If you want to glance over that a little
bit, I'm going to recognize the parliamentarian and kind of let him tell you what's going on, what's going to be
Speaker 5
0:13
going on. Mr. Parliamentarian. Thank you, Mr. Speaker. There appears to be additional business to be completed in the Senate, and that business is going to warrant the General Assembly to reconvene again next week. So the proclamation before you identifies Monday at 1.30 p.m. as a convening time in case there's issues that the House will be faced with as a result of the Senate's work.
We don't anticipate that, but at the same time, we need the presence of the entire membership of the House of Representatives in case that occurs. And so that's what that document in front of you says. It is limited to one provision, if you'll note there, and the provision is limited to, is to complete the work on reapportionment. That is all that will
Speaker 6
1:02
be considered. That is all that would be considered. Yes, sir.
Representative Jim Nickels

1:11
You're recognized. Now, the SJR Senate Joint Resolution 5, the clincher failed. And I'm working on trying to
get it back before the body. We're not going to consider anything else but the item one to
Speaker 11
1:25
complete his work on reapportionment. The work that we have done here today,
Speaker 5
1:29
we're going to recess this house here in just a few minutes, and that will nullify what you're trying to do. That's what I'm afraid of. Yes, sir. You're right, too.
Representative Jim Nickels
Unverified
1:42
you and I think alike like a lot of times thank
Representative John W. Walker
Unverified
1:55
you sir yes sir represent Walker with respect to the parliamentarian the proclamation says to correct errors and oversights to complete its work on proposed constitutional amendments to complete its work on reapportionate those are two separate and distinct things so other than the fact that by fiat you're making a declaration the proclamation is inconsistent no sir the
Speaker 5
2:17
proclamation identifies the four things that we could come back for and we're only telling you that we're coming back for one it's not inconsistent that's identification of what's in the resolution that we passed that allowed us to adjourn we're identifying the reasons we were unadjourned but then we're
Speaker 19
2:31
telling you the reason we're coming back and the reason we're coming back is one item, clear as mud. Representative Brown, you recognize me.
Representative Jerry R. Brown
Unverified
2:48
Mr. Speaker, Mr. Parliamentarian, if we come back at 1.30 Monday, for us that live several miles away, should we anticipate coming back for the
Speaker 5
2:57
entire week? My answer to that's going to be we're going to have to take this day by day, and it's going to be dependent upon the results of the activities of the Senate
Representative Jerry R. Brown
Unverified
3:09
and how they accomplished the mission that's before
Speaker 23
3:12
them. But we will be here a minimum of three days.
Speaker 5
3:18
No, sir. No, sir, not really. The proclamation says to complete the work on reapportionment.
So all the work that's been done on reapportionment up to this point is valid, and so we will only be completing it. And completion of it could end up with just a vote in the Senate. That would be completion, and Mr. Brown will be here only in some situation where there might be action required by the House. That's not anticipated at this moment. Mr. Speaker, if there are no other questions, that's the posture that we're in right now,
and we feel very comfortable with
Representative Robert S. Moore, Jr.
Unverified
3:58
the legality of this, Mr. Walker. Okay, I want to follow up on
Representative Walker's question. Are you clear? Let me tell you what I think, then the parliamentarian will confirm. I hope we're on the same side, Mr. Speaker. Yeah, I hope we are. I'll listen to you before I start talking here. When we issued the proclamation initially, or the resolution initially,
We identified those things that we could, the four items that we talked about. Myself as Speaker and the President, Pro Tem, have identified one item that we are proclaiming that we're coming back for. That's our resolution between two houses. We just identified the one item that we agreed that we're going to come back on. And, therefore, the proclamation states the purpose, and that purpose is limited by the terms in the proclamation.
If you disagree with that, I'm going to overrule you. Do you want to be recognized, Representative Walker? Or was that—okay, that's good. I know I have— Do you want to be recognized? I'll recognize
Representative John W. Walker

you. Thank you, Mr. Speaker. I didn't know how that worked. I didn't either. I just made it up. Well, I think what you and Mr. Massanelli have said and done represent obviously the will of the House,
and I accede to your will. Thank you. The point is encouraging,
Speaker 5
5:45
Mr. Walker. Thank you, Representative Walker. We've just been notified that the Senate has finished its work as far as it can finish it. And so we're in a posthumous speaker for you to. Oh, now I'm hearing he's supposed to get a call from there.
Representative John Burris
Unverified
6:05
Representative Burris, what purpose? Question. Yes, sir. Maybe the last one, but I just want to confirm is the language in our resolution mirrored, or is the language in the Senate resolution mirrored
Speaker 5
6:21
to our resolution exactly? Yes, sir. The resolution that was passed that was going to allow us to begin a recess today was a concurrent resolution which was approved by us in the Senate, both in exact wording, the same as the bill is. So their resolution is our resolution, and our resolution is theirs. It was HCR 1006, but it was conferred in by the Senate.
Representative Donna Hutchinson

6:40
Okay, thank you. Yes, sir. Representative Hutchinson. Announcement. Okay, you recognize. Ladies, if you remember yesterday, we couldn't appear at the Women's Caucus photo, so they have requested that adjournment. The ladies of the House meet down at the bottom of the stairs. They'll take our picture, and then by some work of wizard, they're going to merge us with the Senate ladies and have one picture combined. So I hope you'll meet us down at the bottom of the stairs for that photo.
Speaker 11
7:12
Thank you. Ms. Burris, in further answer to your question, in the proclamation that has been
Speaker 5
7:23
issued, in accordance with that resolution, has been issued by the Speaker and the Pro Tem, So it's
Speaker 23
7:28
consistent with the resolution that we adjourned or recessing under.
Speaker 40

that we've got to come back Monday. Ha, ha, ha. Yeah, well, that ain't no joke, of course. We're going to come back Monday. It limits, I guess it's kind of like, you know, what they say about kissing your sister. Well, it's kind of like kissing your sister twice. We've got to come back Monday, so we're going to see each other again Monday, so I'm not going to spend a lot of time down here saying thank
you, but I do want to spend a few minutes. And, of course, we've got another session to do, too, so it's not like the old days where you come
down and have this teary-eyed goodbye. I'll save that for about a year from now.
But this has been certainly the most interesting experience of my life and I think the most rewarding. I want to first of all, I
want to say, I'll just start with these folks on the line
back here. You see them, you know the work product that we deal with and the efficiency it's done. But these folks back here, folks back in the clerk's office, Sherry, and all of them,
they do a tremendous job, and I'm deeply appreciative to each one of
them. And I think we ought to start by giving them a big round
of applause. I think for the next couple of weeks I'll be waking up in the middle of the night saying prepare the machine Mr. Clerk
I'll talk more to John Allen have anybody in the assembly when you start looking back at it, but they've really
done a great job, and could y'all stick your head in there and get Kay and Kyle, I want to just give them a special recognition, come out here, these are the folks that, these are folks that take care of me, they do a lot for y'all, but these are the two ladies that take care of me. And of
course, without their great care, I've always blessed with a wonderful
mother, a wife that I love more than anything in the world. Takes
good care of me starting the day out and takes care of me when they get through with me. But Kay and Kyle are the ladies that take care of me up here. Is
Speaker 40

Everybody appreciates Lennon. Thank you for everything you do for us. John,
I ask Emily and Judy to step in.
Just let me step to the back door there, because they're the ones that are keeping you and me protected at times and making sure that we know what our business is back home and elsewhere. Judy,
Speaker 30

I told Bill when we began this process three years ago that if I was successful in getting to serve your speaker that he was going to become my new best friend,
and he's become my new best friend. He is a wise counselor, and there ain't much that's happened up here that hasn't been run through Bill, and I appreciate him. And then, of course, this guy that I sit by up here that takes care of me every day.
Tim would never be able to say thank you enough for who you are and what you
Speaker 66
14:03
mean to all of us. I'd come down there and shake your hand, but you figure, but

I'm too old to get down there. I do want to acknowledge our temporary staff, Redcoats, and all the people that help us conducting our affairs day to day
and make folks that come in here welcome, and they do a great job. They're friends of somebody out here personally, and we're glad to have them up here with us. So wherever they are, we want to say thank you to all you guys. And absolutely, absolutely. Well, I might be saving the best of life. i'm still scared of these guys but no i'm just kidding thank you uh to the state troopers who
Speaker 30

I ask you to help me come together, focus on the common good of the people of the state of Arkansas, and you've done that. There are some of us that have strong disagreements on a lot of issues. Some of us have strong disagreements on all issues. But even to those with whom I might personally disagree often with, I respect the passion that you have brought to this chamber.
I appreciate your civility and the dealings that we've had. I don't recall a bad moment. I recall some moments when I get choked up in my PO, but they've all been good. And I mean it. Those of you that are on the other side of the aisle, I appreciate you, and I appreciate your willingness to come and reason and act together
for the people that we represent
in the state of Arkansas. We've done some good things. I ask you to come together on four items of particular interest,
I thought, to all of the people of the state. We pass them with the help, and I'm not going to name everybody because we really will be here all day, but bipartisan support. We passed some important ethics legislation, bipartisan support. We passed some important criminal justice legislation.
With bipartisan support, we asked the opportunity for the people of the state of Arkansas to avail themselves to a means of financing our highway system so important to our safety and economic growth. And with bipartisan support and your generous sharing of GIF, we passed a state water plan and funding mechanism for making sure that the generations that follow us have quality and quantity of our most precious natural resources.
And I thank you for doing that. I want to give a special thanks to Johnny Roebuck and her role as the Democratic Majority Leader, as my opponent in our election to stand here. And I told her earlier today that it was the toughness of that race that gave me the ability for the toughness that was necessary to stand before you and do the job.
So, Johnny, you've done a great job. You're a great friend, and I thank you. And I want to thank my friend, John Burris. John, I applaud your leadership as a minority leader. You've been a good friend. You've been honest to me. we've communicated well I've teed you off
two or three times you've teed me off eight or ten or twenty but we started out telling each other we'd be straight up we'd communicate and we'd be honest and I've done that with you and you've done that with me and I appreciate you and I think we give you for Don My wife's still back there somewhere?
Speaker 40
21:23
Okay. Well, just let the... Come here. She's been wanting to come on

Speaker 48
22:02
We started this venture off almost three years ago, and we started

out as a team, and we have been a team
every step of the way. I've analogized many times, Steve, about my military experience, and I enjoyed some successes in my leadership role in the military, and I did it.
The successes I enjoyed were all, every one of them, because I had a good first sergeant or I had a good platoon sergeant or I had a good XO, and they trusted me. I trusted them. They knew a hell of a lot more about what was going on, and I did, and so I did good, and the same applies here. I've had this team that I trust and support. They're a lot more knowledgeable than I am, but they let me take some of the credit for whatever success that I have shared or been able to enjoy in this position.
I owe it in the largest part to the
Speaker 70

three people that I stand behind. I mean, I love all
Representative Robert S. Moore, Jr.

of them. I love this one the best. And I think we owe a special round of applause to Kathy as chair of joint budget,
because she has done magnets.
to uh to all the to the members of the the various caucus i've talked about the um the republican caucus and relationship there um the uh the women's caucus uh you all have um you all are in charge of everything
anyway i finally figured that out about halfway through life and it got a
lot a lot more simple after i did that but i appreciate you my friends in the in the black caucus uh your leadership has excelled as my committee chairs and my my friends and i thank you um
this has been a an exceptional experience and one if you all hang with me i will spend another 21 months together and get all the job done that we are here to do.
I thank you each and every one. The 88th General Assembly is a great place to be, a great place to serve, but it's time to go home for a short period of time so I'm going to go back up in that chair and say a few magic words on April Fool's Day and folks will be glad
for us to get out of here. Thank you all very much.
Thank you, Mr. Speaker. In accordance with the provision of House Concurrent Resolution 1006, the House of Representatives
