Now, under current state law, cities can permit golf carts on city streets only to go between a residence and a golf course. And this bill is going to remove that restriction, and it's going to allow cities the option to permit golf cart operation anywhere they want to on a city street. Operation of golf carts are still prohibited on federal and state highways and county roads. And this is a municipal league bill, so it's supported by all the cities. Thank you. Thank you, Mr. Speaker. Members, this House Bill 1197 is an ADEQ bill. It is in regards to some existing regulation on non-municipal wastewater systems. That affects 67 systems in the state. This bill clarifies who exactly is subject to the regulation. It adds flexibility for ADEQ to either waive or reduce the regulation to a specific system. And it adds additional mechanisms to make it easier for the owner-operators of these systems to comply with the regulation. This is agreed upon between ADEQ and the stakeholders. This bill originated from an idea of the Saline County Clerk represented by Representative Clemmer, Mayberry, Davis, and myself, Dennis Milligan, who, as you noticed, while it goes in. And this idea has also been embraced by all the other circuit clerks, so I come to you with this bill with the embracing and support of the circuit clerk. What this bill basically does is direct that, with regards to any properties that are going to be sold, that the circuit clerk should be appointed to make the sale, and any proceeds from that would be contributed or deposited into account under the authority of the county government. and basically what it's going to do is just make sure the money stays in-house within the circuit clerk's office. The reason the account was set up was to make sure that through the early stages of this, any expenses that might come as a result of that could be properly tracked, and Association of Counties was agreeable to all this as well. I have a very nitpicky husband who said, if we get you down to the legislature, I want you to do two or three things for me. And one of them is I want you to change the number of days that it takes to respond to a writ of garnishment. About two years ago, what happened is the rules of civil procedure were changed and service of process was changed from 20 days to 30 days. And so this bill basically brings the garnishment statute into compliance with the same time to respond as to all other services of process. It's really pretty basic and simple. recognized to explain the bill. Thank you, Mr. Speaker. Members, this is a bill, just to clarify, where federal law trumps state law and where federal law is silent, state law controls. On February 7th of this year, the Dodd-Frank Act took effect. And it governs remittance transfers. Prior to Dodd-Frank, remittance transfers were governed somewhat by the UCC Article 4. So now that Dodd-Frank has encroached upon the territory of UCC Article 4, we need to make sure that where UCC Article 4, I'm sorry, where Dodd-Frank is silent, state law applies. A remittance transfer is nothing more than a wire transfer from a consumer in the United States to someone in a foreign country. And Dodd-Frank Act included some protections, consumer protections, to provide some security and safety for consumers transferring money internationally. This act simply just allows a state law to apply where federal law does not apply. And I would appreciate a good vote. Representative Williams has explained the bill.

one to House Bill 1202. Representative Baird, you're recognized. Members, this is an amendment to House Bill 1202. It's an amendment that was passed out of the Joint Budget Committee yesterday by Representative Sabin. What it does is effective January 1st of 2014, a new computerized GED test will be required at a cost of $120 per test. The old test was about $26 per test. This amendment is appropriation only that would possibly allow the department to pay for a portion or all of those tests in the future. So it's appropriation only. There's a possibility there may be funding.
