Senator Hammer you're recognized
thank you ma'am sure what this bill does is it addresses a what I would refer to as a loophole involving babies that are declared to be safe haven babies this in no way shape or form touches the safe haven boxes that we all love and appreciate what they do to help provide for a mother who would like to place baby in safe haven box. Periodically what happens is this based on a real life illustration a baby was presented to the hospital board in the hospital declared safe haven but then because of information it was inadvertently
released it created liberal quandary that this bill helps clear up so that if the baby is designated safe haven that it would help shorten the process for which the baby can be adopted I'll be glad to answer any questions. loopholes and pass legislation that requires buyers catalytic converters including scrap metal dealers to register with the sheriff to keep records red records and report the numbers and other necessary info on sale on the sale and the seller it also enhances the penalties for theft of catalytic converter Class D. to start and then repeat offenders Class C. as you probably are aware we have a increasing rate of theft and with catalytic converters and this bill hopefully will shut

zero nine house bill thirteen eighty four passes please transfer rather please return to the House. House Bill fourteen oh six pastor fourteen oh six by representative Evans centre Flippo concerning the regulation of certain battery charge fences by municipalities and counties. Senator Flippo you're recognized the governor members Portland hospital Porto six just such a
uniform standard for battery charge electric fences that work with with an alarm system to protect the business owners property so whatever dispensers triggered it doesn't signal to law enforcement to notify them it is primarily used in more commercial industrial type you know you know piece of property like real yards construction sites with heavy equipment it so what's as does just that the uniform state standards for these types of fences we worked early on within minutes police to ensure that this not going to
apply to any agricultural or other you know you just. Residential sites so this is just going to apply to commercial industrial sites and they are support of this and so I don't know you know misli device say the municipally is support of this bill but I think it's fair to say that they are indeed neutral it's good bill appreciate a good vote. Questions for centerpoint center parking across from. Yes support for extremely curious as to who is being harm now and how they're being on.
There is that there is a a real your that had an issue with the height of the fence and so they just wanted a more uniform standard that was adopted in other states and so this is what this bill does we work them is fully so I want to speak to the heart of the the the situation because these are only powered by twelve volt battery so does about twelve volts shock when you touch it. So what we're saying is we want this bill to be able to. Regulate.
Electric fences notice of the uniforms for the city council to do just that this uniformed state standard Fort. Then we work with this fully just to make sure there wasn't any apply it you know any other residential neighborhoods or residences OR actor areas only commercial industrial type industries which is going to be kind of limited Senator Clark that's gonna be railyards construction site and had the heavy equipment and so what these are it operates do is they just have a perimeter fence that can be no more than ten feet high. And its solar power connector battery the triggers an alarm to notify law enforcement if it's if it's triggered and they show
up on the scene so there's just such a uniform standard across the state that's all it does. A more. That's what I thought you said before Senator Flippo is this call for. So there's a need to regulate. A battery to a law office is that what I'm hearing. This sets a uniform standards of Central Park and honestly I
can't speak to every single state and what the standards are I know that there's a consistency there and so what this bill seeks to do here in Arkansas edges bring clarity that and make sure that it's uniform consistent across counties and cities that's all this bill does thank you. Anyone wishing to speak against or for. Senator has closed any objection to rolling the vote. Committee secretary please well the vote. Boyd Bryant Caldwell Chesterfield Clark Davis these

one name house bill fourteen oh six passes please return to the House. House Bill fourteen twenty. Hassle fourteen twenty a representative Brandon Senator Irvin regarding emotional support animals. Senator Irvin you're recognized. Thank you members I for one love my furry furry children I have lots of dogs however this piece
of legislation is is is a very good piece of legislation I think that representative brown has identified so in his testimony and I want to share with you about this it's important that folks there's two parts of this bill one is if you go to a pet store or whatever and you purchase the vest for your dog that does not mean that that you are automatically qualifying your dog is a some as an emotional support animal so
this allows those it it asks for those establishments to be able to educate the consumer about just because you purchased this does not mean you qualify for it and then the second part of the bill makes it insures that if you are counting your pets particularly if you have a landlord situation that you are counting your pet as an emotional support animal to get on grounds the animal policy that you actually have to get a license from somebody who is a provider healthcare
provider that can provide you with actual documentation that this animal does qualify for an emotional support animal right now you can pay a hundred fifty dollars online and get a certificate switch kind of creates a loophole to get around these animal and pet policies that a lot of landlords have in place so it is preventing that from happening and then making sure that you have a a structure on getting a documentation for your man emotional support
animal that is legitimate I'll be happy to try to answer any questions. Any questions for Senator Irvin. Once again okay so my question no they do not have questions. Anyone wish to speak against or for. Senator has closed any objection to rowing the boat. Secretary please robot Boyd

Senator. It says they shall not use competitive bidding for the chairman of the following items in your adding in their medical emergency medical and ambulance to list so Hi I just don't understand why would why would we want to not have competitive bidding used. I believe there desires to not be required to take the little bit. They use this other process season the uses of the ball but these other properties other
processes for procurement of the services every day. They're just not required to take a little bit on these other services they seek to add this service to that list. And. Hi there's a few things on this list that I would probably think should be competitively bid that's not that's not disability rights activists was necessarily but thank you thank you senator Lott you're recognized for a question thank you Mr. Us in the queue what is the current process that they use
in. Competitive bidding. In some some counties use compatibility some counties use the request for proposals there's different processes that they can go through. Is this very hard this isn't this difficult. Some counties use competitive bidding some some other political subdivisions use request for proposals there's different processes that they can go through. I'm not I'm not well versed in all of the different processes okay thank you.
Follow. And I'm sorry I'm late to the game here I ask the questions but your last answer to Senator love within the case that they currently are not forced to take competitive bidding and take the lowest bid there are other means of procurement. But this bill. Would prohibit them from using of a right now it seems to be a local decision based on the last
answer is that the way. Is that the way it is now up to local decision whether they use this process or not. I don't have a good answer for the question center Payton. Thank you senator Gilmore you're recognized. Sorry I thought I had on my bad thank you for taking the question thank you manager why would we not want them to go through competitive bidding.
