I'm representative David Whitaker I represent house district twenty two which is west band bill and the city of Farmington of pertinent to this committee I also represent exit sixty through sixty seven on interstate forty nine and that's full time job by itself former assistant city attorney of the city of fat bill and like the chairman that beginning my six term to and I'm just thrilled to be here.
Good morning thank you Mr chair my name is Joyce Springer and I am serving I have two and a half I had to serve a hapless starting the second term I'm here in Little Rock and I represent starting downtown little rock around Chester street going west all the way west pass Baptist hospital around canis road so my district is that particular area my background is I started out in
business in about I guess. Thirty years ago I was asked to come work for us attorney John Walker so I turned an educator into an educator because I did it occasional monitoring for him so I enjoyed that however this is my second time around on the transportation committee and I've enjoyed it as well so I'm looking forward to working with each and everyone of you here on Education Committee however my heart is in education thank you.

All right so we're. we're gonna ask the the various agencies are here with this let me just say something about the committee but how we operate when you press your button up you'll you'll be recognized if
you have questions when anyone's presenting yeah questions your name will come up in order and I'll take you in order we always it will allow you to when you ask questions ask you questions and then if you have a follow up ask me for a follow and then we usually allow follow ups and then if we have other questions will move on to them take their questions then we have time we'll come back to you so but we try not to be repetitive if three but if the question get repetitive we cannot start

Well good morning I'm Lori tutor the Director of the Arkansas department of transportation and I brought it to the podium to the table with me Arkansas highway police chief Jeff Holmes. the mission of the Arkansas
Arkansas department of transportation is just to provide a safe and efficient highway system to the citizens of the state and so all the things that go into that and we just want to be a responsive in helping each and everyone of you as you try to meet you. And also it like to introduce a few folks that we brought with this that you'll see around the capital and will be with me from time to time. I've got deputy director and chief engineer rex finds.
I have our assistant chief of administration Kevin Thorton. And then I have our assistant chief engineer of planning shared widely and then last but not least I have Gil Rogers he's our governmental relations officer he'll be around throughout the session if you need anything you need to get a hold of anybody you to set up a meeting and have any questions he's here for you he's he's your resource to have a connection

Hi I'm Jeff follows on the chief for the highway police I'm a thirty year veteran of the highway police our mission is primary to protect infrastructure size away regulations permit loads and enforce drug safety regulations we have approximately a hundred and forty officers statewide and seventy patrol units and operate eighty eight way stations and I look forward to working with the committee thank you thank you anyone have any questions we will come short on time today we
may have them back to give a good presentation thank you for coming up Preciado all right next we'll move on to the Arkansas state police. Morning I'm captain Bradley with Arkansas state police have been there for about seventeen years other state police has several different divisions such as highway patrol which we have about three hundred fifty troopers out patrolling
interstates US highways and we also assist the local agencies as well for calls for service or whatever they might need we also have a criminal investigation division that there's about eighty of them spread out across the state and they also systems smaller agencies that may not have the tools or resources needed to investigate some of the major crimes will have a regulatory services division which is the fire marshal's office they also regulate all concealed carry permits used
motor vehicle dealer licensing things such as that and we have our crimes against children division that works closely with the H. S. and they investigate law the allegations against against children so I'm just probably Senator quite a bit I'm over we have troopers here at the capitol during the session that are in the house and Senate and make sure you each and every one your protected each and every day you
hear so our CDM so you'll see me popping in here and there just checking on them like insurer based on what they're supposed to be done so look forward to working with each of you if you have any questions feel free to reach out to us anything you want quick question who's I all right thanks okay were next with go to the department of finance administration. Good morning Mr I'm Wayne Hamrick I'm the administrator for the office of motor vehicle and driver services separate office than the administration over revenue offices we are the office that provides all the systematic support materials inventory that they're at a hundred and thirty four revenue offices work from. So internally we're responsible for all of your titles the registration examination of all the applications that are received from a state revenue offices and from all the
dealerships on on purchases in addition we do administer the international registration plan for the eighteen wheelers and the trucking we work closely with the trucking association with automobile dealers association and then also we have driver services unit where we are responsible for the driver's licenses real ID's of a D. D. W. eyes the the boating under the influence it is well so so we're responsible for that and with me today is the
assistant administrator of motor vehicle Christy Earnhardt and this is a ministry for driver services market makes use thank you any any questions. with the new members biggest issues for us and I deal with highway safety the highways of Arkansas as the workplace for our industry and so most of the issues that were interested in come before this committee deal with roadway safety or protecting the infrastructure for which we have only invest in and I look forward to working with all of you that I haven't and those of you that have it again your questions you will change thank you. I want to what committee members to know that during the session the Committee will always meet in in that B. will meet on Tuesdays and Thursdays at ten o'clock now if if it's alive it's alive schedule I'm I'm not called me but it may move it on because if there's one bill and in this it's not a it's not progressing well we made we made
skip but other than that our our schedule meetings are Tuesday and Thursday at ten o'clock a quorum must be present that's eleven members to constitute a quorum it's important that that we be on time that we start start of meetings on time and is your CV I try to keep the meeting movie we'll try to keep it keep it moving because we all have busy schedules if you have a bill that you're going to run. And you know you're gonna be
late so you and other committee meeting just let me know that you're going to be here I can move it so I move that down on the agenda and sometimes your bill may be a simple bill that's not hard to run you can get someone else to run that for you we allow that also use make sure don't mess it up for you when you have someone to do that. Of. The The agendas are prepared in accordance with the House rules in the genders are prepared two days in advance of the sponsor notification we sent to you who have bills on the agenda two days before the committee
meeting so the US sponsor notices will be sent by email. after bill or resolution has appeared on the Committee agenda and has been called up for consideration and the sponsor is not present the item will be placed at the bottom of the active agenda if a bill or resolution has been called up for consideration three times it will automatically be dropped from the deferred list unless the sponsor notifies the staff and request that we move the bill from the deferred list to the
active agenda by two thirty PM two days prior to the scheduled meeting. Of amendment should always be in writing. Please let staff know before the meeting if you have an amendment. And the if you have a special order of business so you've got a bill that you know's going take a long time gonna be a lot of suppressing discussion you have a you have testimony coming to people traveling a long way we're set aside a special order
business for that this is this is the call of the chairman is done when the sponsor the bill request special meeting date or time for the committee to hear the bill and so it's usually when there's a controversy bill that we do this so you have any questions anyone have any questions before let's all try to work together as a one thing we don't allow we allow you to get argument in this committee you have questions five ask questions will move on to get your better but but we we don't
argue will ask questions and up try to be respectful of everyone running there be. any questions we want a. lot of times when I've got a of what I'm going to a meeting or something home my district is really large geographically because the population in that area a lot of times I'll take the long route to get there because it's a good highway we will be highways in Arkansas we don't want people take along route one around Arkansas one of my passions is and I hope you will help the pushes much as possible we have I sixty nine future I. sixty nine across the southern part of Arkansas it's so important to the whole state we got I. sixty now we've got all right of ways Kentucky's
already started there you already started their bridge across the river our big hold up is with Mississippi get the get the bridge across the river the Mississippi but if we could do that all the truck traffic did you see when I thirty enough forty we would take half of that or more away from that and it would just be a shot in the arm for the for the debt so at any any chance you get to help me promote US sixty nine you would make Arkansas greater state any time if anyone else will be
