Member sites my honor today to present a couple resolutions recognizing some outstanding teams from the already school district first we have the old rate to allow catch your team who won the twenty twenty two class five A. six a cheerleading game to a state championship and then received an invitation to the you see a national high school to in championship at Walt Disney world in Florida and finished third there and some of you may be thinking what we just recognize the five a six a state champion cheerleading but there apparently I now know there are two divisions there is performance and there is game days asylum springs won the performance Division and elder radio when the game day division and so it's quite a credit both of these two schools and very proud of alterados I would be remiss if I didn't mention that my oldest daughter Mary Kate is a member of this tier team so I feel it's my duty as her father to to embarrass her. But members you can read the resolution online but that they scored very high at the state championship they work very hard I can attest to this for a number of years they came very close to winning a state championship last year and they really made it their mission to win a state championship this year which they did and they're coached by tap Bledsoe and Katie Gordon they're here with us today I'll stand up. And then we also have with us today the principal elder high school one of my former teachers miss Sherri hill and our athletic director Phillip plans to. One thing one thing I'll mention coach Bledsoe was quoted in the already papers saying I'm so proud of this team there is not a more deserving team in my opinion the best and most humble kids I've ever worked with and I think we can all agree that the obviously these extracurricular activities are important but more importantly it's the type of care character and worth it at the that actually will stand the test of time and so I'm very proud not only of Mary Kate but I'm proud of this entire group from Eldoret High School in with that I would appreciate a good vote. Has everyone voted. Cast about madam Clerk. Ninety six J. zero nine zero present the bill and emergency clauses pass. Madam Clerk read Senate bill two seventy one to seventy one by representative race I mean the offense of watering. President ray you're recognized explained bill. Thank you Mr Speaker colleagues prior to two thousand sixteen Arkansas had anti panhandling law that was struck down as unconstitutional in twenty seventeen a new laws passed to replace that it was also struck down as unconstitutional by the eighth circuit so what this bill does is it just goes in and strikes out the portion of that statute that was ruled unconstitutional by the eighth circuit so that we don't have unconstitutional language on the books be happy to answer any questions. C. nine per share a good vote. Representative Reyes explained the bill would anyone like to speak against the bill. For the bill. Senate rates close to bill the question before the House is the passage of Senate bill two seventy one the machine madam Clerk. As everyone voted. Casts up the ballot madam Clerk. Ninety two yeah zero nays and to present the bill is passed. Members were going to go back up to calendar madam Clerk read house bill fourteen sixty three. As the fourteen sixty three by representative I think concerning state board of education rules for tier system of educator licensure and some in the law concerning the type of license issued to certain applicants in an alternative educator preparation program. Representative Johnson you're recognized explained bill thank you Mr Speaker colleagues my apologies for getting caught a sleep over there with this bill came out at the point of this bill is to try to open up on endorsements for teachers with alternative certification so right now if you are a provisional license at a rural school you can only get it endorsement for one area this opens it up you get endorsement from other areas specifically was addressing a problem with driver's education came up one of my local school so as a coach says on a provisional license they wanted to be able to teach driver's education because of a specific role that happened exists within desi they weren't able to get that door spent in working with that see in some of the administrators were able to open that up to other endorsements and remove some regulations that were obstructing the ability for these provisional teachers to get at there is a divorce but I be happy to try to answer any questions. C. nine appreciate your vote thank you. Representative Johnson is explained bill would anyone like to speak against the bill. For the bill represent Johnson it's close to the bill. Question before the House is the passage of house bill fourteen sixty three. Email Clerk. As everyone voted. Cast a ballot madam Clerk. Ninety five yeas or nays and one presents the bill is passed. Members are going to the yellow pages calendar. Representative Jeanne moos that we place house bill ten ninety three on second reading for the purpose of amendment without objection read Amendment number one madam Clerk and member number one to House Bill ten ninety three. Represent Jean you're recognized explained the amendment. Thank you Mr Speaker calling first we member we have those on the part of education is State Library. This come from US senator Payton. He is a small town up in his district that has a city library. And I think some of the rules for you to get city okay State Library funding it you have to have some type of millage will this this county already has a millage for the county but the city has no millage this allows the library board State Library border promulgate rules to find a additional funding source so they can have a funding source so they can apply for state library grants what this does. Any questions. Appreciate a good vote on the amendment. Thank you Mr Speaker this amendment one to House Bill twelve seventy this is Henderson state. Of give you a little history this of several years ago Henderson state took a six million dollar loan out before they became a member of the Arkansas state system. to date they've already paid two hundred fifty thousand of that back fully able to balance of five million seven hundred fifty thousand Senator Hickey and I met with them of several weeks ago is this the member does two things since they've done a lot of slashing and cutting faculty at Henderson state that allows them to to transfer five million dollars from of a personnel calls to a capital calls running the unit university and the second thing it does is puts them on a long payment program of they don't have any timeline that they had to pay back this money so beginning in twenty twenty four hander Henderson state. We'll start paying back. Nine hundred fifty eight thousand dollars a year backed it that six million dollar loan pay downs right now they have. No planter no deadline to pay it this is put a deadline on the loan thing any questions on this amendment. I appreciate a good vote.
