I don't know sometimes difference whether some to state law federal law for instance I know it's a state law that you can't scrape off the serial numbers of weapons right right is it state or federal but when you manufacturing since this is about making this weapons that you have to put a serial number on there I I I don't know that's not that this would necessarily be affected by this so so that I I I assume that's federal law I don't know of any state code that would do that but what this would be is if you're manufactured in in the state that you don't to be governed by state law so again in the lease for for for for purposes of our of and state and local law enforcement so again if it's federal law that they use serial numbers be included unless we change that law you could manufacture weapons with no serial numbers well you could but once again you know if I were advising somebody I would say wait to have a lot of other states that have done the same thing because we're not keeping the FTA the the thanks for coming in and the in making an arrest right so if you're going to manufacture lots get large scale firearms it's kind of like you're the first person who's going to make medical marijuana you're running a real risk of doing so but when multiple states have done it then all the sudden you're if you're a lot more likely to be successful in doing. What about the laws that require that you did you came can't make a classic weapons or weapons that are undetectable by metal detectors is that federal or state law I don't know of any state laws that prohibit so that the federal so once again you better be careful about manufacturing those because if you do that on any kind of large scale you're going to come target of federal law enforcement you'll be rest. It under Arkansas law since we put in the bill we passed yesterday which says we're not going to suspend allegiance and any of that effort somebody could legally produce weapons without serial numbers undetectable to metal detectors if it well yeah I have been able to produce a weapon the successfully would be undetectable by metal taxes what what we do is reduce the chances of it being the draft by metal detectors and if if they did that they may manufacture those those weapons that's to be subject to federal law requirements but not state. And what about the laws that we have about to see selling giving weapons to felons is that federal or state. Estate with state laws that prohibit someone from possessing on whether they would these Arkansas manufacture weapons would still fall under that criteria they would in an action that would have little to do with the regulation the weapon itself but it had more to do with the laws we have the proof certain people from owning possessing budget in a license to sell on the people it would you be required to do a background check if you're making weapons or did not not if it is a state now this is thank you we would have the ability to regulate that as a state but as I said all of those requirements are still there you know as much as I'd like to be able to take in racing race federal law and make it where it's adjusted and in equal we don't have the ability to do that in Arkansas on on federal law at least not yet chords made it be interpreted changeable we can do is we can decide from a state perspective that we are going to enforce this law thank you. Now take up Senate bill four eighty one semaphore eighty one by Senator Dismang cherry creek to use of the program created under Arkansas public roads improvements credit all act by making it easier to use the tax credit provided under the act Senate just thank you recognized thank you senator members most to the like you I didn't realize that this program existed that's because it's only been used one time in the last twenty years the reason for that it's it's very burdensome to meet the requirements to be able to utilize the credits and so what this bill does it sets the credit at a fixed amount of thirty three percent of the taxpayer's contribution instead of providing a credit of up to thirty three percent of the second thing that it does it allows the credit to be used against a hundred percent of the taxpayer's income as opposed to the current limit of fifteen percent and then also extends the care for time that the credit can be utilized from three years to ten years and so really what you think of peers we've got a manufacturer that wants to come in the State of Arkansas is going to be some road improvement for them to be able to locate because of the density of what they may be moving and so they'd have to have some road construction right now we've got a program looks that allows them to have a credit or should have let them have a credit to help build that road or contribute to that road the problem is the reality is in the first three years the likelihood of a manufacturer large business setting up shop in operating the state in Arkansas and throwing off income to actually be able to offset with the credits is about nine and so it's just not being utilized by this is something I think that we should encourage hopefully would allow us to do some attracting that were not able to do now and have another combining place that's available to everyone across the board instead of just a targeted incentive to want to companies. The it's a very short bill it says you shall not enter or remain in an area within a hundred feet except if you're entering or leaving a building so there's really no exception for entering or remaining that space unless you're going in and out of the building. we're voting is taking place for lawful purposes so you know we hope this never happens but I know in twenty twenty for example it did happen where the police are called to monitor what's happening at a polling place okay under this bill the police would not be allowed within that a hundred foot zone a to monitor what's happening at that polling place because there's no exception form to allow someone to remain in that area unless they're entering or leaving the building on to Senator Teague point in a lot of precincts and polling places and in places where I've campaign I'm sure you all of experience something similar the public sidewalk is within a hundred and a hundred feet of the exit of the building where you vote and someone could literally just be walking down a sidewalk walk through that a hundred foot zone but they're not entering or leaving the building so they're not covered by that exception and they've just committed a crime under this law and I I just I don't think the bill is written in a way that establishes what yeah I may not agree with it in all of the intent because I think you ought to be able to take a bottle water to somebody for example but if it to the extent you're trying to prevent voter harassment or blocking of entrances I'm I'm totally in support of that but either way the language is not tailored to the to the behavior that it we're trying to target and I think it is going to create criminal behavior that is not part of the intent like for example if I'm just taking my kids to vote with me. they're entering and remaining in that space if there's a long line which I always take my kids to vote with me and my kids could be guilty of this misdemeanor the and the way that this law is written so for those reasons I would ask you to vote against the bill and and maybe it can be amended to to better reflect the intent of what's trying to be accomplished. I guess what's intended for them to get out of line and not stand there and be drenched in the rain.
