resolution. Speaker Shepherd is close for the resolution. Before the House is the passage of house resolution ten fifteen all in favor say aye. Opposed nay resolution is passed.

Mr Clark read house bill sixteen thirty three house bill sixteen thirty three by representative under with the back the blue at. Representive Underwood you're recognized to explain the bill. Thank you Mr Speaker members recently and we have seen an unprecedented resignations of police officers across the country as many as have advocated to define the police so in an effort to combat that movement this is a simple bill that shows our brave men and women who serve and protect our communities that we appreciate
their service and it turns out there's no law that requires the city to provide law enforcement services so this bill simply requires a city of the first class to establish a police department and provide law enforcement services and to provide the police department proper means an equipment to provide those services or they can enter into an agreement with an existing law enforcement agency to provide those services and I will notes that's the municipally work with me on this bill and they are supportive of this bill Have any questions.
Thing I appreciate a good vote thank you. Representative under what is explained the bill would anyone like to speak against the bill. For the bill. Representive Underwood is closed for the bill the question before the House is the passage of house bill sixteen thirty three per the machine Mr Clerk. Is everyone voted. Ninety eight zero nays and zero present the bill is passed. Mr Clark read house bill fourteen forty two. House Bill fourteen forty two by representative Bentley to amend the law concerning the taking materials timbers and other resources on state on property.
Represent Bentley recognized explained the bill. Collins is for senate bill brought to me by the land commissioner's office to allow for online applications for sand gravel logs these permits and business transactions between these folks and the land commissioner's office will be done online a something they actually that will help them to be when we ask for legislative audit to be done to allow them to make it to be done easier that's pretty much it I'll take any questions if anybody has
any. With that a good vote thank you. Represent Bentley's explained bill anyone like to speak against the bill. For the bill. Representative Bentley is closed for the bill the question before the House is the passage of house bill fourteen forty two pairs machine Mr Clerk. Has everyone voted.
Casts up the ballot Mr Clark. Ninety four yeas or nays and here present the bill is passed. Members are going to go back and pick up by house bill thirteen sixty four Mr Clark please read House bills thirteen sixty four. House bill thirteen sixty four by representative Pilkington to amend the Arkansas underground facilities damage prevention act and to create the Arkansas
underground facilities damage prevention enforcement board. Representive Underwood you're recognized explained the bill. Your Speaker calling I'm helping her Senate buildings now this bill this bill simply changes who enforces the current able one call before you dig Law currently the enforcement is being done by the AG's office but they're an agreement not to to allow this board to do this currently Arkansas forty eight and hits per thousand with such high amounts of underground pop one hits it's becoming a public safety issue so the goal is to
significantly lower the risk and provide a better enforcement tool to the already existing law this bill takes no general funding and is made of a knowledgeable diverse stakeholders I cannot use any of the penalties that it may issue for the use of operation of the boards of the board and it does not require any fines to be given it's just an option come importantly if we do not provide this effective for enforcement tool we're in danger of being deemed inadequate by the federal safety pipeline office in that
case we would lose federal grant monies and the federal government would could could provide this regulation on or put the state regulation Arkansas as well so most importantly there's no opposition to this bill I'm happy to try to answer questions. Saying that I appreciate a good vote thank you. Representive Underwood explained the bill would anyone like to speak against the bill. For the bill. Representive Underwood is close to the bill the question before the House this passage of house

Representative Christiansen you're recognized explained the bill. Thank you Mr Speaker. Calling this is not an alcohol
bill this is a clean up bill that clarifies the language in an already existing statute that has been on the books since the nineteen fifties what we seek to do now is correct the act so that it becomes not in conflict with itself good flows smoothly together therefore removing the words solely from one sentence and including it to read on agricultural and horticultural products produced solely within the state of Arkansas that brings the provisions of this
chapter working together and not in conflict I'll answer any questions. And seeing none all eyes for good vote. Representative Christiansen as he has explained the bill would anyone like to speak against the bill. For the bill. Representative Christiansen is close for the bill the question before the House is the passage of house bill sixteen fifty six prepared machine Mr Clerk.
Has everyone voted. Casts up the ballot Mr Clark. Ninety one yeas to nays and zero present the bill is passed. Mr Clark read house bill sixteen sixty two House Bill sixteen sixty two by representative Maddox to amend the formula rate review act and to click an emergency. Representive Maddox you're recognized explained bill.
Thank you Mr Speaker colleagues. This is a very simple bill. This bill merely amends the code to make certain the law that we passed is consistent with what we did back in two thousand fifteen. These modifications do not change the consumer protections under the previous act and most importantly the four percent rate cap is maintained this bill
will not hurt consumers it will not hurt small businesses it will help some of our large businesses this bill was thoroughly vetted in insurance and commerce and it passed unanimously after numerous questions and and really good dialogue I did want to point out that Ted Thomas from the PSC did come and testify on behalf of the bill what basically happened is PSE are large manufacturers large businesses basically came to terms and made an agreement
and that's what this is there is no opposition the governor supportive state chamber of commerce is supportive and. Saying the questions I'd appreciate a good vote. Representative Maddox's explain the bill would anyone like to speak against the bill. For the bill. Represent Wardlaw you're recognized to speak for the bill.
You guys ever put your foot in your mouth before. I have of. This bill when I saw it and I read the bill I was really concerned about the rate payers and residential customers and so I called in last night to the Republican caucus and spoke to those guys and I spoke to Maddox this morning and and I spoke to some people in industry and not just read you guys a little bit of what I came up with but over the last four years this four percent cap has been applied
three times in actual resident customers were only increase to percent in those three times so we're not going to see a big increase out of this bill like I once saw this bill is going to keep us from not and with that I'd I'd appreciate a good vote thank you guys. Representative Wardlaw spoke for the bill would anyone like to speak against the bill. For the bill. Represent Maddox is close for the bill. Asked me for the houses the
passage of house bill sixteen sixty two the machine Mr Clerk. As everyone voted. Yes it the ballot Mr Clark. Ninety four yeas or nays zero presents the bills passed. And the emergency clause.
Mr Clear Creek house bill fifteen seventy one House Bill fifteen seventy one by representative Charlene Fite concerning attorney ad litem programs into amend the law concerning guardian ad litem and attorney ad litem. Represented by a recognized explained the bill. Thank you Mr Speaker and had lied M. as an attorney appointed to represent the best interest of the child in a court case usually these are visitation custody or adoption cases this bill gives the judge the
authority to order how and line items are paid currently they're all paid through the administrative officer of the court however the AOC has a limited pot of money with which to pay the Adlai items and it usually runs out fairly early therefore the Adlai items are waiting a considerable amount of time to get paid. This bill would allow the judge to decide who pays and at what rate many judges already do this but this would codify this
procedure this languages permissive not compulsory. This preserves our state resources for the people who truly need them. Right now. I'm saying before we have the state pay legal bills the judge should have the discretion to have those who are financially able to pay do so and keep those funds are those who are really need them there is no known opposition I worked closely with
the administrative offices of the court in drafting this language the judicial council approves and there's no opposition from the Bar Association and with that I'll take questions. C. nine I appreciate a good vote. Represent Fite has explained the bill would anyone like to speak against the bill. Would anyone like to speak for the bill. Representive Fite is closed for the bill the question before the House is the passage of house
bill fifteen seventy one prepared machine Mr Clerk. Is everyone voted. As everyone voted. Cast about Mr Clark. By a vote of ninety eight three nays and zero present the bill is passed. Represent Murdock for what purpose.
What a personal privilege. You're recognized this. Thank you Speaker and colleagues I appreciate your indulgence of for this very important moment Iraq's representative to all that if you would join me in the way of.

businesses and that's just to name a few often though local regulations can over regulate these businesses with arbitrary and burdensome or ordinances that hampers entrepreneurship and holds back the local economy so this bill I work with municipally to help craft the language of this bill to make sure that we don't remove local governments ability to regulate these businesses but instead all this bill does is sets up reasonable guard rails for that city to follow in the home occupation permitting process.

Senate bill one eighteen by representative will integrate the Arkansas Public Service internship program into established extra help positions for the Arkansas Public Service internship program. Represent Wooten you're recognized to explain the bill.
Thank you Mr Speaker. I pledge to you today to try to keep from using my coaching voice. This this bill one eighteen is from the transformation church services as a result of my being co chair and senator Wallace the other co chair of the Legislative Council personnel committee this is this bill to committee has a tremendous
outrage to the young people of Arkansas those graduates who undergraduates and master's degrees and others to have an opportunity to come in and to learn about state government hello parades in hardly a week goes by that I don't get in the mail a text or a phone call asking if we have such a parole rule in state
government. the the Department of transformation will be the agency the census program of the program shall utilize graduate students undergraduate students to perform duties for the cabinet level departments of the state government and through which the students can obtain practical experience in state
government and it thank you all of you will admit that having the opportunity to have experience the job we we we even do this in the high schools and have for years the that they are able to go on a job share and have an opportunity to be involved in their community businesses and to learn about the operation of this the curriculum and activities to enter those graduate students and undergraduate students
particularly in the pro role to to the responsibilities of the operation of all to expose them to the operation of all cabinet levels I have a question about the funding and I thank you all know about the the ballot positions in state government the the agencies who will be permitted or who will consists of paid in this program will have to have and certify that they have the fuzzy within
their current operations to be able to do this and it will create two hundred extra help positions they will be extra help positions and and as the Senate but they have to certify that they have the funding but in addition the the like to add and give a pre commercial here within the next week I hope to have a.
We will have a bill this dealing with the positions in state government has that have been over that have that or over two years old and we've already have we've already saved enough money with the sixty six positions that have already been surrendered by agencies to cover any of the calls but this they have to serve within of their own budget the program addresses the agencies that will involve a elected constitutional the
generals Emory of the Supreme Court US department of transportation of military the technicians and the entire thing Support personnel federally funded the personnel they are sold mansion guard and other military personnel so this is this is a good bill the game and fish commission will also be involved in it but this is a
this is a good bill and gives us a great opportunity for two things one to reach out to the young people and secondly to tell them or we may find we may find the tremendous or good quality state employee as a result of that I'll be happy to answer any questions represent spring or for what purpose. You're recognized.

that are using the term yes that correct. Thank you represent Beatty for purpose you're recognized. Would you have to go through transformation if you're going ploidy interns in in state government. Does it have to go through that department. One more time a. If you're going to have an intern would you have to go to the transformation yeah. Yes they'll manage the program
but you have to go to them an order to get the position okay it was currently I am I do believe there other departments and and and and and even constitution also have unpaid interns so these are going to be paid positions now if you have an entire. Choice in each of those constitutional officers money. A good vote on the bill thank you. Represent wouldn't has explained the bill would anyone like to

commission to promulgate rules. Represent great you're recognized explained the bill. Thank you Mr Speaker this is what happens when you have a seat mate from the house that goes to the Senate is you end up running all their bills on the house side when they leave you and snow Senator Tucker what this does is it strikes the maximum campaign contribution limit amount in the past we've been going in every couple years and changing it and the ethics commission uses a formula to set that maximum contribution amount so instead of us going in and
changing it every two years what we're doing is essentially saying that the maximum contribution levels established by the ethics commission into Graeme Sloan is paypie testified and he's actually this was his recommendation when we went to change it so be glad to take any questions. C. nine appreciate a good vote thank you represent grades explain the bill would anyone like to speak against the bill. Would anyone like to speak for the bill. Representive gray is close for

Senate bill three eighty four by representative gray to amend Arkansas law concerning campaign contributions to amend campaign
practices into amend portions of the law resulting from initiator Act one of nineteen nineteen initiated act one of nineteen ninety six. Senate great you're recognized explain the bill. Thank you Mr Speaker so what this bill does is says if the aggregate amount so that you can raise in a campaign. I is the maximum amount only one time per election cycle so if you are running for state representative in your race twenty eight hundred dollars and then you decide to run for state Senate in that same campaign
cycle you can't raise another twenty eight hundred dollars from the same donor and it's per election cycle so you have your primary cycle and then also your general election cycle and this does not go into effect until January first of twenty twenty three so it will not capture the next election cycle it's for the future. Be glad to take any questions. Saying no not appreciate a good vote thank you.
