not talking about a wave of taking my business from our liquor stores. More likely seek store to sell a few more products that the community would want to purchase and then that community to side where they want to purchase that or not the mall beverages are already in the look the convenience stores this would just expand the alcohol content a very slight margin to allow more products to be sold there in a normal free market capitalist approach I know alcohol bill Rockhold bills in
Arkansas or very convoluted but this is a step in the right direction to allow more access for consumers and true small businesses that we all have in our districts that's well be vote in favor of. But I do want you to hear me please on the public policy of this issue. Do you know which state in the country have the. Herbal distinction of the worst binge drinking in the entire United States of America in twenty eighteen. It was Arkansas.
Arkansas our Kansans binge on alcohol harder than anyone else in the country according to a study by the US centers. And for disease control and prevention the study was published in the April issue of the American Journal of preventive medicine Arkansas has the most intense binge drinkers in the U. S. dispositivos counties are dry and packaged alcohol was banned on Sundays. Eighty eight thousand people die from excessive drinking each year.
In this country according to the CDC. Drunkard and paired driving accounts for thirty percent of all car crash telly so. We're going to increase alcohol content. So the Drug quicker. On the road. I just think it's bad policy. The last thing in this is very interesting to me as we get up and and expound upon the virtues of some of the bills that we pass in the name of good health
and good public policy and better environments in our communities when alcohol is the third leading. Preventable cause of death in the United States of America behind tobacco and poor diet and physical activity. The centers for disease control prevention defines excessive drinking as binge drinking heavy drinking and any drinking by individuals younger than twenty one years are pregnant excessive drinking comes with short and
long term risks I know that we all get asked to carry bills. But we need to stop and think about what we're doing. Stop passing these bills. You can get your drink you just about anywhere. We've continued to tear down the walls of the counties and some of their decisions on dry counties by coming through I don't think that there's been a private club permit denied in this state and I don't know when I challenge you to tell me when.
Now I don't mind adults doing what they want to do on their own time that's America. But we do have some responsibility to make sure that we are not creating an environment especially when we get named the worst binge drinking state in the country of all things. I don't think we we need to be passing anymore bills arrest this session please that are just furthering this problem with that I ask you to vote against the bill anyone.

people having having no control if two methamphetamines and and I called a lot of times we were getting drunk and hurting other people destroying property I'm no fan of alcohol last time I took a drink of alcohol on purpose was probably maybe maybe two decades ago a long time the amount of accidentally trying to follow the diet coke one time some people of witness that are that's happened so right but but I I you know I'm a teetotaler I don't drink my family doesn't drink I don't think is good to drink but at the same time the
question is that that's really not the issue this bill it will issue bills there are people who are producing a product there are people who are wanting to consume the product and what is the role of the state in that matter I should the state really step in and intervene and say say I know you're an adult you're over twenty one and you want to consume this and I know that there are people out there who want to sell this to you but we don't think is good for you as a war going to step in and we're going to keep that from
happening and that's typically the with both the circle Bill there are obviously some technical issues on on some and all that but for the most part that's the case and you know we none of us well most of us in here what will limit the ability to sell forty on streets of soft drinks right we would one limit the ability so sell candy we went on women a lot of the other things that that is really bad for a person we don't we say that's between them of that person and and I get it like there are societal impacts big
so let's make laws against them must make laws constricted right let's Beck laws of of getting drunk in front kids let's let's let's make laws dealing with your activity if you get drunk. In public but if what we're doing is talk about intervening in keeping a person who wants to drink reason wants to sell that's not as a that's one of the person who was a minister in addition mysteries my job
intervene there is my job to try to convince him don't do that but as a state legislators on my business so that's why vote for these that's why I encourage anybody else who has that more classical liberal liberal government view that they should be voting for these. this far we do not need to do this this is not precluding anybody wants to drink from drinking as a matter of fact it could be considered good business because instead of buying one drink you might have to buy two. Manufacturer that produces this medical device and so my concern is when we do that if CMS approves of that or not and if there's anything in the bill that basically says we do it whether CMS approves it or not because I don't think we can nope there's nothing in there that specifies about CMS and the reason that and we're bringing this bill forward is because that reimbursement rate is so
low that people who do and are having severe seizures are not getting the surgery that they need is like a hospital's have stopped giving the secretary and because they're not reimbursed so you have people who are in state care we're spending a ton of money and and then once they finally are in line to get surgery which could be a couple years down the road they're having to be transported and by the state and to go and get that surgery somewhere else and often times out of state and so and I don't think it's just a pain in it it is opening it for everyone and medical device for a surgery
but it's not and just in light it's because people are being refuse the surgery and which is really hurting their quality of life and any huge financial burden on the state as well yeah and I'm and and I understand that I guess my only concern is is that they may not. device and it may have been better to have it to where was comprehensive for other medical devices I don't know but not. device you're providers of the device yes there's been a couple studies done actually that shows that the cost savings and sure themselves within a year and a half and just fire reduction in ER visits hospital visits and other care and so there is a very quick turnaround costs savings to the state there was pressure.
