Whereas Elsey by chess Smith of Camden Arkansas is the oldest police officer in the state and is one of the oldest police officers in the country and we're as books that became a sheriff's deputy fifty six years ago and with the deputy for forty six years before retiring for a few short minutes he realized very quickly how much he enjoyed the work and subsequently joined the Camden police department where he has served every sense and whereas buckshot lives the excitement of being a police officer and three he is he is ninety two years of age this year he has no plans to retire and we're as buckshot is the love their Camden serving during annual festivals in the courthouse at the church and for his neighborhood watch and we're as his dedication his work ethic and his friendliness have made him a cherished member of the Camden police department. Good morning calling the rise to present resolution House thousand three Just a little background on this resolution during the the pandemic the U. S. treasury well as you know this is the. This pandemic as it impacted probably every person. and the country in so we need to unprecedented response I'm president response came with the emergency rental assistance program so the state in and also there is three counties that receive emergency rental assistance has been administering the program for about several months now in so in in that. That time we found some challenges. A couple of the challenges are that you know people just don't know about the program and so what we want to do is we want to encourage people to take advantage of the program but also we've had some challenges with a couple of landlords in so this this resolution is just to encourage not only Citizens of Arkansas but eight but the landlords to participate in the program. And this is so that we won't end up displacing families and that we can get the economy back moving the way we need to and so with that I would appreciate a good vote thank you. House bill one thousand one by representative for law to clarify the law concerning the state's participation in certain federally funded unemployment programs to terminate the state's participation in certain federal an implant placement programs and to declare an emergency. So yesterday committee we present this bill and basically what this bill does when you read four pages that transfers the power of being able to get in and out of programs through work for services to the director that is the guts of the bill it doesn't end any program but it allows the director to have that authority to end a program during a pandemic I stood down in front of council numerous times and beg for help for people in my district and just like representative logged just did with that resolution these people that work our veterans that are not able to work anymore they need help and we need the ability for the Director work for services to do that now right now are employers need help and one of the things we did in may as we cut off and I say we as a state of Arkansas we cut off the three hundred dollars assistance to unemployment we did that to encourage people to go back to work we want to make sure that that stands today to make sure people go back to work the last thing we'll do is incentivise people to stay home when we need them to be at work so with that I'll be happy to take any questions and hopefully answering.
