I would like to present to the subcommittee and the critique is to try to listen to them, get a handle on them, make suggestions on either improving them or whatever you want to do as members. We're not going to vote on them. The subcommittee will not vote on up or down of the committee. We'll have to hear that in the full house, full body, but we'd like to incorporate the subcommittee, make them valid, make them part of the system, but critique the the amendments. Is

that okay with the committee? Yes, Duncan.

So the subcommittee won't have to vote out amendments to the full committee? They'll just kind of be vetted there and then for the

full committee? Right. They will come over, but at least the sponsor will have the opportunity to get a feel of how the committee looks at their amendment and maybe make adjustments to it before it's presented to the body. Is that Ms. Rutten-Hutchison? Thank you, Mr. Chairman. Can't hear you. I've got my hearing aids, and

I still can't hear you. Thank you, Mr. Chairman.

I would gather then that it will just be the sponsor of the bill and the subcommittee that there will not be a discussion of pros and cons and all that, or will that happen in this subcommittee? I would

think that would be left up to the subcommittee to make that decision. I'm not trying to tell the subcommittee what to do. I'm just saying the subcommittee will not vote up or down on any proposal. I know I have a House resolution on it, and I'd like to sit down at the end of the table and discuss it and get the input and maybe go back and change it if it's necessary to make it a better bill, that when it's presented to the full body here, it will be presented presented in the best light possible, and then it will be up to the committee to decide which ones of the three or four that we're going to recommend at the joint body. Yes, is that okay, Representative

Representative Donna Hutchinson Unverified 2:06
Hutchison? Yes, the subcommittee will make the decision if they'll have a full-fledged debate somewhat or if they're just going to discuss it with the sponsor. That's

right. They'll be deciding. Thank you. Yes, ma'am. Representative

Penard? Yes. Thank you, Mr. Chair. So for those of us, like myself, who don't have the privilege of sitting on that subcommittee and meeting every Wednesday afternoon for hours and hours, may I come to the meeting? Yes, ma'am. You're

a member of this body. Anybody is welcome to come and ask questions, but to keep from, like you're saying, sitting here all afternoon and hours and hours and hours, we felt like if the subcommittee could Kind of critique them on the front end and get a feel for the program, what they're doing, help them out, make suggestions on how they might improve it, because that's what we're here for. We're not here to really kill a bill. Our job, as I see it, has never been to go against a bill. It's to sit there and try to work a, make the sponsor's bill as best we can make it. And if you can, we vote for it. If we can't, then we have to vote against it. but at least give them the opportunity to, as a partnership, I look at this as a partnership to

make each sponsor present a better bill. Well, we had a good example of that this morning with Mr. Leading in public health. Right. We did that. So they'll be meeting Wednesday afternoons,

and that's upon adjournment of the House. Is that okay with you, Jim? Representative Nichols is the co-chair of the subcommittee, and my co-chair, our co-chair right here will be also the co-chair. Anyone of the members is welcome. Any member can sit here and talk and ask questions. We're trying to just incorporate the subcommittee into a better system, hopefully, that will take hope and move on into future legislative bodies. Thank you,

Mr. Chair, for that explanation. I appreciate it. Anyone

else? Does anyone have any suggestions or – Mary, do you have anything? What's the time frame? Well, we have 12 proposals. Four of them, I understand, are shales. So we're really not – we have 13? We have 13. I'm sorry. We have 13. I thought that we had 12 and the Senate has 12. Senate has 12. We have 13. There's three or four of ours are shale bills. the sponsors are certainly not ready to run, so we're looking at eight, and then out of those eight, how many really want to, you know, that they want to get, but if we need to start looking at them, the Senate's going to start next week, we need to get it down to, we're going to have to get it down to three or four, that's our normal procedure of eventually weeding it down to three or four to submit to the joint Senate House, And this year, ladies and gentlemen, committee members, this year is our turn to go first. And I'm going to argue that to death's door. And if they argue with us, we may get up and walk out, and we won't have any of them here. Well, that's their problem. As my understanding from the speaker was, if they don't want to come down and be on the TV camera, that's their problem. We're not turning it off, and we're not moving down there, nor are we going to the Big Mac building. We're going to do it in this room, and we're going to follow the courtesy that we've followed in the past, and this year is the House term to go first, and then the Senate, and then the House. And we have the opportunity to send out three amendments. And ladies and gentlemen, if you all back me, I'll stay with you all. So, is there any questions? Jim, would you like to say

something since you're chairing this? Yes, I'm glad we're doing this. When I was first asked to be the chair of this subcommittee, I said, well, are we going to do anything? because my previous experience as subcommittees, it looked nice on my letterhead, but that's where it was. So I'm glad that we are doing this. The thing that's, I think, relevant to us that we may not know about is that decision right now in the Arkansas Supreme Court on those previous constitutional amendments, whether they could be combined or not the way they did. And I would hope that we would get a decision from the Supreme Court on that issue. That would help us a lot in our deliberations on what's going to come from the General Assembly for that. Representative Bernard.

Thank you, Mr. Chair. I don't know on our little thing here, our little summary sheet, I haven't looked through the bills yet, although I did

read one or two of them. Which are the Shell Bills, sir? HJR 10-07, 10-07, 10-08, 10-09, 10-11, 10-12. Just a second.

10-09 and what was after that?

10-11 and 10-12. Oh. And y'all have the members of the subcommittee in front of y'all. If you're a member, please make a notation for that. I think it is. I really think it is. I don't think it has been formulated. About half of them, yes. And I think after we get started, and since the Senate's taken up the Constitutional amendments, I think they'll start formulating what they want to do pretty fast. Mr. Cheetah, do you have anything, any comments? Mr. Chairman, you're doing a wonderful job, and I'm sure the chair is going to say it right behind me. She's going to be here to run the

subcommittee and keep a record of you, because you're on the committee. And is there any other questions? Yes, ma'am. If I could, Mr. Chair, and I recognize that we have several attorneys who can do this, that in our Judiciary Committee, we have a law intern that does a brief summary of the bills that are coming up in our committee. I just wondered if is that possible in this committee or what the committee's preference would be? It seems to work very well in the Judiciary Committee, and I just wanted to get your feelings on that. Thank you. I don't have an intern in mind, but if we had an intern available to, I didn't know

if that was. Representative Nichols. I think, isn't Matthew Miller assigned to this committee? Yes. And I think for these issues, then I think it would be helpful for the attorney to sit in on the meetings, and that could take care of

some questions. I think that goes without saying. You're right. And we'll make sure, we'll notify Matthew about that. Any other questions, comments? I'm sorry. I

that the bills are inside the folder, and you all can take them home with you.

Representative Clark Hall Unverified 10:13
You may. Anything else, if not, we're adjourned until Wednesday morning, and we'll have a regular meeting, and we're going to have a picture taken again. We're going to try. Absolutely. Sorry about that. I know how you professors like to... Yeah. If there's not any more problems or questions, we're adjourned.
