Yes man we have one million dollar request for renovation of the lake will homeina two million dollars for glaze creek located hurricane w a in white county two million dollars for senator hatchery renovation and one point five million dollars for late conway boatland
renovations. So none of this money is going to go to the dave donaldson wmi. That is correct okay as I know that's in our area that's a big deal it's a it's a real controversial plan that i'll have and want to make sure that we're not going to have any additional funding going to that till we come to some type of a agreement with the constituents that you represent in that area cause there I will say by people that represent them I haven't
found one person that supports your plan. Representative thank you for that comment we had a series of public meetings on saturday well attended and we're grateful to have the constituents come out and have some what I felt like were some pretty productive conversations before during and after the meetings again is director booth indicated at the conclusion of each of those question and answer sessions with the constituents certainly
our commitment to continue to have productive conversations and updates alongside our constituents out there and we will be returning to northeast are consellers more details and opportunities come about and certainly with additional public input I appreciate that thank you. project is ongoing and we have made progress on it the last two falls we really get to work in there in the fall we need the summer to dry out and then we work in the fall right now the white rivers at about thirty one feet so it's totally flooded out and as soon as it's dry again we will continue that construction and we believe that we can finish it in third quarter of this calendar year. information gathering and purchasing supplies for it right now and we are still continging on receiving some permitting from the core of engineers but hope to do that work this summer do you actually have to have have already drawn the money before you put it out for bid is that the one that you have to put out for bid is at while you're drawing the money because if you're not going to start start until next fiscal year i'm just wondering why you're going ahead and making that request out of our restricted reserve which is general revenue that we put in there.
Yes I appreciate that question we have the opportunity for some community directed federal funding that we are trying to leverage and so we are working on the total financing for that uh that hatcher so we don't lose out on that opportunity for federal funds that's why we're bringing this to you a little early and that's a good answer and just one final thing and I think that always ask this question and app think dfay let me know whenever we do make these of course we're drawing interest when this stuff should be a restricted reserve account I have soon that all of that still is in the same
treasury and at least an equal amount that we've been drawing you are withdrawal so I just always want to make sure that that is transparent in happening because whenever you start talking about money like this and where rates has been or whether it now does make a they significant difference so again that's a little bit for dfa to sminder staying that's happening but I want to reiterate that we bear it that we're very prudent to do that thank you.

Yes or we do carry a fan balance from your two year several of these projects are also done on a reimbursement basis with pitman robinson so glaze creek are gtr grandchief reservations are habitat work they are fun did on a reimbursement basis their federal grants. So so what's the phone balance at this time.

structures were putting in that aren't necessarily have a tat work we have some some expenses that it will not be but i'd be happy to get you the breakdown of what we will charge to the grant versus not that what my next by next question is this so whenever you do get though or if you get and for whatever you've done in the past or once you get that federal allocation back to you if it's approved. Then the state phones that you use before you don't send those back to the state you just keep those in in your fund balance
and then use them for other needs of game and fish is is that what i'm hearing. So we will use the only make sure I answer this we when we find the whole project and we are counting on that reimbursement from the feds so the reimbursement back to us is night. Our total m construction for this year that we are attempting to execute is actually twenty million so this makes up a small portion of that so we are already working towards better utilization of our existing fund balance this six point five million is a portion of the twenty million that we're
working towards a we are heavily invested with our own for funds going forward on these projects and we're carrying over some multi year investments for projects that will carry between years. But if you've had forty six million that you could use your say in your projects or twenty million that leads twenty six million that could still be used for these projects out yes ma'am i'm so sorry I miss twenty million and spend this year we are still working on a resource management tool that will help us identify the total need for all of our facilities but we've
already identified well over seventy million in construction need across the next three years with the agency and we we know we do not have the funds for all of those and so we are working to prioritize those in in whittle indid you say thirty years no member over the next three years okay in the end on senator heakey's point I also am concerned that what you say was if you get reimbursed that five hundred thousand out of that million
then you keep that because it goes to another project that's what I have concerns about I am I know i've done a poor job explaining that I apologize I will be happy to sit down and discuss it further with anyone but when we when we budget the project they come to me with a ten million dollars project I look to see how much federal reimbursement we have available and then I look to see what portion we need to make up on top of that federal reimbursement and we budget that exact amount so we are counting
on that federal reimbursement to be there to balance the project the federal reimbursement is denied additional funds to the project i'm not really worried about the federalist gr that were giving you when you when you made the comment that if you get reimbursed that five hundred thousand you keep that for another project that's what concerns me that's why I want to make sure just like senator hickey said I want to make sure we haven't understanding how that money's handled if you're getting reimbursed gr as far as i'm concerned that money is to come back to GR for the rest of
the state to use hanging attack there was. Question. Yeah I know I mean I think just I don't want to be labor the point but I think that main concern is like great if you know just to make sure that whoever's being made whole is the money either going perspective the state we don't want to just necessarily have to see their fund balance continue to grow and their night let you know the state where you're getting the money in order to fry it the project in order to leverage the federal funds
understand that it's a smart thing to deal however you know at some point then wanting to make sure that we're not just giving you out of our restricted reserve so that your fund balance can continue to grow I think that's the main concern from me so just I think working with dfa to make sure whatever it needs to be structured appropriately so that you know the the the person that needs to be made whole or the entity that needs to be made home may in
fact it may be your or it may be the state's restricted reserve fine absolute my main concern so I just think working through that with the fna would be a good smart smartphone financially for the state we appreciate it and we want to be completely transferring on all these projects absolutely just make sure members are aware there was a set aside a restrictive reserve set aside that was solely to be used by the game and fish in which they would come and ask for you are released from I guess from the governor in it in the form of a letter come for us and we would collectively decide whether or
not these projects needed to be funded and that's what's happening today in an as far as and I just want to restate this for you I think and so in your budgeting cycle in a year you've you've got the same thousand dollars to work with net thousand dollars you're going to budget a hundred dollars to this project you may be ten projects three of those projects are reimburseable by the feds so you've turned up your hundred thousand dollars and at some feature point when the project is completed then you're going to get your hundred dollars back and then you're going to reapply that hundred dollars to another project the
twenty million that we're talking about right now it's abo. You know on top of that so there is a fed match so that the hundred thousand or the hut or whatever my terrible example was a hundred dollars that you're going to use if you're only that you're going to get reimbursed the project itself might have cost two hundred dollars and so we're kicking in at a hundred dollars towards that project through this. And then they're getting your imbursed for the other hundred ballot dollars at some feature point in that will roll into another program is that fair yes
when you did a much better job explaining think here singer johnson you recognized so how much is it certified and restricted six point five six point five million yet total was twenty either six point five left this is the remainder so how much there's the game and fish have in the third maintenance construction projects.
Total sir we're working on that as emily reference earlier we are working on a capital resource management system that going forward is going to help us keep track of all assets and deferred maintenance schedules etc several years ago we estimated two hundred and fifty million dollars in deferred maintenance and that was before construction prices have risen significantly i'd hate to hazard a guess but it would have to be four hundred plus million dollars thank you membership you hear the end of the there is

Thank you I appreciate uh take taking some questions refers to just a quick clarification on this this because i've got some interest with folks and in my district get in the robotics we've got some teams competing across the cross the country and in actually at worlds representing arkansas and so when I saw this pop up on the agenda I would love some
clarification on the three million is this solid for construction or is also with staff in scholarships as well the three million is so for construction and that supportion of the funding it's about an eight million dollar project okay and so on the center for about as I said I keep here and more and more about the growth of this could you tell us a little bit about that program at your school and in its growth rate compared to other programs and where you see that growing well the focus of the facility
is to enhance what the college can do with its industry partners in the boon county and north arkansas region. And so the development is a program in robotics and manufacturing and industrial electronics that the college already has but the program is expanding in response to to transit work force education expend faster than other programs or similar somewhat but but primarily to embrace the technology and and the more innovative forms that manufacturers are using now to
try to maintain relevant and to be current with what those industry needs for the appreciated thank you sorry. Or do you have any other questions on b eight. supposed to be that we don't have any suppliers who have not who have not been paid or any bills that are delinquent there there was inflation is not caused this project to be a whole lot higher than what was a regionally estimating and that new funding you know and if it it has been I want to make sure that that new fundings in place to cover. To cover the whole project yes so now I understand which question is i'm sorry about the earlier answer mister heads here from from cartous he can probably give an update on that project but.
If we get appropriation to prove today we're going to structure the grand agreements and will have covenance and representations built in those grand agreements to understand what the status the project is and then will be releasing our phones on a progress basis you know insurance pliers are getting paid and just being good prudent you know sooner so to speak well I like your here and those agreements I would mister chair if it's okay if the entities are here just a just answer my question as for it as far as where you are with your current construction.
Is everything proceeding the way that you're originally estimated all suppliers are paid nobody's doing clinton or anything like that because all over the nation and I know two that or close to home here were having issues right now and i'm here in all over the nation with hospitals I just want to make sure that there's not any details that we don't know about here. appreciate that i'm not questioning that at all as I said in the beginning i'm for the projects my thing is is again I just want to make sure that this is an ongoing project that there's not been any trouble with where you are in help where you get your funding to just pay for that or do you get other other funding or there were some there were some donations and everything else was just we were able to fund ourselves and we knew that we weren't going to be able to get

tremendous gift from them and eight million we've raised a little over million since then so looking for some injection to get us to that final thirty amount we were very confident we can get there and I think that you have appropriations from the state is as a tremendous opportunity for us to close it out very quickly sure in my map and in a no i'm not telling you anything is there's hospitals a couple that are close to my area that actually had have stopped construction or one of them that had actually stopped construction not sure of all that again i'm hearing about
this all of the nation had another one within my district across the state you know that their construction inflation had made that you'll have so that is my mob you know reason for doing this here is I just want to make sure that since these are opera phones that the state you know was in control of I just want to make sure that we don't put this money in there and then all the certain do diligence has not been done in there's you know somebody's not following you
know the drawer schedule things to that nature inflation is kicked in somebody miss something in and all of a certain fifty million dollars or or five million dollars short and finish in this project with the state money that is sitting there so there I think yet you points that it's good point I think before again we excuse the grand agreements just assure this body. There will will have conversations understand what their progress is on the projects they need to obligate all their money first state
moneys come in last make sure their own schedule any if they are not on schedule understand what the planner mediation is before we obligate our funds and I love that just one one additional place to know and again that's the way I want to do our business down here is there any issues with their with the way or but with structured with these federal phones because if they're in the beginning of their project and we're going in a weight to put ours in towards in which I want to do is it is that going to cause us in the issues or does this
approval today does that does that make it so that we show that those funds have been committed and we wouldn't have to give them back to the federal government well actually the the obligation definition under the arpa rules is a little bit more specific so we actually have a have to have a contractual commitment that would be the grand agreement okay so your appropriation is the first step that authorizes the f a d enter into the grand agreement to be able to fund the project as long as we have a band in contract in place especially when the cash is going to get released and for what purposes the cash will be used were good

Thank thank you so just quickly are we looking at trying to pursue any last mile funding for for broadband and does this
request include anything like that. Yeah so specifically thank you senator so the last mile were typically referred to home connections where I connecting the house or business to the farmer line sense with this project does are this buildings out power to the premises for the residence and businesses and call hill and hortman and moving forward into the beat program with the application period that we think or open up probably late summertime early for of this year those will all be.
Internet to the premises so last mile connectivity so it's a different about this area I mean I get for the cold hill hartman. Yes a long story I guess short none for the committee today there was a a priority grab document. Really quickly. The. So is that a prior award for these communities. Back in twenty twenty one and
that there were two separate projects for the two separate communities and to date these are the only two projects out of one hundred eighty five that we have done with those two projects stalled and so we had to go back and try to find a new provider to bring internet to these folks that's been our number one priority and after several difference a potential offerings for those folks and we were finally able to secure a new provider to go in and finish the project for these individuals okay so this request is an addition is added
money to that previous satisfactory so we and we're also using to the phones for this particular project have come from refunds of other projects that came in under budget so this is not new money when it's right purpose thing refunded but it was just was part this one project the call her heartman was part of this previous wines but it's filed because they have provider fell out or whatever okay and where is this located this is in johnson county approach no I appreciate that II really I think
that last mile for forums businesses things like that is just really important so thank you for pursuing that for instantly thank you really appreciate it thank you thank you representative pilgrim to your recognized thank you chairman just want to make a few comments real quick first off I want to think burner commerce in the broadband office for all your work you've done on this project I think was a couple months go both a you guys were in call hill with us going around looking at the sites looking at the project and how it had sold and I really
appreciate you being boots on the ground and being so helpful with these two communities make I had questions for break speed there is some concerns over them I should know their former early century link there's issues with concerns about hidden fees costs of service things like that you know this is one of the poorest areas in my district and it's which it looks like it might end up having the highest internet cause. We've got conflicting reports I know just this morning you've got me
better information on those prices I just want to hear it from bright to be themselves obviously understand there is a family. Issue that popped up and so they couldn't be here today to represent it but so while II don't want us to hold anything II do want them to be aware that there will be some questions on friday in which I assume they will be attending just want to make sure that these these people in my disheart could take care of them like a set appreciate the broadband's office what they've done just want to make sure the bright speed is doing all they can to take care of these people obviously I know there's more

So I guess my thing is now as this is maybe not quite three terms that for renovations I just I need some specifics.
How about that thank you senator so for clarification the state runs three training academies located in various locations across the state of arkansas the money will be used to renovate and build out new facilities at two of those locations both northwest located an elder springs or springdale they will receive a thirty thousand square foot new training facility on that campus as well as updates to the firing range and some technology updates the candidate facility which has deteriorated
over time a very old facility will have a remodel to the dormitories as well as a thirty thousand square for new training facility and and update to the range the three vehicles the money that is being reallocated was realized through an additional grant from the attorney general's office we were able to cover some of the technology upgrades which freed up that money for the vehicles okay I guess I guess nothing is with this weather that i'm looking at and I won't only see
warn I guess my question was whenever I was talking about it says update current facility so you're actually going to have a consider you're going to have construction war a large amount of construction at both at both of these facilities and that's where the vast majority of this cost is going to come and that is correct or we are currently in the design phase I believe the contract is coming for a vote this week and yes sir the majority of that money basically all the money will be for construction cost okay and how did how did you actually since you're you know I don't know if you're designed
phases it's done a night down. How how did you come to the cost of of what that's going to be those are based on fair market or current market value per square for for commercial buildings and in those types of constructions crossed states or can end did you have somebody that analyzed those pretty good and are did they just say well it's. Favourite making up some five hundred and twenty dollars where food I mean well it was done by talking to local contractors across the state and the various locations
and and would I do believe our stepped in our due diligence to come up with those estimates knowing that their simply estimate sir ok and I guess similar trial their conversation dfa we're going to have those same type of operating tap agreements in this to make sure everything's the drawers are all done correctly. Sorry to put you on the spot it's just it's a total money yesterday. And you it's all across the
state right now we're hearing you know inflation cost overruns every time we come come before this body some project you know there's been ongoing you know we're hearing the thirteen fifteen percent over at I just want to make sure that whenever we're doing these I want to make sure that we're doing them as prudent and efficient as possible but those numbers have to be correct you know on these customers estimates because you know you get ten percent over on own numbers like this you know the next thing we know somebody's need another to me
and your three million dollars you know to finish out some projects and I just want to make sure that that and sometime that's not some of our specialties down here but we have got to make sure that that's being done correctly so from dfa standpoint and thank you for the attitude mr. Definite from the outstandpoint are you all going to be the ones that that are within those operating agreements that you discussed earlier mr hurts in the make sure that all of this stuff is being bothered correctly and of you know we get
the slab down on these new facilities and we're only supposed to spend seven hundred thousand dollars at that point but if we were to spend nine hundred thousand dollars at that point who's going to make sure that that gets on back on tracker that there is a you know there has to be somebody that's going to be in charge of this as low as down because you know if you're if you have financing through a bank which you're not because the states doing this you know if you have financing through the
bank you know in the bank's providing funding like that whatever there's a cost over and is like everybody comes in everybody sits down and says why are you over at this point in terms and her we gonna dress that how are we going to cut that to make sure that it doesn't continue so I just don't know that we have that project in place here and I believe that we need to a yesterday center so the previous projects the preparations come to dfa so you know cannot my sharp my house and my responsibility I think the appropriation here
is not coming to earth but what you're talking about best practices I will make sure dialogue with center hagger and. We will make our best advice available to dps to ensure they've got the rod agreements in place to protect us because it is a typical for sorts of things that they would be handling for for a grand group we can win a school them up on that sure and I have a lot of respect course right here with this but by the same token you're in your interpret these
projects like this they require a different type of way to proceed sometimes then you know what what we're familiar with so I hope we have those people in place that no no what they're doing with this where we certainly you know from an arpa perspective in general the monitoring and accumulating the receipts evidence of expenditures that is a dfa function so we have a unit in the fa dedicated to that so what we were capturing that for federal reporting purposes but just a monitor that compliance of grantees that something the agency has to do but what partner with them on there okay
thanks sir senator I would ask aware that my philosophy in these building projects is if they do start to come in over budget or we see those cost inflations will reduce the size and the footprint of the facilities to meet the budget or goal is to build very spartan type facilities for general law enforcement training programs there's nothing this is not a categoristic thirty built pre estimated speed so we wanted to be we want to stay with them budget and will just accordingly sir sure and I do appreciate that in those or
the tap things you'd need to do the only thing that I would say just to guard against since you said that if you weren't ever getting to the situation like that make sure that your partner with the with the legislature to tell them what's going on because you've been recorded and publicly stated that it's a certain sized building and stuff like that and if you were to do that I wouldn't want any bad say. You know I would want all that to be transferring it up front so we know so our appreciate what you say but make sure that if that war to happen that we are included with that

those vehicles to this enterprise lease we're gonna start a pillar program towards leasing some of these vehicles we've had is long with other agencies issues procuring vehicles in the last couple of years and the prices have increased with enterprises group buying power we're hoping that this will lead to a quicker turn around for vehicles but also we're able to leverage the group buying through enterprise for better prices. The. So your leases that you're doing are they
one you're leave to your lease fabulous is what would all. What is that sir this pilot project is what's known as an equity lease where we actually pay for about ninety nine percent of the vehicle's value on the front end they help us purchase the vehicle and they help us monitor minimizing costs to the life cycle and selling it at the appropriate time they also again they have the huge buying power they generally sell about fifteen to twenty percent above
bluebook value and so for these vehicles there's it's not a period lease it's were leasing the vehicle for the life of it and then again they will help a guide us on when we sell the vehicle. So you pay you pay for all of it up right. But then you tell me that if you want to turn around after a year or two. And least another vehicle is that going to be your intent so that I mean I guess i'm a little I understand if a corporation or something does this and they put
something on the least they are able to get some advantages from their text off with you know depreciation and things like that but from your isa. Cause I state agency or whatever you are. II guess a struggle with that a little bit so you have young done someone analysis do you have any tap or written analysis that proves their proves up why at least in these vehicles is going to be more invantageous for you or is a state is putting GR in there
then it is to purchase do you have something in writing I would say in addition to the benefit I talked about in working with enterprises as part of a larger fleet management strategy that the game fishes is wanting to pilot we also get access to their fleet management software which helps us track details we were going to do some vehicle tracking as well and maintenance program so it's part of a larger picture we will have access to their software and have data on vehicles that we have not had in the past that
will help us make more informed decisions so my question well why is respectfully my question worse. Do you have a cost analysis because well I understand if you're going to use some other problem that you know i'm sure you could have some software to track a vehicle. So matt my specific question is as it relates to what's most environgeous to you do you have any type of written breakdown that shows why this is going to be more advantagious to you because I know you're not going to acquire any tap a text
benefit for it with the lease of wireless why are you all believed this is more advantagious to lease than to purchase these vehicles sir to answer your question directly I do not believe that I have exactly the written outside so you're talking about however what I would say is in the past three to four years we have had to keep vehicles into the pushing two hundred thousand mile mark which is incredibly expensive are because the maintenance that you see after a hundred thousand miles through this program of being able to
get vehicles more readily we believe we can turn them over in the ninety two hundred thousand mile range significantly decreasing the overall cost of the life of each vehicle they would be great if I could see it in writing that I understand what you think I just want to see where somebody set out and took three hours to prove that that that's all i'm asking for mister chair if I if I can't if I can get that out as for that particular adam to be voted separately with its alone today they're the only

I can I cannot speak directly to who they would be purchasing from so
I would say that this is a small portion of our vehicle purchases and we're doing this as a pilot program uh we drive our vehicles and conditions that very few other people do so we're going to start we want it to start this out with poor vehicles we will still be purchasing enforcement vehicles trucks that are out on the terrain through through local dealers through our funds where we will buy those cars outright this was an attempt for those other.
So kind of here here's where we are I mean I think the recommendation is to hold we're not going to take an official action today in committee but one thing to keep in mind is if this is to be separated out it will require a new request and so there would you know if you. And I would probably recommend good hand splitting it out I don't believe that there's any problem with the personal services matching of seven and fifty thousand or the construction for two point five so one letter for that and another letter for the one point five if that's something that

Can you suggest I just curious about how long we anticipate the project is something they'll be able to write up by the end of the year in time for the accession or just a multi project at this project is for one year it's actually scheduled out fifty four weeks to start after approval based on you in our colleagues approving this contract starting next week and of fifty two to fifty four week time frame our priority within this is for the pay plan and a
personal evaluation and merit evaluation system for a recommendation to come to us by june first I give you that detail because that specifically we would like to start working on with your approval language that would need to be changed in the class and compensation act for the session and is there any estimate about how much the site might be able to save an increased efficiency. There are numbers you know that have been included in here I mean this is really for us about it is about savings but also updating our internal and external processes and really
creating a better or experience for our customers the taxpayers are so creating that are processes internally for our employees there are estimates of approximately five hundred million in savings and the majority of that is looking specifically a procurement with duplicate of contracts renegotiating contracts and then also looking at the fleet vehicle management one more mission charges about this vendor where they just submitted the most favorable bid or where they're multiple submissions.

measurables in the different pieces of it cause this is not the review this is a transfer for the money but. There is a measurable savings that we're looking at achieving can you walk through what those savings look like and where the the main part savings will be coming from cause I think it's my understanding procurements while the places were looking at. Up yes we're looking at mazerball savings looking over all it organizational strategic alignment but procurement real
estate vehicle fleet management it and looking at a personnel as well no we're not changing any jobs were at losing any jobs but looking overall within our personnel and paypal and structure and the the significant savings would be precurament i'm real estate and the fleet management and possibly it what was the projected savings out the over the next year they have protected five hundred million is what could be saved.

the rfp together was looking at that legislation I know that you worked on and really creating efficiencies with them the vehicle fleets we have heard we've learned from other states including mississippi that even allow their fleets they've worked with private businesses that allow them and rural areas to park fleet part of their vehicles for example for dhs and you know stone county and a walmart parking light so that they can better utilize that they also have out you know they use an app future to track the mileage location which is for efficiency
but also for a safety tennessee is using that they actually use that for a safety feature two weeks ago on tracking and employee and a vehicle and it also in an answer can tell you linked safer for your employees too because it will tell you when the all needs to be changed or the tires or whatever you are so because a lot of times some of these employee employees are in vehicles that are not maintained well because it's so peacemail to author out yet so i'm just so excited about this cause this was legislation I passed in twenty eleven.
