let us pray our father in heaven we come before you today mindful of those who are broken and brokenhearted in a place like this and in fact in most public places we would never acknowledge our broken heartedness. God, there are tears that only you see, burdens that only you know about. And I don't know if there are many in this body who are struggling or whether there's only one
that you've led me to intercede for today. But God, in obedience then, we simply go back to Psalm 34 as we did yesterday and remind ourselves that you've promised not only to hear the cry of those who are broken but to draw near them thank you god that you hear us and that you're near to us and i pray that promise would be kept mightily

Following the 2023 tornadoes caused significant damage in central and eastern Arkansas. There was a group that led a reforestation initiative through their church. It was called the Trinity Tree Project. It has planted well over 300 trees in Little Rock so far. resolution. - Thank you, Mr. Speaker. Members, I appreciate the opportunity
to present this resolution to you. You know me, and if this were not an important matter, would not be standing in front of you today as you're well aware agriculture in the state of arkansas is our largest industry contributing more than 25 billion dollars annually to our economy poultry production accounts for nearly seven billion dollars of that total number poultry is the largest agricultural commodity in arkansas arkansas ranks third in the nation for broiler
production or nearly 8 billion pounds of broiler meat. That is a lot of Chick-fil-A chicken nuggets representative shepherd. All that to say poultry producers are in Arkansas are a vital part of the total agricultural economy. The past few months have been very difficult for my poultry producing neighbors and friends along the Illinois River watershed in Washington and Benton counties. For 40 years, the state of Oklahoma and the state of Arkansas have been in litigation regarding nutrient management in the Illinois River watershed.
The state of Arkansas poultry producers, poultry integrators have been excellent partners in creating laws, strategies, and plans and have spent over $750 million to improve these quality issues for our neighbors. Science-backed facts prove that producers have met all of these requirements and have been abiding by these laws and regulations set forth by state and federal government. Because of this great work, the lawsuit has remained in remedy since 2009.
However, in November of last year, the Oklahoma court signaled it wanted to move toward issuing a ruling and gave poultry integrators a deadline to respond with information. The information, amicus briefs, and more were all submitted. However, the court rejected all of these appeals. So we stand today with the matter at the 10th Circuit of Appeals after rejection of settlements from the plaintiffs. Myself and my colleagues, also affected by this lawsuit,
have been in conversations with Governor Sanders, Secretary Rollins, Deputy Secretary Vaden, A.G. Griffin, Secretary Ward, the governor of Oklahoma, The Speaker of the House of Oklahoma and numerous representatives in the state of Oklahoma, and they've all been extremely supportive of this because it affects their poultry producers as well. Overall, this is an unfair and unfounded lawsuit based on a political gain. And if not settled, hundreds of poultry producers in the Illinois River watershed
will not receive renewals of their contracts, forcing personal bankruptcies, loss of revenue for the state of Arkansas, and overall loss of food supply. I appreciate you, my colleagues and friends, joining me in support of this resolution, our Arkansas poultry producers, and continuing to fight for their livelihood and for agriculture in the state of Arkansas. Mr. Speaker, I would ask that the clerk read the resolution and title only.

Concurrent Memorial Resolution 1001. House Concurrent Memorial Resolution 1001 by Representative Steele in respectful memory of Bishop Kenneth Liddell Robinson, Sr. and in recognition of his many contributions to the state of Arkansas and to his local community.
Representative Steele, you are recognized to present your resolution.
thank you mr. speaker ladies and gentlemen of the house
we have lost a jewel of a man a man who gave his life to god at an early age and traveled most parts of this state, if not all, preaching the gospel for many, many years. Bishop Kenneth Robinson was a man of integrity. He was an entrepreneur, a successful businessman, and the bishop of the entire state of Arkansas.
Speaker, colleagues, Bishop Robertson wore many hats, quartet singer-bishop, funeral home director, so many, so many titles. I guess the best way to put it in one word probably is to say he was a philanthropist, phileo-anthropos, love of humanity. And so in this hour, we just would love to have this resolution on his behalf, a great brother indeed.
We were personal friends, died at such a young age, but touched so many lives, so many, in the city of Little

the resolution whereas bishop kenneth liddell robinson senior passed
away on sunday april 12 2026 in little rock arkansas at the age of 61 and whereas bishop robinson was a pastor singer musician radio personality and businessman active in central arkansas throughout his life and whereas bishop robinson was the son of ulysses robinson jr and Lee Ella Robinson, and Bishop Robinson grew up in the McAlmont community of North Little Rock. And whereas Bishop Robinson's father, Ulysses Robinson Jr., was a pastor, radio announcer, and gospel music performer, and Bishop Robinson's parents raised him in church,

are recognized. Thank you, Mr. Speaker. Members, we're going to try to batch some of these. We're passing over House Bill 1024. So that one is being passed over again today, House Bill 1024. If you look at House Bill 1006 and you go over to the second page all the way down through House Bill 1078, these are general appropriations.
There's no increase in funding to these except for the ones that are higher education. And higher ed comes specifically from their performance formula. So any increases and decreases in funding to any appropriations in this batch are specifically for the higher ed, and they're specifically based on their performance formula. So we're going to try to batch, again, passing over 1024, 1,006, all the way down through 1078. So if there's any members that want to pull any of those out for a special vote, just let us know, and we'll do that.

do you have a question? Just a point of clarification.
If you look at the bills from 1006 all the way to 1078, those are general appropriation bills. Those are the only ones we're going to batch first. Then some of these are reappropriation bills. We're going to take those up separately because I want to make sure that y'all understand that these reappropriation bills are just continuing capital projects that have already
been started, and so they're a continuation of capital projects. Then there are four supplementals, which are requests for additional funding, and I'll I'll go through those separately so that you can understand what the supplementals are for. So on this, so anyone, anybody wants to pull out, I'll make sure we're clear what we're batching and what we're not batching. So Representative Ray, I've marked you down for those. I think we have, when we batch those, I'll make sure we pull those out separate. But this first batch will just be 10-0-6, passing over 10-24, down to 10-78.

Johnson, you're recognized. Members, I think the easiest way to do this, if you look on the second page of your yellow calendar, we're going to mark the supplemental bills first. There are four of those. So if you look at House Bill 1086, 1087, 1088, and then House Bill 1094,
those four bills are supplemental bills. If it's appropriate, I'll go ahead and explain those, and then we'll try to batch those. If anybody wants to pull one out, they can. So I know we're pulling out 1087. Do y'all want to, why don't we just, there's just four. Can we take them individually? I'm going to present these individually. How about that? Because there's just four of them, and I want to explain each of them. So House Bill 1086, this is a supplemental request from the Pulaski County Technical College. They have funding there. It's no additional revenue or additional funding. This is for them to build a culinary school building facility.
They have the money there. They're just looking for that extra appropriation. Happy to answer any questions on that supplemental request, House Bill 1086. C9, appreciate a good vote. Your one vote is for the bill and the emergency clause. Thank you. Representative
