And get in the reason I bring that up is because we get emails constantly about a programs having to cease because they don't have the funding to go on we get emails constantly that say that we cut their funding we haven't cut their funding the funding that they're not receiving is the funding from cares and cold and I think a lot of times the the sailors don't understand where their own funding comes for when they use one time funding for ongoing expenses that something that they seem to want to work into their budget that's not going to be there and back to represent a variety point is we spend more on administration cars in less than feeding those people in taking care of the elders and that's a continually problem that we have in this area I mean do they understand I guess my question we are my rant is do they understand this is one time money and when it's gone it's gone and to your point we make that very clear and we have since the first iteration of colored funding came down at the family's first finding that came to the state followed by the cares like finding a followed by the arpa funding in the infusions are are disarsent to the agencies separate from their regular budget separate from the amount of money that we that the amount of funny that we received of the older americans act in the any additional fundings that may be provided in the form of general revenue the cigarette funds that come to support some of our programs we make it very clear that this is one time funding that these are isolated funding strange these are not perpetual that we we we messaged that continual okay thank you. Erm until they have representatives here that can come and answer to us about how they're spending their money and how they're supporting these senior centers and providing the services that they're supposed to be providing without the constant. Issues that are senior centers are facing because it just looks like it's just all getting the nap by administrative cast and employment cast and i'm not quite sure if that's actually being beneficial to these folks that they're supposed to be serving so I mean meg emotion does that we hold this or i'll defer to the chairs of this committee but I want representatives from these agencies to be here because we're getting tired of getting blamed for cutting funding and I need them here to be on record so that they hear us and and I appreciate what you do and your fidition responsibility you're the executive branch or the legislative branch they need to hear directly from this legislative branch of government how concerned we are and how we are intending for them to spend these dollars in the most wise manner possible to provide actually the food four of these folks at the same time centers so they need to be here they need to hear this and they need to be accountable to this legislative branch of this government i'm in a deferred or the chairs for your to decide what you don't want to do but i'll be happy to make a motion to hold this until friday so that we can have some full accountability for these fines and we can start this mess and this game of blaming us for cutting funding when we're not doing that and that they need to understand fully this is one time banding and they did not need to be using this one time funding for ongoing employment overhead costs and obligations i'll defer to the chairs I will get a couple of the questions we can circle back I think you've got a emotion center over and in the opportunity before we. Yeah i'm way over here i'm just curious can you give us some details on what that grant is going to be used for very general and what it says is going to be used for. It is and i'm going to take a stab at it first and i'll let this is called our administrator of energy ever here i'll let him fill in the gaps where maybe I don't understand but in generally the the grants are is one that was that put out under the inflation reduction act and it's a two part grant so there's a planning phase and competitive phase where there's a some competitive projects that will seek some additional grant funds. A we applied for the the planning funds to take those we received an award of three million and those were done on a on a calculator basis on a formula basis so basically if we didn't apply for the fun someone else would have received them so we apply for those phones and the intent of those phones is to partner with some are some local partners and engaged stake holders and get an idea of some ideas we can come up with that might drive you know these some high tech jobs and some economic development that fit within the category the grants that we're going to go to this planning phase for projects try and further projects as a try to fend planning of the projects to help them come up with some plans to apply for the phones in the second part of the grant and so the ideal would be look at some statewide plans that we can maybe propose but also create some sort of template ready made plans that some of our local cities and uh some of the smaller use palities could take out of a tool kill and use and allow them to go apply for some of these grants. In the second so so this could be generally used for anything like water pollution and air pollution anything like that. I think it's there's there are certain limitations I know like energy infrastructure item said that really is polite in a missions and and some of those items but it on the specifics I mean this has been received there are offset air quality and so it is primarily going to have to do with are emissions but there are going to be some other projects on the energy side and maybe even potentially on our land resources or water quality so that can maybe have some benefit that's part of what we intended to do in the planning phase is determined what activities are going on maybe other agencies like the age department or others that have things going on that were made to be fit under the sumbrella that would enable eighty of state local agencies local government entities or even private organizations to pursue some less money because he pays made the competitive grant it's four point six billion I don't know that will go for that but we want to tear folks in arkansas that have really good ideas that want to pursue something we've heard some from industry and others they have some ideas they think would fit and will qualify to benefit the state so could these funds be used for voluntary work by the agency to implement things like waters of the US or programs from the pa. So we we have a number of air quality rules there out there and I think that some of the. Analysis we do and some of the work that we do to support some of our staff we're going to use a portion of this to offset some of our cost I think that along with some there's quite a bit of air quality modeling and things like that we're having to do in the coming years I think that some of some of the work in this war we hope to. Tier for other efforts that we have going on so we hope to have some knock on benefits for other things that we're doing some of that still needs to be determined as we work out the details but I anticipate we're going to try to make it a two for where we can.
