. I'mri Myers the manager of planning development for Parks heritage and tourism Marty ye, director of legislative affairsarks areas and tourism
ri s mar ty thank you I hope this will be a simple one there's been some stuff in the news lately that your your department is looking at some new types of recreational use at Petigjean and some of the folks in the area which used to be in my district's not now but they still call me our concerned about changing the character of of etty Jean to be more of a bike trail ropes course type
stuff which I'm all for but they are concerned about changing the character of what the park is are these recreation improvements is that part of that plan or how far along are we on that yes
Speaker 30
10:59
sir it is we're in the beginning stages of some of this this particular is adding some multiuse trails to be able to get from the lodge over to the palisades area without having to walk on the road or take a vehicle and this is alsocrud
increasing the parking capacity at the Sevenhollows area and then also looking at adding a restroom as well because there's no restrooms on that side of the park OK well at my age I'm always interested when
Senator Mark Johnson
Unverified
11:30
you're adding restrooms but if but would there would there be any plans for public hearing when this plan is more fully fleshed out Honestly sir I can't answer that question that's on you maurty. I I know the secretary's been
Marty Ryall

Senator Mark Johnson
Unverified
12:06
that because I'm I'm I know y'all would be helpful and and listen to anybody in any area that had questions around state but you know this being the crown jewel in the first state park you know those Conway County folks are very protective
and just I wanna make sure that they their voices are heard thank you very much thank

12:45
one of those Conway County folks that and I I just gonna realize some of the things that have been told to me
there's a lot of concern about in the seven hollows area and the the parking the lack of parking there and it's and that's really one of the concerns that they have is not just to the trail itself that with the be I think BM xx bikes but had a constituent coming up to me and said they're concerned about the traffic and the parking there which is not very there's not much parking at that area and there they were just concerned about that from a safety aspects also
Speaker 30
13:24
yes sir we're looking at expanding parking at seven hollows across the highway in the bear cave area and also at at the palisades area or across the street from the palisades it's across the highway from palisades so we are increasing parking thank you very much any other questions members seeing none
without objection. these items are going to be reviewed. thank y'all for coming down. and Katty with that we'll move

thank you Katty. Senator Rice, who's your question for? d H S 2 someoneone from DHS please come down to the table and when you get here if you can please introduce yourself for the record. and then Senator Reich you're recognized for your
Speaker 51
15:25
question Good afternoon Paula Stone Arkansas Department of Human Services director of the
officefice of substance Abuse and Mental Health.
Senator Terry Rice
Unverified
15:33
thank you madam chairir M Stone, can you give us something brief on this we gotuaLR on a fairly good size contract tell us what's some measurables are that we can see
what's being accomplished here yes sir
Speaker 57
15:50
souaLR contracts they they are our subcontractor and then they contract across the state so all705 counties are
covered with prevention services and they do this through subcontracts that they have with regional prevention providers so these are organizations that do allowable prevention activities so they work with schools on substance abuse prevention they do different
Speaker 58
16:18
activities in the community that keep mostly children and youth focused on positive activities instead of engaging in substance abuse and leading to substance
Speaker 57
16:33
abuse and so each community is focused on their own community so they develop programs for their own community. Has it ever been
Senator Terry Rice
Unverified
16:43
with have we ever had a program similar to this that's not been throughuaLr or something similar
Speaker 57
16:49
so this is a a federal grant program it's a block grant so it's through the substance abuse and mental healthalth Services Administration and so that money comes directly to DHS and it has
to be used with for very specific prevention activities and we have to report back to the to the federal our federal partners on how we use it we had directly subgranted those programs out ourselves probably oh it's been 8 or nine
Speaker 55
17:21
years ago before we then moved to a UaLR solution. not
Senator Terry Rice
Unverified
17:25
I'm not against you U L R having something I just wonder if we've ever tried something more direct
there's there's not another resource that the state has to to do
Speaker 58
17:39
this Yes I mean we have in the past we have done it again just directly through
Speaker 57
17:45
DHS and we decided to partner with UaLR because they can do some of that data collection for us so they have other partners and and and decided that that was a better support around the state. umuaR Midsouth also has some other locations out there around the state and so we thought that they could do a good job of
administering this and then doing some of that training and technical assistance that's built into that contract as
Senator Terry Rice
Unverified
18:10
well did you say data collection so y'all are looking for measurables that that it's getting completed across the state yes so
Speaker 57
18:16
there's yeah and and definitely for prevention I mean what you're looking at is it's not like a direct it's not a treatment service but you're you're looking at you know how many children and youth we have that are engaging in those kinds of activities
Speaker 65
18:29
or reporting that just trying to make sure
Speaker 52
18:32
that it rubber's meeting in the road somewhere
thank you thank you madam chair and senator Rice just for your information and the subcontractors are going to be in the adams 20 through32 in the instate contracts so you can look at those actually. thank you
represented a or I want to call youre representative butenator Bryant who's your question for item number3 fordPS
Senator Joshua Bryant

18:58
and probably go ahead and bring transformation shared services up thank you if y'all will come to the table
introduce yourself for the record and you'll be recognized and then Senator Bryant you're recognized

for your question Ginna Casleberry Department of Public Safety Fiscal Support administrator CJ Ingle executive director
Speaker 72
19:33
of the Arkansas 911 board. thank you both for being here. I
Senator Joshua Bryant
Unverified
19:38
guess item number three we're looking at the contract for the next generation 911 system development and implementation. can you expand on that both the impetus for kneading it and then also what does it look like5 years,10 years,20 years from now? Sure no that's a good question so the next
Speaker 75
19:56
generation 91 system is kind of the broad language but what it really is if you break it down is the emergency services IP network so in the 911 world what we're doing was we have moved from
our legacy copper landline technology to now more of an IP based backbone system and that's that emergency services the Eineet and so in order for that Ezineett to operate we have to feed it information such as GIS data like address points piece that bound 91cent boundaries county boundaries city boundaries road center line data so all that has to be fed into the system in order to make sure that calls are are routed to the right 911 centers across the state as well as once those calls are
sent to those centers that the the centers are receiving the information like you know what fire district should be responding and that that the system's showing them that information uh5 to10 years down the road, I would expect that this contract will or the intergovernmental agreement will be a constant need and the reason being is because as as often as we have city annex annexations or new homes address being built and added into the system new roads being built we'll always have this data
being needed to be updated and maintained in the system so the board has a contracted or has this agreement with the state GIS office to perform that work for us since we don't have the staff and and knowledge to do that they're doing it
Speaker 81
21:23
for us instead of you know going out and trying to find somebody out
Senator Joshua Bryant
Unverified
21:28
of state so how many 911 call centers does this impact? So just look at it from a a county that's got 12 cities in it and they have a centralized call center is that something that this contract the state is going in assisting the locals and then they contribute
money as well or are we going to devise a system and require them to upgrade
Speaker 75
21:47
to us so with the 911 legislation that took place in 219, the911 board was given the responsibility to procure and implement this next generation iowan system this Eineett and so we have done that statewide the board through the 911 fees covers that cost. there is no cost to the municipalities or counties that operate a 911 center to be on the as at the state the board covers
that cost but municipalities and counties do have their own not GIs offices typically whether it's the assessor's office or 91 they do have their own local cost for assigning addresses and maintaining that data the local level but once it gets to the state system as far as the cost to be connected in or the the work on that end that's what we're taking care of so there's there's no additional cost on that part to them and right right now the the fees that
Senator Joshua Bryant
Unverified
22:36
we're collecting in the 9 11 system based on that 2019 legislation is is adequate
Speaker 74
22:45
I would say you know it it is way better than it used to be I wouldn't
Speaker 75
22:50
say it's it's adequate in that the the cities and counties are still supplementing 911 funding it does not fund our 91 system lastst numbers we looked at I think it's it costs somewhere around $90 million to operate 911 statewide and we are last year distributed around40 million dollars so I mean there's there's still you know supplementing half of that that budget from county to50 million shortfall that the cities and
Senator Joshua Bryant
Unverified
23:13
local counties are are picking up out of
Speaker 75
23:17
theirgr supplementing injustice without being right in front of me that's that's about right and to your question of how many we have a s with this state contract the Eineet contract all of our paps our counties and cities all the 91 centers are a part of that work of s scope of work except for one county inep Independence County specifically had contracted with a a vendor on their own before the state went out and got this contract. So as of right now they're not in the scope of work we're still trying to bring them on when they're out of
contract and they decide to do that they're they're we have it as part of our agreement that whenever they're ready that they can but it will impact all75 counties minus independence and we you know, prior to that legislation had over 1091 centers across the state through consolidation we're down to 87 I believe at this point and our goal is 82 so all right thank you so much any other questions
members seeing none without objection. thank y'all without objections
these items will be reviewed and with
Speaker 10
24:26

33:43
it is and we're hoping that we can wrap it up soon we started out with quite a few um, in our previous, under our previous administration and so we've really gotten them down quite a bit over the years some of it is dependent on input from some of our business partners and so we're moving as quickly as possible thank you you're most welcome thank you Representative Crawford who's your question for? department of Education
thank you anyone from the department of Education here? thank you and if you will introduce yourself for the record and you're recognized andres representative Crawford you continue with your question. 34:45
you for answering my question.umber6 on page 20 is what I'm looking at it was an RfP awarded to care Sala in LA can you explain this it's mental health services for referral to ourkansas schools. So I'm just curious of how a California company refers for Arkansas schools and how that works so I'm going to give a little bit
Speaker 130
35:16
of extra backstory on this as well if you don't mind so a couple of months ago we came to you all for approval on a contract for this exact service which is what we're referring to as care coordination services the company that we previously had contracted with who was the successful bidder in the RfP process got bought out and chose not to continue with the contract and so we had to go back to the RfP process and negotiated with Ka Salice
on their price and so we are now asking to enter into a contract with them. what they do is is if a parent of a student in a school needs mental health services for their student. The school can refer the parent to Ca solace who can kind of walk the parent through the process of finding providers in their area can help them with any type of insurance or other types of requirements that they might need and so
again we're calling it kind of a care coordination service where they just walk the parent through that process because as much as our school counselors and other mental health professionals want to assist our parents with going through this very complicated process. there are so many students that are in need that they don't have the time to dedicate to every student and family as much as they would like to so so this in this organization helps parents navigate that process.ollow up please just
Representative Cindy Crawford

36:52
Since they won the RfP was there no one in the Arkansas area or region that even scored close to this or even applied to my knowledge no
Speaker 133
37:01
one in the Arkansas bid on the therfP. all right thank you and I
just have a quick question when we did this original contract we we had the discussion that we're going to make sure that the department of Education worked with DHS and their whole system so we have one place that we're all going
to and when we had this conversation we were saying that this was just happening now because DHS was still sometime in the future getting that whole one place to call and y'all are still committed and working with DHS so we really only have one place that they need to call that we're working toward that goal with DHS iss that still correct? That is
correct. OK thank you.ppreciate it Senator Rice, who's your question for? staff may be able to answer what I need to know on

you both for being here. This will be just a simple, I think a simple question just because I was I noticed she had5 out of state contracts for investment services and then the two on the instate contracts for investment services all all go into Act304 of2015 I believe. as revised. is there is there a a point where we're just overly we're asking too many people because every company has their introduction fees and their doing business
with less fees is there a point at which we're getting too many eggs out of the one basket and we're paying more for the services we can see whereas maybe three contracts would suffice in the language because I noticed it says don't notwithstanding procurement law, they should single single agency or exclusive agency delegations shall be discouraged. I can understand that but is there a point where we have too many out there and we're not getting them a bang for the services because that's a lot it's fi0 about50 million dollars in consultant fees
I know we got big numbers in the investment account but I'm
Speaker 149
44:48
just curious. so just to make sure I understand you you're asking if we're using too many managers
Senator Joshua Bryant

44:53
you know I guess not like obviously don't live in y'all's world but do we have like that many different accounts that we have billions and millions and multimillions of dollars in that it makes sense for these fund managers to do this money and that money or are we just paying a lot of consultants that we could have a handful and one thing you know it's is
Representative Mindy McAlindon
Unverified
45:14
to remember is that we're paying a lot of these fees based on the returns we get. so the more the better they do the more we're going to owe in management fees but I will let Carlos talk a little bit about our managers and and some of the different the diversity in the strategies we have yes
Speaker 146
45:34
sir so so the Stteens contract they are one of the investment consultants of the board of trusteees does rely on so that's the private markets consultant so Stteens does cover
that portion of the investment universe for the board regarding the number of managers $13 billion we do try to diversify there's something that we consider investment manager risk if you remember back to the Ponzi scheme and I can't remember the the name you know it off i ll s and billions of dollars so there is that risk that the board does try to try to diversify from ok that was just like I said just a flagged just because
