resolution 1034 by Representative Moore to express support for Arkansas poultry producers in the Illinois river watershed and to urge a return to good faith negotiations. p re s ent ed more you are recognized to explain your resolution

Speaker 54 24:06
Thank you Mr Speaker. Members, I appreciate the opportunity to present this resolution to you you know me and if this were not an important matter I would not be standing in front of you today as you're well aware agriculture in the state of Arkansas is our largest industry contributing more than $25 billion annually to our economy. Poultry production accounts for nearly7 billion dollars of that total number.poultry is the largest agricultural commod ity in Arkansas. Arkansas ranks third in the nation for broiler production or nearly 8 billion pounds of broiler meat that is a lot of Chick fil A chicken nuggets representative shepherd all that to say poultry producers are in Arkansas are a vital part of the total agricultural economy. the past few months have been very difficult for my poultry producing neighbors and friends along the Illinois river watershed in Washington and Benton counties for 40 years the state of Oklahoma and the state of Arkansas have been in litigation regarding nutrient management in theilllinoisriver watershed the state of Arkansas poultry producers poultry integrators have been excellent partners in creating laws strategies and plans and have spent over750 million dollars to improve these quality issues for our neighbors ci ence b ack ed facts prove that producers have met all of these requirements and have been abiding by these laws and regulations set forth by state and federal government because of this great work the lawsuit has remained in remedy since 2009. However in November of last year the Oklahoma court signaled it wanted to move toward issuing a ruling and gave poultry integrators a deadline to respond with information the information amicus briefs and more were all submitted however the court rejected all of these appeals so we stand today with the matter at the 10th circuit of Appeals after rejection of settlements from the plaintiffs myself and my colleagues also affected by this lawsuit have been in conversations with governor Sanders, SecretaryRawlins, deputy Secretary Vadden AGgriffin, Secretary Ward, the governor of Oklahoma the speaker of the house of Oklahoma and numerous representatives in the state of Oklahoma and what they've all been s extremely supportive of this because it affects their poultry producers as well overall this is an unfair and unfounded lawsuit based on a political gain and if not settled hundreds of poultry producers in the Illinois River watershed will not receive renewals of their contracts forcing personal bankruptcies, loss of revenue for the state of Arkansas and overall loss of food supply I appreciate you my colleagues and friends joining me in support of this resolution Our Arkansas poultry producers and continuing to fight for their livelihood and for agriculture in the state of Arkansas. Mr Speaker, I would ask that the clerk read the resolution and title only. Madam clerk read the resolution
