The hooked ok in that as I recall last year there was some concerns about persons that were supposed to get increases across the state and you all were supposed to go back and check on those the seat whether that those that didn't get their increases but they we ever receive their increases do we do any follow up on their calls I think what you're discussing is the fact that last last valuation period those that met expectations were not awarded percentage increases so we didn't know that happened that's what and that's why the government went ahead and made her announcement right now that the meets requirements and the exceeds requirements will be awarded. And what post what percent are they going to get she has not determined that as a waiting to the end of the physical year to look at the actual pe results in the budgetary parameters actually to make that search or just come and that's generally what it's always at i'm just concerned actually as I say before I like to make sure that we pay for performance but we have these other thousands of employees across the state who will working and it seems like we're not considering the things that they're doing for a steep soul just make a note that i'm very concerned that they're not being treated fairly and represented a springer I think just to clarify last year employees that qualified by your sorry I have employees that qualified for a merit pay the state employees they receive either a four and a half percent rays or a five percent rate so. For the secretaries their help just at a cheap percent even though they qualified for merit and so all of them are getting in just a two percent but it just happens to be that handful that is over there at over their max and so that's why we're looking at approving them but they did not get anything last year and we are addressing this year moving forward temporarily for the state employee playing next year what those merit increases will look like for state employees. Correct these these secretaries did not because they had not been here for a year yet and so it does feel a little out of place I understand because we're just dealing with that right now but it's because uh they had not been here a year until now to actually be evaluated and so come in july or come this summer may in june they are not going to be evaluated again so they're not this is their increase and then wall evaluate all state employees for the next year but it will not include these secretaries. And the three listed yes while there's five list of it yes they did and we approved that that was something that yeah that we took a. Yeah they have to be evaluated just like every other state employee and so they were just evaluated a year in and and so that's why we're we're dealing with them right now but we won't see that again come this summer when we evaluate all state employees. They're just their cycle is a little bit different because they have not been here a year. But I just wanted to clarify the webstate employees got was a four and a half percent in a five percent and these are at a two percent yep thank you. Speaker shepherd recognized mr chair and I guess just to put a finer point on it I think this is part of what's been answered and also explain but this proposal if passed it makes us that that those additional funds immediately available. But we also have a pending resolution that would allow for the following of bill for a pay plan that includes increases across state government and so my question is just to confirm what we're considering here is actually the two percent is actually less than what is even being proposed as far as possible availability across state government through the pay planned bill that that is likely to be filed in the next day or so is that correct. Yes and then circuitly am I correct that if we were to pass this and we provide that increase then there will not these individuals will not then get another increase in the event the paypal bill is subsequently passed I mean it's just one of the other as far as these six n that and we're going to hidden taking this up right now is that correct. Yes or we're checking this up for their salaries right now and for the previous performance now these employees will be eligible for the three percent up to three percent on the face that that way that the governor has allowed it for market rate increases so they are going to be eligible for that yes but they will not be eligible for performance increases in july like other other state employees. But they're just part of state employees so we're really mixing two things I understand what we're saying but I think that's going to come back before us but right now we're talking about merit pay which all employees state employees are subject to they are doing it a little out of turn because they've just now been here year so they were evaluated at a different time but moving forward we have the state employee plan that the governor will decide on that at two three percent raise and it's very likely that these handful of secretaries will come back before us if they are given that it to three percent rates. So our market adjustment I should say so the two percent. It's based on where but the two percent that they requesting to reward now is based on merit and what in what did they do to deserve the two percent what was the qualitative measurement to wish you used to say that they qualify well they were all evaluated and top two about their performance I can't tell you exactly the measurement it's not the same as what will use for all other classified states who evaluate them. I won't yet because there's as much more based on leadership. Qualities versus upon of actual job dating. Okay then the. The. Three percent is because they are.
