I hope this will be a simple one. There's been some stuff in the news lately that your department is looking at some new types of recreational use at Petty Jean, and some of the folks in the area, which used to be in my district, not now, but they still call me, are concerned about changing the character of Petty Jean to be more of a bike trail ropes course type stuff which I'm all for but they are concerned about changing the character what the park is are these recreation improvements is that part of that plan or how far along are we on that yes
▶ Play Suggest a correction Report an error
Speaker 30 10:54

thank you madam champ I'm one of those common county folks there and I just gonna relate some of the things that have been told me there's a lot of concern about in the seven hollows area and the the parking the lack of parking there and it's and that's really one of the concerns that they have is not just to the trail itself that with the being I think BMX bikes but I had a constituent come to me said they're concerned about the traffic and the parking there which is not very there's not much parking at that area and they were just concerned about that from a safety aspect also
▶ Play Suggest a correction Report an error
Speaker 30 13:19

Good afternoon Paula Stone Arkansas Department of Human Services director of the Office of Substance
▶ Play Suggest a correction Report an error
Senator Terry Rice Unverified 15:28
Abuse and Mental Health Thank You Madam Chair. Miss Stone. Can you give us something brief on this? We've got UALR on a fairly good-sized contract. Tell us what some measurables are that we can see what's being accomplished
▶ Play Suggest a correction Report an error
Speaker 57 15:45
here. Yes, sir. So UALR contracts, they are our subcontractor, and then they contract across the state. So all 75 counties are covered with prevention services, and they do this through subcontracts that they have with regional prevention providers. So these are organizations that do allowable prevention activities. So they work with schools on substance abuse prevention. They
▶ Play Suggest a correction Report an error
Speaker 58 16:13
do different activities in the community that keep mostly children and youths focused on positive activities instead of engaging in substance abuse and leading to substance abuse.
▶ Play Suggest a correction Report an error
Speaker 57 16:27
And so each community is focused on their own community, so they develop programs for their own community. Has it ever been with,
▶ Play Suggest a correction Report an error
Senator Terry Rice Unverified 16:38
ever had a program similar to this that's not been through UALR or something similar?
▶ Play Suggest a correction Report an error
Speaker 57 16:44
So this is a federal grant program. It's a block grant, so it's through the Substance Abuse and Mental Health Services Administration. And so that money comes directly to DHS, and it has to be used for very specific prevention activities, and we have to report back to our federal partners on how we use it. We had directly sub-granted those programs out ourselves probably, oh, it's been eight
▶ Play Suggest a correction Report an error
Speaker 55 17:16
or nine years ago before we then moved to
▶ Play Suggest a correction Report an error
Senator Terry Rice Unverified 17:20
a UALR solution. I'm not against UALR having something. I just wonder if we've ever tried something more direct. There's not another resource that the state has to do this. Yes, I mean,
▶ Play Suggest a correction Report an error
Speaker 58 17:34
we have in the past. We have done it, again, just directly through DHS. And
▶ Play Suggest a correction Report an error
Speaker 57 17:40
we decided to partner with UALR because they can do some of that data collection for us. So they have other partners and decided that that was a better support around the state. UALR Mid-South also has some other locations out there around the state. And so we thought that they could do a good job of administering this and then doing some of that training and technical assistance that's built into that contract
▶ Play Suggest a correction Report an error
Senator Terry Rice Unverified 18:05
as well. And I did hear you say data collection, so you all are looking for measurables that it's getting completed
▶ Play Suggest a correction Report an error
Speaker 57 18:11
across the state. Yes. So there's, yeah. And definitely for prevention, I mean, what you're looking at is it's not like a direct, it's not a treatment service, but you're looking at, you know, how many children and youth we have that are engaging in
▶ Play Suggest a correction Report an error
Speaker 65 18:24
those kinds of activities or reporting that.
▶ Play Suggest a correction Report an error
Speaker 52 18:27

▶ Play Suggest a correction Report an error

safety fiscal support administrator cj engel executive director of the arkansas 9-1-1 board
▶ Play Suggest a correction Report an error
Senator Joshua Bryant Unverified 19:32
thank you both for being here i guess item number three we're looking at the contract for the next generation 9-1-1 system development and implementation can you expand on that both the impetus for needing it and then also what does it look like five years 10 years 20 years from now
▶ Play Suggest a correction Report an error
Speaker 75 19:51
sure no that's good question uh so the next generation 9-1-1 system is kind of the broad language but what it really is if you break it down is the emergency services ip network so in the 9-1-1 world what we're doing was we have moved from our legacy copper landline technology to now more of an ip based backbone system and that's that emergency services that esi net and so in order for that esi net to operate we have to feed it information such as gis data like address points pssap bound 9-1-1 center boundaries county boundaries city boundaries road center line data so all that has to be fed into this system in order to make sure that calls are routed to the right 9-1-1 centers across the state as well as once those calls are sent to those centers that the centers are receiving the information uh like you know what fire districts should be responding and that the system's showing them that information uh five to ten years down the road i would expect that this contract will or the intergovernmental agreement will be a constant need and the reason being is because as as often as we have city annex annexations or new homes address being built and added into the system new roads being built we'll always have this data being needed to be updated and maintained in the system so the board has contracted or has this agreement with the state gis office to perform that work for us uh since we don't have the staff and knowledge to do
▶ Play Suggest a correction Report an error
Speaker 81 21:18
that they're doing it for us instead of you know going out and trying
▶ Play Suggest a correction Report an error
Senator Joshua Bryant Unverified 21:23
to find somebody out of state okay so how many 911 call centers does this impact so just look at it from a county that's got 12 cities in it and they have a centralized call center is that something that this contract the state is going in assisting the locals and then they contribute money as well or are we going to devise a system and require
▶ Play Suggest a correction Report an error
Speaker 75 21:42
them to upgrade to us so with the 9-1-1 legislation that took place in 2019 the 9-1-1 board was given the responsibility to procure and implement this next generation 9-1-1 system this esinet and so we have done that statewide the board through the 9-1-1 fees covers that cost there is no cost to the municipalities or counties that operate a 9-1-1 center to be on the esinet the state the board covers that cost but uh municipalities and counties do have their own not gis offices typically whether it's the assessor's office or 911 they do have their own local cost for assigning addresses and maintaining that data the local level but once it gets to the state system as far as the cost to be connected in or the the work on that end that's what we're taking care of so there's there's no additional cost on
▶ Play Suggest a correction Report an error
Senator Joshua Bryant Unverified 22:31
that part to them okay and right now the the fees that we're collecting the 9-1-1 system based on that 2019 legislation
▶ Play Suggest a correction Report an error
Speaker 74 22:39
is is adequate i would say you know it is way better than it used to be i wouldn't say it's it's
▶ Play Suggest a correction Report an error
Speaker 75 22:45
adequate in that the cities and counties are still supplementing 9-1-1 funding it does not fund our 9-1-1 system last numbers we looked at i think it's it costs somewhere around 90 million dollars to operate 9-1-1 statewide and we are last year distributed around 40 million dollars uh so i mean there's there's still you know supplementing half of that that budget from county so there's about a 50 million shortfall that the cities
▶ Play Suggest a correction Report an error
Senator Joshua Bryant Unverified 23:08
and local 40 to 50 are picking up out of their gr supplementing best estimate without it being
▶ Play Suggest a correction Report an error
Speaker 75 23:13
right in front of me that's that's about right and to your question of how many uh we have a with this state contract the esenet contract uh all of our peace apps our counties and cities all the nine one centers are a part of that work of scope of work except for one county in the independence county specifically had contracted with a vendor on their own before the state went out and got this contract so as of right now they're not in the scope of work we're still trying to bring them on when they're out of contract and they decide to do that they're they're we have it as part of our agreement that whenever they're ready that they can But it will impact all 75 counties minus independents. And we, you know, prior to that legislation, had over 191 centers across the state. Through consolidation, we're down to 87, I believe, at this point. And our goal is 82. Okay. All right. Thank

This contract, we are leveraging to extend our resources for access database management. And we have some ongoing systems that remain on access databases, and we're trying to get off of those. And so we're looking for that skill set. So this

We started out with quite a few under our previous administration, and so we've really gotten them down quite a bit over the years. Some of it is dependent on input from some of our business partners, and so we're moving as quickly as possible. Okay. Thank you. You're most welcome. Thank you. Representative Crawford, who's

Greg rogers department education courtney solace for department of ed thank you madam chair and thank you for answering my question number six on page 20 is what i'm looking at it was rfp awarded to care solace in la yes can you explain this it's mental health services for referral to arkansas schools so i'm just curious of how a california company refers for arkansas schools and how that works um so i'm
▶ Play Suggest a correction Report an error
Speaker 130 35:08
going to give a little bit of extra backstory on this as well if you don't mind so a couple of months ago we came to you all for approval on a contract for this exact service which is what we're referring to as care coordination services the company that we previously had contracted with, who was the successful bidder in the RFP process, got bought out and chose not to continue with the contract. And so we had to go back to the RFP process and negotiated with Care Solace on their price. And so we are now asking to enter into a contract with them. What they do is if a parent of a student in a school needs mental health services for their student the school can refer the parent to care solace who can kind of walk the parent through the process of finding providers in their area can help them with any type of insurance or other types of requirements that they might need and so again we're calling it kind of a care coordination service where they just walk the parent through that process because as much as our school counselors and other mental health professionals want to assist our parents with going through this very complicated process there are so many students that are in need that they don't have the time to dedicate to every student and family as much as they would like to so so this in this organization helps parents navigate

that process follow up please just since they won the rfp was there no one in the arkansas area or region that even scored close to this or even applied to my knowledge no one in the arkansas bid on

quick question when we did this original contract we we had the discussion that we're going to make sure that the Department of Education worked with DHS in their whole system so we have one place that we're all going to. Yes. And when we had this conversation, we were saying that this was just happening now because DHS was still sometime in the future getting that whole one place to call. And y'all are still committed and working with DHS, so we really only have one place that they need to call, that we're working toward that goal with DHS is that still correct that is correct okay thank you appreciate it senator rice who's your question for staff may

APERS. Thank you both for being here. This will be just a simple, I think a simple question, just because I noticed you had five out-of-state contracts for investment services and then two on the in-state contracts for investment services. All go into Act 304 of 2015, I believe. as revised is there is there a a point where we're just overly we're asking too many people because every company has their introduction fees and they're doing business with us fees is there a point at which we're getting too many eggs out of the one basket and we're paying more for the services we can see whereas maybe three contracts would suffice in the language because I noticed it says, notwithstanding procurement law, single agency or exclusive agency delegations shall be discouraged. I can understand that. But is there a point where we have too many out there and we're not getting them a bank for the services? Because that's a lot. It's about $50 million in consultant fees. I know we've got big numbers in the investment

account, but I'm just curious. So just to make sure I understand you, you're asking if we're using
▶ Play Suggest a correction Report an error
Senator Joshua Bryant Unverified 44:48
too many managers. Yes. I guess they're not like obviously don't live in y'all's world, but do we have like that many different accounts that we have billions and millions and multiple millions of dollars in that it makes sense for these fund managers to do this money and that money, or are we just paying a lot of consultants that we could
▶ Play Suggest a correction Report an error
Representative Mindy McAlindon Unverified 45:06
have a handful? Well, and one thing, you know, is to remember is that we're paying a lot of these fees based on the returns we get so the more the better they do the more we're going to owe in management fees but i will let carlos talk a little bit about um our managers and and some of the difference the diversity and the strategies we have okay yes
▶ Play Suggest a correction Report an error
Speaker 146 45:29
sir so so the stevens contract they are one of the investment consultants that the board of trustees does rely on so that's the private markets consultant so stevens does cover that portion of the investment universe for the board regarding the number of managers 13 billion dollars we do try to diversify there's something that we consider investment manager risk if you remember back to the ponzi scheme and i can't remember the name you know millions and billions of dollars so there is that risk that the board does try to try to diversify from okay
