If you want and we want to recognize the school in Senate district thirty to Jefferson elementary that's part of Little Rock School District at last year received the highest award designation on or however you want to put it that a school can receive they were designated as a Blue Ribbon school and I'll just re read the resolution whereas Jefferson elementary school in little rock is among five schools in Arkansas and only three hundred sixty seven
in the entire nation to be named and recognized as a national Blue Ribbon school where as given by the United States part of education the coveted national Blue Ribbon schools award affirms the hard work of students educators families and communities and creating safe welcoming schools where students master challenging content representative to schools resident recognition is based on is progress in closing the achievement gap among students resulting in significantly higher test score since two thousand fifteen and she meant that principal center register attributed to a joint effort between students teachers and
parents or as with a positive and caring environment and high expectations for academics and behavior the school has low staff turnover and is consistently recognized by the Arkansas department of education for being in the top ten percent and academics in the state. Residents of Jefferson elementary school are encouraged to think critically to apply knowledge and work with abstract concepts across all content areas teachers were diligently creatively and collaboratively to provide data driven and engaging lessons using professional learning communities as supportive and deeply committed parent teacher organization participates in

Members this is a proposed rule change that I will bring before the Senate this is nothing that you have not heard this is the thing that has to do with the lottery we were going to try to do joint rules so that the house would have a when there's that's not going to happen so this is just going to R. Senate rules so that the senators in the next
General Assembly will recall will understand everything that's in the statute there's nothing that is in here that's different from what the statute already states it just says that the bills have to be filed by a certain time and then that process. if we were to for some reason recess for two or three days much as we did this other time that it would be extended by that time okay so to clarify this is not like a rule on on scope of practice which has to be filed before the session begins is that correct no Sir it's thirty if I remember right it's thirty one days after the session begins referred to as the I. very much supported I would oppose it then before we were actually sworn it is not

Right well of course the statute itself it just says that the house in the Senate will will go into that and I know you know this that they'll go into that to the Committee it also explains that if the there's not enough money. Under the calculations that we should not proceed with those scholarships the process of how that happens it is going to have to be something that we develop much the same way the constitutional amendments were how we used to meet together with that so in the future I
think that the chairs are just going to have to get together and say well this is how we're going to proceed this time you're right it didn't seem very smooth that's because we were trying to get this bill in place or the bill that we passed the statute not the rules And we just kind of got to the point that you know as late in the session yeah I was so I just wanna be clear that what we're saying is this is clearer but what we do when we need it is unfinished business that we need to take care of so that is clear
on how that process is going to work on my state in that correctly. Is unfinished business. Not anything to do with this rule. But what this rule requires amounts to some unfinished business for the Education Committee is because we've not clearly established how that is going to proceed other than what will be funded it funding and not funded yeah. I don't know if I'd call it unfinished business because I don't want to mislead anybody that they might think that that was unfinished business that we
would take up after I. reset smoothly today okay or late tonight so I want to be careful because just because of that language but yes within that within the house and the Senate whoever those chairs or date it would probably be good if I develop the process before the next legislature man you know to kind of determine well we're going to draw these out of the hat in here well one two three four however it comes up so you know that would probably that would probably help a lot you know if we just I guess I'd rule out of a hat or something of that nature but again that's
going to be the cheers of each one of those General Assembly is to determine. just decide that they can tell anywhere anytime about what they want to then why have a public school system that is set up to discuss English science social studies math. religiously but there is a time and a place for everything. Well nineteen fifty seven by representative ward on Senator Irvin concerning the enforcement of federal firearm bans within the state of Arkansas and concerning state constitutional right to serve in. Thank you members and this and present the constitution of the United States of America is to me and to many as sacred document that protects our rights as Americans house bill nineteen fifty seven reflects that protection from federal over reach and more importantly secures the constitutional right of state sovereignty the
Arkansas sovereignty active twenty twenty one is to our friend and colleague senator Gary Stubblefield it is through his dedication to his constituents to our state and to the constitution that this bill is even before us here today nineteen fifty seven does with the vast majority of the elected officials in the General Assembly wants us to do to protect our sovereign rights as a state and to protect our rights under the United States constitution the bill addresses the known issues and Senate bill
two ninety eight that affected the current cases that prosecuting attorneys alerted many of us to that would jeopardize their ability to hold these these criminals accountable for their crimes and bring justice for these victims the references to past and current federal laws are removed and this bill is specific to any federal bans beginning in January one of twenty twenty one this addresses the constitutionality problem and Senate bill two ninety eight as well as the funding issues with the game and fish federal bans
is clearly defined in section one six one thirty on page three top of page four of the bill this definition section is in addition to provide clarity as well as again referencing the start date of January one twenty twenty one the next section is specific to the firearm at the second amendment of the U. S. constitution and the Arkansas constitution article two section five which clearly defines the intent of this legislation in protecting our citizens right to bear arms declares state sovereignty and rejects any and
all federal actions that infringe upon these rights further it describes the persons who are prohibited from enforcing or assisting federal agencies are off. Officers in the enforcement of any federal statute executive order or federal agency directive that is in conflict with the Arkansas constitution or Arkansas loss losing qualified immunity was a big concern for our law enforcement officers and sheriffs and Senate bill two ninety eight this bill preserves qualified immunity but provides a different mechanism
of punishment that is just as serious and provides the enforcement for this bill and elected officials such as a share of prosecuting attorney constable who is in a constitutional office and who is not as certified law enforcement agent would be subject to an unclassified misdemeanor a law enforcement agent that is a violation of this law would be subject to decertification as a law enforcement officer the enforcement of this law falls to the prosecuting attorney supervising prosecuting attorney
and or to the C. L. E. S. T. board the next section is the enumerated rights protection under article two of the Arkansas constitution the change from Senate bill two ninety eight is that all rights are covered with a reference to the constitution versus a list of some of the rights creating lists that leave out any rights would be problematic in protecting each and every rights this section brings into focus the intent of the bill being a true state sovereignty bill the
last section clarifies that cooperation between state and federal law enforcement agencies should and must continue on cases related to all crimes to help bring justice for victims and enhanced sentencing under federal law except in any law enforcement activity related to a federal ban or the investigation of a violation of a federal ban as defined in this section one six one oh three the second sheriffs association voted to not oppose this bill
