to explain the amendment. Colleagues, this is Senate Bill 125. Bobby Pierce sponsored this last year in the House, dealt with just school buses. It's been added by the compressed natural gas people and butane people that they wanted to add companies, city and county, state governments, any companies that qualify as corporations. There's no funding on this right now.
If there's ever federal grants to give incentives to move gas and diesel-burning trucks and fleet vehicles over to compress natural gas or butane. This will allow it. And when we got out here, we got a due pass as amended in the Ag Committee, and here's what the amendment says. They got out here and found out they didn't have the language on the vehicles. There's four fleets of vehicles that they wanted to identify. It caps out a $5,000 amount to be granted to vehicles that are
under 8,500 pounds. It also caps an $8,000 grant for gross vehicles that go between 8,500 and 14,000 pounds. And the third vehicle is a $20,000 cap on vehicles that weigh more than 14,000 pounds and 26,000 pounds. And the fourth category is anything over 32,000, excuse me, 26,000 pounds will be a $32,000 cap on the conversion of the grant. I'd appreciate a good vote.

House Resolution 1002, Representative Carter et al., to commemorate the 100th anniversary of the State Bank Department in Arkansas, be it resolved by the House of Representatives of the 89th General Assembly of the State of Arkansas, whereas the State Bank Department was created by Act 113 of 1913, entitled An Act for the Organization and Control of Banks, Trust Companies, and Saving Banks,
approved on March 3, 1913, and whereas the first Arkansas Bank Commissioner was John McKissick Davis, who with 16 years of banking experience at the age of 41 was appointed by Governor Joe T. Robinson in 1913, And whereas, under Act 113, the State Bank Department's initial 10-person staff began its work with the receipt of all the corporate records of the state chartered banks, trust companies, and savings banks from their former repository, the Arkansas Secretary of State.
And whereas the assets monitored by the state bank department have increased from $67.2 million in 1914, according to the first annual report of the bank commissioner, to $48.8 billion on December 10, 2012. And whereas the state bank department is a regulatory and chartering authority for banks choosing an Arkansas state charter, supervises banks, trust companies, savings and loan associations, and both in-state and out-of-state investment companies,
ensures that state chartered banks are operated in a sound manner and the credit needs of communities are met, reviews applications to establish new banks, branch offices, changes in control, and main office relocations, and promulgates rules to regulate banks and banking practices, and whereas Arkansas bank examiners evaluate the quality of overall risk management, assess capital adequacy, asset quality, earnings performance, liquidity, and sensitivity to interest rate movements,
review policies and procedures and adherence to policies, check for compliance with laws and regulations, and determine if internal controls and audit programs are adequate. Whereas Candace A. Franks, the current bank commissioner, was appointed as the 21st bank commissioner by Governor Mike Beebe in 2007, following 27 years with the State Bank Department, and is the first female in the state's history to serve as the bank commissioner. and whereas the State Bank Department's mission is to provide a legal and regulatory structure for Arkansas
that provides the public with convenient, safe, and competitive banking, which allows for economic development within this state, and whereas the State Bank Department has steadfastly fulfilled its mission and proudly served the citizens and financial community of the state of Arkansas for over 100 years, Now, therefore, be it resolved by the House of Representatives of the 89th General Assembly of the state of Arkansas that the House of Representatives of the 89th General Assembly commemorates the 100th anniversary of the State Bank Department's service to the state of Arkansas and congratulates it on its exemplary record of service to the state.

your bill. Thank you, Mr. Speaker. I bring to you today House Bill 1195, and let me begin by saying this is the quintessential bill that didn't do anything that, uh-oh, it did. I ran this bill last session at the bequest of some people.
and learned a valuable lesson that don't stand in that hallway a couple of days before bill filing deadline or you get to run stuff that you might not should. Long story short, this bill took some language out that we thought was helping when it came to boat manufacturers and demo tags and those of you that served with us in the 88th remember the impassioned plea that I gave you to pass this bill two years ago, well, I come back with egg on my face
and stand a changed man and ask for your consent to put the language back in that this is language we took out of the bill two years ago. It apparently created 84 other problems than the one that actually fixed. So my agreement with these folks through some of Representative Overby's constituents and Representative Lampkin and Representative Link's constituents was, let's go unring that bell if we can. So if you will, I'd be honored if you'd help me fix this wrong, correct this bill,

This is a little old bill that doesn't do much unless you have a developmentally disabled child. The original bill was passed in 2007 to allow state employees eight hours of annual leave to attend educational things for their children, opportunities.
But anyway, in 2011, it was amended to define exactly who could attend, but some people felt like it had left out certain categories of students naming, I mean, the developmentally disabled. So this is just an amendment to make sure the developmentally disabled children, parents of developmentally disabled children are included in this. And I hope I get a good vote. Thank you. explain the bill. Thank you, Mr. Speaker. Colleagues, currently, the law in Arkansas today prohibits people, understandably, from operating all-terrain vehicles on public roads and highways, but there are a few exceptions.
If you've got a farming operation and you need to cross a public road to get to the field, that's just fine. If you've got a hunting operation and you need to cross a public road, that's fine, too. If you're a law enforcement official and you need to get across campus on a crowded game day in Fayetteville or Jonesboro or even here in Little Rock, that's just fine. All we're doing today is adding on-duty firefighters and emergency medical technicians to the list of people who can lawfully operate all-terrain vehicles on public roads and highways. Back home and in other communities, you're starting to see more and more paved trails.
We've got a pretty extensive network back home in Fayetteville. There was a point when I had the time, energy, and motivation to run on those trails regularly. I haven't had that in quite a while. But if I were to work up that energy this weekend when I go home and go out for a run and have a heart attack, the odds of which are going up every day that we're down here, the EMTs might have a hard time getting to me. And we've actually seen some accidents on our trails back home, and the firefighters and EMTs had trouble getting to these people. So that's all we're doing today. If you are already allowed to operate these ATVs on these roads, that's not going away.
We are just adding on-duty firefighters, EMTs, and I'll take any questions. All right. I'd appreciate a good vote. Thank you. Representative Letting
