of Allegiance to be led by Representative Debbie Hobbs. Good afternoon. It's nice to see you all again. Please join me in prayer. Lord, we thank you for today, a beautiful day. Lord, we know that your scripture tells us in Romans 13 that the work that the government does is good, and it is for our good. And so, Lord, I just want to thank you for the good and the honorable service that everyone is giving.
And, Lord, I pray that as they start to get e-mails and all kinds of opinions about everything going on that they're working on, Lord, I pray that you'll just encourage them with the gratefulness that they're doing good. And, Lord, I also pray that you'll help us to take the standard of that. I pray that you will guide them to the wisdom to do good for the people of Arkansas, that you'll give them the wisdom to make the best decisions, guide them in their process and all that they do. Lord, we thank you for Jesus and what salvation means to us. In his name we pray. Amen. Amen.

Mr. Clerk. Amendment 2 to House Bill 1034. Thank you, Mr. Speaker. Ladies and gentlemen, my amendment is a one-sentence amendment to Representative Whitaker's bill, which would require members of advertising and promotion commissions to file the same statement of financial interest that all of us have to file as public officials.
My one-sentence amendment would require the same of members of Research Park authority boards. And as many of you know, members of such authority boards are appointed by various public entities to represent various public interests. And this amendment came to me from constituents with regard to the Little Rock Technology Park Authority Board. In that particular board, representatives are appointed to represent the city of Little Rock, UALR, and UAMS.
And obviously those are all public entities. And this board is entrusted to make decisions that affect many lives. And specifically in the case of Little Rock, we're talking about people's homes and their livelihoods. And it also impacts business interests. And so for the sake of transparency and to alleviate the concerns of citizens who want to make sure that decisions are being made with the public interest in mind, I'm proposing to require members of such a board to file the same statement of financial interest that all of us would file.
And with that, Mr. Speaker, I'll be glad to take a question. Representative Clambery, I
Speaker 25

can ask for a question. Thank you. Representative Saban, what day is that financial statement due? The statement

Sure. Thank you. I'd appreciate a good vote. The one thing I'll add before I close, if I can, Mr. Speaker,
is this amendment passed unanimously yesterday in the Rules Committee. So I'd appreciate a good vote. Representative Saban
has spoken for the amendment. Does anyone wish to speak against the amendment? For the amendment. Representative Saban is closed for the amendment. All in favor. A question before the House. Passage of Amendment 2 to House
Bill 1034. All in favor say aye. Any opposed? Motion carries. Send the bill to engrossing, Mr. Clerk. Members, we have guests of Representative Wes Wagner in the gallery, the Manila 4th and 5th grade gifted and talented students.
Welcome. Members also in the gallery, as guests are Representative Greg Letting, Mr. Don Johnson and guests in town for the PTA
Legislative Conference. Mr. Johnson was Greg's elementary school principal, so welcome Mr. Johnson. The morning

landing aircraft. Representative Jett, you're recognized to explain

your bill. Thank you, Mr. Speaker. I'm not taking advice from Representative McElroy, by the way. Members, this bill is an act to extend a limitation of liability for permitting recreational use of land to a landowner amidst free use of landowner's property.
Bottom line is this gives landowners liability protection if an aircraft lands on their property. Sixteen states have enacted this legislation. Nine is in the process of doing it right now, and the other 25 is going to be coming up here shortly. And we're trying to make a uniform bill across the whole United States. So this is a good piece of legislation, and I appreciate a good vote.
Speaker 18
8:08
Representative Jed has explained the bill. Does anyone
wish to speak against the bill, for the bill? Representative Callett, you're recognized to speak for the bill.
Thank you, Mr. Speaker. Members, most farmers, especially in the East and South Arkansas, They have a grass strip on their farm for crop dusting purposes, and they're real reluctant about allowing other pilots to land on it because of the liability issues. I have a grass strip also on my farm, 2,600-foot runway, and I'm reluctant to let anybody else land on it because of the liability issues. This will allow landowners, property owners that have grass strips,
private grass strips, to let their neighbor come over and visit. So I appreciate a good vote. Thank you. Representative
Callett has spoken in favor of the bill. Does anyone wish to speak against the bill, for the bill? Representative Jed, you're
closed for the bill. The question before the House is passage of House Bill 1020. Prepare the machine, Mr. Clerk. Has everyone voted? Has everyone voted? Cast off the ballots, Mr. Clerk. With 95 yeas, 1 nay, and 0 present, you have passed the bill.
Move to the yellow budget calendar.

we're going to go ahead and batch bills as we did yesterday. We're going to batch from HB 1061 at the top of the first page down to SB 99 on the second page. And so it's going to be the exact same process.
I'm going to read through the bills. And if there's a bill that you want to pull out of the batch, just stand up. and we'll vote on that bill or any of those bills separately. So, members, the issue is the passage of the appropriation bills and emergency clauses on the list before you. I'm going to read down the list of bills one by one by bill number.
