Thank you, Mr. Speaker. Representative Hammer, I just kind of wanted to maybe take it a step further to maybe help answer that question a little bit. The fees are to match the Common Core curriculum fees across the country nationwide. The fee is $120 that will be assessed now on the GED program.
But there are four tests, $30 apiece. So your question, as I take it, was the test would be $120 per taking of the test. That's actually, it's only $30 per phase of each test. day in committee, and before all of us, unless I'm misinterpreting it, if I am, I extend my apologies to the body for wasting the time.
But I was under the impression that they could take it up to three times. If somebody takes the GED test and fails it, and they fail any one section, then it would only be $30 per section after that. If they fail the whole test, it would be another $120, and they have up to three times to do that. My concern is that we are being asked to make an appropriation for an item of which we do not have any parameters whereby that money is going to be spent. So I think that it needs to be clearly stated in how this is going to be spent if we're going to spend $120 plus a $30 per section or what,
because basically we're just giving them money and saying, here, go spend it any way you want to, and we as a body don't know for sure what the criteria is. That's my concern. It's not $30 or $120. I want everybody to have a GED. I want everybody to have the best possible chance to get it. But I think for us just to say, here, go spend it, is not a good standard for us to set as a body. You know, it's difficult to speak against a bill like this because it is giving people a second chance at an education. However, I'm not sure how many, I think it was 15,000 tests that this will pay for. I'm not sure how many people actually take a test per year. Also, you know, these are people that had an opportunity at a free education. By free, I mean paid for by the taxpayers.
For some reason, whether, you know, they had to help with family expenses, get a job or whatever, I mean, there was a choice made there. And I'm all for helping people. However, I'm not for taxpayers who made the choice to stay in school, to get jobs, to become taxpayers, to foot the full bill. Currently, I think these people that take the classes, it's at free of charge for them.
And again, I'm for helping people, but I do believe people should be willing to

Thank you, Mr. Speaker. I just want to clarify for everybody in this body that what we're talking about is simply an appropriation. And as I had explained yesterday to the satisfaction of the Joint Budget Committee, which is why we're here today, We've been trying to work on a bipartisan basis and a bicameral basis with various senators and representatives from both parties to address this issue, which is simply that the National GED Testing Service has required and mandated Arkansas to adopt the computer version of the GED test,
which means that the cost of it is going up, again, from $26 a test to $120 a test. This appropriation doesn't set policy for the state. And so as it was explained to me and why I offered this appropriation in the first place, is that in order for us to kind of deal with this issue and decide what that policy will be, respective to some of the concerns raised by Representative Hobbs and Representative Hammer, which I think are good concerns, the first step was to do this appropriation
and just make sure that the ability for the state to administer this test is preserved. We're not funding the appropriation today. I know we all know how the budget process works. So we're not committing the funding. We're just authorizing the appropriation. And I can commit to this body that we're going to be working really hard to make sure that whatever policy we adopt, And I think that, obviously, whatever policy we adopt with regard to the GED will have to pass muster with a majority of membership in both bodies.
So all I respectfully ask is that since we dealt with this issue at length yesterday in joint budget and it passed through and came here, allow us the opportunity to let this process proceed and appreciate a good vote. Thank you. Representative Wilkins, for what purpose?

the amendment. I want to make it clear on the basis of the comments a while ago, I am not against the intent of anybody being assisted to get help with regards to continuing their education. However, I do believe that as a legislative body, we have a responsibility.
If I'm not mistaken, there was appropriation last year, and if I remember right, and somebody can correct me if I'm wrong, in committee, that they did not spend all the money they were appropriated last time for this specific issue. And I understand that the value of the test is going up to no fault of our own because it's a mandated issue, as I understand, in connection with Common Core. I understand all that. But we are asked from time to time to appropriate money, to give money, to make possible to get money, if you want to talk about it in those terms.
And sometimes the guidelines that would require or set the expectation of how that money is going to be spent does not accompany it. Now, I don't feel we ought to have this debate at all if the agency would have brought those issues to us at the time when they asked for the appropriation. And this is an example of what we're going to have to deal with because we are on a tight budget this year. So I'm going to vote against it just simply because we weren't provided all the information that we need when the appropriation was asked for.
