Thank you, Mr. Speaker. Representative Hammer, I just kind of wanted to maybe take it a step further to maybe help answer that question a little bit. The fees are to match the Common Core curriculum fees across the country nationwide. The fee is $120 that will be assessed now on the GED program. But there are four tests, $30 apiece. So your question, as I take it, was the test would be $120 per taking of the test. That's actually, it's only $30 per phase of each test. So to that, I just wanted to clarify that. Representative Hammer, for what purpose? Question, please. You were recognized for

day in committee, and before all of us, unless I'm misinterpreting it, if I am, I extend my apologies to the body for wasting the time. But I was under the impression that they could take it up to three times. If somebody takes the GED test and fails it, and they fail any one section, then it would only be $30 per section after that. If they fail the whole test, it would be another $120, and they have up to three times to do that. My concern is that we are being asked to make an appropriation for an item of which we do not have any parameters whereby that money is going to be spent. So I think that it needs to be clearly stated in how this is going to be spent if we're going to spend $120 plus a $30 per section or what, because basically we're just giving them money and saying, here, go spend it any way you want to, and we as a body don't know for sure what the criteria is. That's my concern. It's not $30 or $120. I want everybody to have a GED. I want everybody to have the best possible chance to get it. But I think for us just to say, here, go spend it, is not a good standard for us to set as a body. Thank you. Thank you. You bet. Thank you, Speaker. Representative Hives, for what purpose?

supposed to wait to wait. Thank you, Mr. Speaker. You know, it's difficult to speak against a bill like this because it is giving people a second chance at an education. However, I'm not sure how many, I think it was 15,000 tests that this will pay for. I'm not sure how many people actually take a test per year. Also, you know, these are people that had an opportunity at a free education. By free, I mean paid for by the taxpayers. For some reason, whether, you know, they had to help with family expenses, get a job or whatever, I mean, there was a choice made there. And I'm all for helping people. However, I'm not for taxpayers who made the choice to stay in school, to get jobs, to become taxpayers, to foot the full bill. Currently, I think these people that take the classes, it's at free of charge for them. And again, I'm for helping people, but I do believe people should be willing to pay for something themselves as well. And I think this appropriation will take away that incentive. Thank you. Ripson Burris, for what purpose? Question for

Representative Warwick Sabin Unverified 5:25
Thank you, Mr. Speaker. I just want to clarify for everybody in this body that what we're talking about is simply an appropriation. And as I had explained yesterday to the satisfaction of the Joint Budget Committee, which is why we're here today, We've been trying to work on a bipartisan basis and a bicameral basis with various senators and representatives from both parties to address this issue, which is simply that the National GED Testing Service has required and mandated Arkansas to adopt the computer version of the GED test, which means that the cost of it is going up, again, from $26 a test to $120 a test. This appropriation doesn't set policy for the state. And so as it was explained to me and why I offered this appropriation in the first place, is that in order for us to kind of deal with this issue and decide what that policy will be, respective to some of the concerns raised by Representative Hobbs and Representative Hammer, which I think are good concerns, the first step was to do this appropriation and just make sure that the ability for the state to administer this test is preserved. We're not funding the appropriation today. I know we all know how the budget process works. So we're not committing the funding. We're just authorizing the appropriation. And I can commit to this body that we're going to be working really hard to make sure that whatever policy we adopt, And I think that, obviously, whatever policy we adopt with regard to the GED will have to pass muster with a majority of membership in both bodies. So all I respectfully ask is that since we dealt with this issue at length yesterday in joint budget and it passed through and came here, allow us the opportunity to let this process proceed and appreciate a good vote. Thank you. Representative Wilkins, for what purpose?

the amendment. I want to make it clear on the basis of the comments a while ago, I am not against the intent of anybody being assisted to get help with regards to continuing their education. However, I do believe that as a legislative body, we have a responsibility. If I'm not mistaken, there was appropriation last year, and if I remember right, and somebody can correct me if I'm wrong, in committee, that they did not spend all the money they were appropriated last time for this specific issue. And I understand that the value of the test is going up to no fault of our own because it's a mandated issue, as I understand, in connection with Common Core. I understand all that. But we are asked from time to time to appropriate money, to give money, to make possible to get money, if you want to talk about it in those terms. And sometimes the guidelines that would require or set the expectation of how that money is going to be spent does not accompany it. Now, I don't feel we ought to have this debate at all if the agency would have brought those issues to us at the time when they asked for the appropriation. And this is an example of what we're going to have to deal with because we are on a tight budget this year. So I'm going to vote against it just simply because we weren't provided all the information that we need when the appropriation was asked for. That's the reason I'm asking you to vote down this time. We can pick it back up, and I'll be glad

to answer any questions. Representative Wilkins, for a purpose. Question. You recognize. Thank you, Representative Hammer. Is it not correct that just about every one of our agencies has excess appropriation which makes it possible for the agencies in the interim to address the issues that may come up fiscal

and otherwise related to the programming and responsibility of those agencies?
▶ Play Suggest a correction Report an error
Representative Kim Hammer Unverified 9:50
You are certainly more knowledgeable than the budget process I am, so I don't know that I could disagree with that. But I'm not speaking to the dollar. I'm speaking to the principal. And the principal of the matter is that we asked for something that we have not been delivered to yet. And it could be a dollar. It could be a million dollars. It could be $3 million. But we have
▶ Play Suggest a correction Report an error
Speaker 29 10:14
not had a reasonable, what I feel, request responded to. So you're saying that this excess appropriation is problematic because the details that you're referring to have not yet been presented to us?
▶ Play Suggest a correction Report an error
Representative Kim Hammer Unverified 10:27
I would say that the issue of the excess appropriation is not the issue. It's the fact that the way in which the funding and the criteria for which any funding is going to be spent has not been addressed yet. But is it not
▶ Play Suggest a correction Report an error
Speaker 29 10:41
correct that we're not voting on funding? I guess
▶ Play Suggest a correction Report an error

that would probably be correct in my way of thinking, and I may be wrong, and I may... No, you're right. Okay,

purpose? You recognize? Representative Hammer, isn't it true that all you're asking for is a common courtesy that's been a tradition that's extended to all members in the past of just holding this for a day or two for clarification of some information? That is a fair statement. Also, I want
▶ Play Suggest a correction Report an error
Representative Kim Hammer Unverified 11:22
to respond to that by saying this is not a power play or anything political. It's something that we have asked for. It seems to be of common interest to everybody else that was at the meeting yesterday, and to my knowledge, as of this date, it's not been responded to. Thank you all very much. I appreciate you

if each one of you would look in your heart, Now, did you ever make some bad decisions when you were 17, drop out of school, say, well, I'd like to go back, but since I don't have an education, don't have a job, I don't have a GED. See, $100 is not a lot to some of y'all or some of me, but to some people, that's a lot of money. And back home, that's the people that I represent. And if we don't educate our children, how are they going to go on to be productive citizens and pay taxes? Please don't rob the people of their education and their chance at bettering their self. I'd appreciate a good vote.

Representative Stephen Meeks Unverified 13:16
Members, I don't want to drag this out anymore than it probably already has been drug out. I'm not necessarily opposed to this amendment, but one of our colleagues has asked for some courtesy for a few minutes, a day or two, just to get some more information. And I think as a body, as a courtesy to this member, that we should extend that courtesy, vote this down, give them a day or two to get more comfortable with it. We'll come back, we'll take another vote on it, and we'll be on our way. I think if any of us, if we were in Representative Hammer's position, we would ask no less of this body. So I'd ask you to vote this down today, give Mr. Hammer the time he needs to get comfortable with this. We'll come back and we'll take a second look at it. Thank you.

Thank you, Mr. Speaker. Members, this is only an amendment to the bill. If we amend the bill today, it's going to remain in the Joint Budget Committee. So we'll have time to continue to look at the situation and make sure we're happy with it before the bill comes back to the floor. So it is just an amendment that we're voting on today.

Leave those on the calendar for tomorrow. We'll pass over those bills. And then, members, we have 18 other bills. Like yesterday, they're a mix of revenue sources, general revenue, special revenue, cash funds, and federal revenues. We're going to batch these again today.
