Today you will be reviewing the items submitted for your review by the Office of State Procurement, DF&A, and the Institutions of Higher Education. The first items for your review today are the methods of finance. They are under item B of your packet. There are nine methods of finance on the agenda for your review today. The first page of this section, you'll see a letter from the Department of Finance and Administration listing out the methods of finance presented for your review. And then on the next page, on page two, you'll see a short summary of each one.
The first method of finance is with Arkansas Tech. It is a new method of finance. They're using facilities repair and renovation reserves funding valued at $880,000 for a Norman Chiller project. Number two, also with Arkansas Tech, is the Baswell Chiller Project, another new MOF using the same funding source, valued at $660,000. Number three with Arkansas Tech is for a roof decking project for Brown Hall. It's a new MOF valued at $825,000, also using facilities repair and renovation reserves.
Number four with Arkansas Tech is for Witherspoon Hall. It's for their second floor interior renovation. It is for $990,000 with the same funding stream. Number five is with SAU Tech. This is for a hired grant building renovation. This is a new federal grant using ARPA funding valued at $1.3 million. Number six is with ASU Jonesboro. This is for administration building water intrusion remediation. It is a new MOF using 100% university reserves valued at $354,000.
On the next page, number seven, also with ASU Jonesboro, this is for their village apartments. They're installing cameras and poles in the apartment complex. This is a new MOF valued at $499,000 using university reserves. Number eight with ASU Jonesboro. This is for the Lab Science West Elevator Modernization Project. 100% university reserves valued at $527,000. And finally, number nine is for the University of Arkansas for Medical Sciences.
They are using UAMS revenues valued at beginning $3.5 million for the remodel and the relocation of the gastroenterology clinic, and this should be about 4,600 square feet. These are the methods of finance, Madam Chair. Thank you, Katie. Members, any questions? Seeing none, without

You have one agency request for review this month. They are from the Department of Human Services. There are four grants for your review today. The first one is a $2 million grant being amended by $1 million to the Arkansas Alliance for Recovery-Centered Organizations. This is a federal grant for peer specialists in diverse situations and for building infrastructure. Number two is for the Arkansas Alliance of Recovery Residents. This is to increase resident barrier support for hard-to-reach populations.
Number three is with DHS to River Valley Medical Wellness, LLC. This is increasing an existing grant by $500,000, and this is to revise the scope of work and to continue the agreement for school-based services. Number four on the next page is a grant to end overdose. this is increasing an existing grant by five hundred thousand dollars and is to continue an agreement combating the opioid crisis at the local level through evidence-based strategies and capacity building the last grant was

found to be legally sound and procured in the proper method they also list at the bottom of page one and on to page two, 12 contracts that were procured using the traditional MAP method of procurement. And finally on page two, you'll see a little line before the closing that gives you an update on where they are with changing their rules as it relates to the new procurement process. They state that the rules are still being reviewed by the governor's office and once they receive approval, they will begin the promulgation process. Next on item D1, that's

This is for architectural services for Devil's Den
renovation. Number four, Department of Parks, Heritage and Tourism with Crafton and Toll. This is Amendment 5 to an existing contract for services at the Pinnacle Mountain State Park. Number five, Department of Parks, Heritage, and Tourism, also with Crafton and Toll. This is Amendment 3 to an existing contract for improvements at Pettyjean State Park. Number six, Department of Parks, Heritage, and Tourism with HALF Associates. This is Amendment 13 to an existing contract for improvements at Mount Nebo State Park for wastewater treatment services.
Moving to page eight, at the bottom, we have number seven. I think BMX bikes but I had a constituent come to me said they're concerned about the traffic and the parking there which is not very there's not much parking at that area and they were just concerned about that from a safety aspect also

d3 is on page 15. they are the intergovernmental contracts for your review today the first one is with the department of health with the university of alabama at birmingham this is to extend an existing contract for pregnancy risk assessment monitoring systems number two is with dhs division of aging adults and behavioral health with UA Little Rock. This is for substance abuse block grant prevention
services. Number three, Department of Public Safety with Department of Transformation and Shared Services. This is amending an existing contract for the next generation 911 system development and implementation. Number four, Department of Public Safety, Division of State Police with UAMS. This is amendment seven to an existing contract for the prescription drug program for the state police. Number five is with UA Little Rock with the University of Wyoming. This is Amendment 3 to an existing contract for evaluation of substance abuse block grants as well as trainings and new evaluation instruments for this program.

So all 75 counties are covered with prevention services, and they do this through subcontracts that they have with regional prevention providers. So these are organizations that do allowable prevention activities. So they work with schools on substance abuse prevention. They

do different activities in the community that keep mostly children and youths focused on positive activities
instead of engaging in substance abuse and leading to substance abuse.

number three we're looking at the contract for the next generation 9-1-1 system development and implementation can you expand on that both the impetus for needing it and then also what does it look like five years 10 years 20 years from now

sure no that's good question uh so the next generation 9-1-1 system is kind of the broad language but what it really is if you break it down is the emergency services ip network so in the 9-1-1 world what we're doing was we have moved from our legacy copper landline technology to now more of an ip based backbone system and that's
that emergency services that esi net and so in order for that esi net to operate we have to feed it information such as gis data like address points pssap bound 9-1-1 center boundaries county boundaries city boundaries road center line data so all that has to be fed into this system in order to make sure that calls are routed to the right 9-1-1 centers across the state as well as once those calls are sent to those centers that the centers are receiving the information uh like you know what fire districts should be responding and that the system's showing
them that information uh five to ten years down the road i would expect that this contract will or the intergovernmental agreement will be a constant need and the reason being is because as as often as we have city annex annexations or new homes address being built and added into the system new roads being built we'll always have this data being needed to be updated and maintained in the system so the board has contracted or has this agreement with the state gis office to perform
that work for us uh since we don't have the staff and knowledge to do

the responsibility to procure and implement this next generation 9-1-1 system this esinet and so we have done that statewide the board through the 9-1-1 fees covers that cost there is no cost to the municipalities or counties that operate a 9-1-1 center to be on the esinet the state the board covers that cost but uh municipalities and counties do have their own not gis offices typically whether it's the assessor's office or 911 they do have their own local cost for assigning addresses and maintaining that data the local level but once it gets to the state system
as far as the cost to be connected in or the the work on that end that's what we're taking care of so there's there's no additional cost on

and we are last year distributed around 40 million dollars uh so i mean there's there's still you know supplementing half of that that budget from county so there's about a 50 million shortfall that the cities

right in front of me that's that's about right and to your question of how many uh we have a with this state contract the esenet contract uh all of our peace apps our counties and cities all the nine one centers are a part of that work of scope of work except for
one county in the independence county specifically had contracted with a vendor on their own before the state went out and got this contract so as of right now they're not in the scope of work we're still trying to bring them on when they're out of contract and they decide to do that they're they're we have it as part of our agreement that whenever they're ready that they can But it will impact all 75 counties minus independents. And we, you know, prior to that legislation, had over 191 centers across the state. Through consolidation, we're down to 87, I believe, at this point.

with artisan partners limited partnership this is amendment one to this contract that increases it by seven million dollars number two is with linea solutions this is amendment one to an existing contract and this is for services for the pension system upgrades and security operations number three also with apers with lsv asset management also for investment services and transactions also number four is with the bank of new york mellon this is amendment one to an existing contract for investment management services number five on the next page with department
of corrections division of correction with dwd of arkansas this is amendment six to an existing contract for waste disposal services at the East Arkansas Regional Unit in Brickies. This is a new original contract for mental health referral services, and this will allow school districts to help parents in finding mental health services for students of school districts. Number seven with Department of Education with the Writing Revolution. This is contract services for literacy coaches at Harris
Elementary and College Station Elementary. This is a sole source by justification contract, and so you'll see the letter and the sole source by justification form in the green packet that's provided at the back part of your packet. On to the next page, number eight, ADE with Educational Television Division with Totara Learning Incorporated. This is an original contract for an LMS subscription this is part of the arkansas ideas program it isn't it provides teachers with access
to online training services number nine with department of health with multilingual technologies this is amendment two to an existing contract for on-demand interpreter and sign language services statewide department of health is number 10 with registry partners incorporated this is amendment two for an existing contract for certified tumor registry education and training services number 11 with dhs and computer aid this is amendment six to an existing contract for database upgrades support and application development and testing number 12 with dhs
with public consulting group llc this is amendment one to an existing contract this is to provide for cost allocation proprietary software and services number 13 was pulled from the agency after it had been posted to the web so this is removed from consideration so we'll skip that one moving to page 23 we have contracts number 14 and 15 both are with DHS division of developmental disability services there are two two separate vendors but both are for actually number 14 is for nursing and
medical staffing services for the human development centers for amber just health care and number 15 is for the same thing with a different vendor for prime time health care. Number 16, DHS Division of Medical Services with Verita Incorporated. This is for non-emergency medical transportation services statewide. Contracts 17 and 18 are both with the state crime lab. There are two separate vendors providing services for DNA profiling and
indexing for of dna samples moving to page 25 we have contract number 19 with henderson state university with ssc service solutions this is an original contract for facilities management services for hsu contracts number 20 through 22 are all with northwest arkansas community college they are for three different vendors but all are associated with insurance provider management including pharmacy benefits, short-term disability,
long-term disability for eligible employees and their dependents. Contract number 23 is with Phillips Community College for the University of Arkansas with Data Center Warehouse. This is an original contract for meter network services, including meter software, meter dashboard, command and connect, DNS security, and multi-site management, among other purposes. Number 24, social security administration for Disability Determination with Darren G. Campo. This is Amendment 4 to an existing contract for him
to be the medical consultant for DDSSA. Number 25 is with UA Litterock and Buffen Baker. This is Amendment 2 to an existing contract. This is Executive Search Services for the Dean of the College of Humanities, Arts, Social Science, and Education. On page 28, we have contracts number 26 and 27. both are with ua little rock and they are to two separate vendors both are related to services
provided for in the program that was discussed earlier the substance abuse block grant program and it's all services related to substance abuse prevention treatment and recovery services so those are both for ua little rock out of state contracts number 28 is with ua pine bluff with abc bus incorporated this is amendment one to an existing contract for preventative maintenance on their charter buses at uapb number 29 is with uams with radiological care services this is an

going to give a little bit of extra backstory on this as well if you don't mind so a couple of months ago we came to you all for approval on a contract for this exact service which is what we're referring to as care coordination services the company that we previously had contracted with, who was the successful bidder in the RFP process, got bought out and chose not
to continue with the contract. And so we had to go back to the RFP process and negotiated with Care Solace on their price. And so we are now asking to enter into a contract with them. What they do is if a parent of a student in a school needs mental health services for their student the school can refer the parent to care solace who can kind of walk the parent through the process of finding providers in their area can help them with any type of insurance or
other types of requirements that they might need and so again we're calling it kind of a care coordination service where they just walk the parent through that process because as much as our school counselors and other mental health professionals want to assist our parents with going through this very complicated process there are so many students that are in need that they don't have the time to dedicate to every student and family as much as they would like to so so this in this organization helps parents navigate

as revised is there is there a a point where we're just overly we're asking too many people because every company has their introduction fees and they're doing business with us fees is there a point at which we're getting too many eggs out of the one basket and we're paying more for the services we can see whereas maybe three contracts would suffice in the language because I noticed it says, notwithstanding procurement law, single agency or exclusive agency delegations shall be discouraged.
