Colleagues, we are very honored today to have with us the members of the Arkansas Medical Society, and they are also in the gallery joining us today. As you know, they provide the assistance in assigning us our doctors of the day, but they do so much more than that. They have been providing for decades physicians for our infirmaries and taking care of this entire state.

was requested by the Arkansas State Highway Employees Retirement System itself. Whenever you talk about a retirement system, the words no financial impact is very, very important to any bill.
This bill has no financial impact whatsoever. They did request, currently they've got a six-member board for this retirement system. They'd like to add a member to that board right now in any kind of tie vote. They have to call the secretary in to break the tie. This is going to make this board a seven-member board, which is therefore unlikely to have a tie vote.
But this position they're wanting to put on this board is the current director of the highway department. They feel like that the experience of this person is something that they need to have on this board and keep that position on the board in the future. Again, this was requested by the retirement system themselves.
I appreciate a good vote. Representative Kerr has explained the bill. Does anyone wish to speak against the bill, for the

to you straight as I can you know when we come down here as freshmen everybody wants you to they want you to do something for them and they're well intentioned when they give you a bill and they say this little bill don't do much you know we just need to you know we need to tweak this up this is unfair and it sounds easy when they they bring it to you just do the right thing and uh it sounds it sounds good and i i went i went down there thinking you know this is going to be easy and i assure you it's not
and i'll tell you another thing i didn't realize that there's a little bills affect so many people in so many ways. But that is a tough job we've got, people. And I was ill-prepared. And I thought everything was going to go good. And when I was sitting there and went to the vote, after Representative House got up and started talking, I started to say, save yourself, guys. That's what I'm going to do. I'm going to vote with him. Because Representative House did a wonderful job.
Representative House, you did a wonderful job of explaining. And I did a very lousy job of explaining it because I didn't understand it. And I felt sorry for my colleagues. My seatmate leaned over and said, I'm going to have to vote against you, but I love you anyway. But, you know, I want to come here today, and just as honest and sincerely as I can, I went to Representative House, and I said, Representative House, you brought your A game today, and you did an outstanding job. And I said, and he's a freshman, too.
And I was impressed. So Representative House has agreed to work with me. If y'all will allow me to pull that boat down and expunge that bill. And we're going to start fresh because I think it would be easier to fix another one. But Representative House wants to work with us. And I think this would be a good way to start out this session. I'm a Democrat. Representative House is a Republican. And he's willing to work with me. And, you know, there are a lot of people that after everything changed down here, they say, well, man, we don't know how that's going to work down there.
But if y'all give me this chance and and and I'm speaking to the Democrats, about half of y'all bailed out on me, too. By the way. Yeah, I'm equal opportunity on this. okay? But Representative House, I want to take my hat off to you for a freshman. He's very knowledgeable, and I want to work with him. If y'all give me that opportunity, I
appreciate it. And I want to say something else. Representative Bell, he said, we could have put the clincher on you, and you didn't, and I appreciate that. Thank you very much, and I appreciate a good

Thank you very much for your kind words. As I mentioned in my talk the other day, we still have a problem with levy districts. Representative McElroy is paying $0.27 tax on his home, and the guy next door to him is paying several hundred dollars. The problem still exists. We need to get it fixed. And he and I have become very good friends. He's kissed me twice. And I've let him hold my hand. We will fix the bill in committee if the chairman moves it back, sends it back to committee without objection,
if the vote is expunged, and I do agree with this motion.

House Bill 1045 by Joint Budget Committee, an act for the Arkansas Soybean Promotion Board Appropriation for the 2013-2014 fiscal year. all right members we're going
to do things a little bit different today you'll notice there's uh 10 appropriations on the yellow calendar as we start going through the budget process we're going to have a larger and larger calendar every day and so the way we've done it in the past is we have batched the appropriation bills together and so we've
gone through a process where you vote one time and that votes for every single bill in that badge. And so what we're going to do today while we're kind of getting started, we thought we'd just kind of go through the badge process, try that out while we have a smaller calendar. So the way this works normally is I'll read through the bills. If anyone has a bill that they have a question about or a concern about or you want to vote on separately, just stand up and let me know and we'll take that bill out of the badge.
And so that'll be the process. So are there any questions at this time about the process? Okay, well, with that, I'm going to start down the list. So, members, the issue is the passage of the appropriation bills and emergency clauses on the list before you. I'm going to read down the list of bills one by one by bill number. If there is one objection to the consideration of a bill, It will be removed from the list and placed on the regular joint budget calendar for later consideration.

1071 by joint budget committee and act for the department of career education technical institutes general improvement appropriation all right this is house
bill 1071 is it is a little bit different if you look at the bill
It's a general improvement bill. What happened, this was part of the recommendations in the fall. There's three technical colleges that have the statutory authority to allow their general revenue fund balances at the end of the year to roll over into the next year. And due to unique circumstances, instead of running this as a supplemental appropriation,
we're running it as a general improvement bill. There wasn't an existing appropriation to add a supplemental to. And so this is for the current fiscal year. It's $250,000, and it's a fairly routine thing.
