Senator Hickey you're recognized thank you madam governing members this is involves our county jail reimbursement of what this will do is send more money to the county jails on an annual basis just kind of let you know what's been going on. If a give the division of correction receives a sentencing sentencing order after twenty two days which is sent to them by the prosecutor The and they're not paying the county jails until they receive that are the reimbursement does not start at that time what this bill does is required that once a person is sentenced to the Division of correction that that the cruel start at that at that particular point in time that doesn't mean that mean that the division of corrections going to pay them until they receive the correct sentencing order but the a cruel will start so basically you know the county jails have been losing out on you know twenty some days probably of a of what we would pay the state which what we would pay for the state if I remember correctly don't call me that something's like forty dollars a day is what that would do now this came through city county local and of course you know I don't know that we normally do a fiscal impact through there but I did have that run the cost of this is right under four point seven million dollars a year so there is a cost to do this. So we put this in the law which I mean I kind of four I think it's a fair thing for counties to so you put this in the law I mean I know everybody's causes special language I mean what we have a shortfall or something like that in general revenue that is coming in I mean I remember the days when we did have that. But Can this not be done without a law okay from the governor. Change that policy without doing it without having to put in the law thing is if you put it in law but then you have to pay it. And if we ever get financial trouble the federal government is that the bail and everything out the densely figure out how to pay for this stuff. Less. So to answer your first question no because we currently have we currently have a statute that dictates the other way so the governor somebody could not do it and that's the reason that I went ahead and did the fiscal impact because whenever we do our essay towards the end that number will have to be inclusive of those cost increases. My thing is everything doing this just increases baseline spending and like I said if the federal government does that in the mailing everything out then.
