Here to present the amendment to senate bill twenty nine this is an authorization request for a hundred and seventy five thousand dollars for marketing of the unclaiming property program.
First point to note is that these funds will come out of the central service is fine and not affect arkansas law states in each other DF will transfer eighteen million to general revenue from the unclaimed property proceeds trust fine the trust find is an account that we pay claims from and in our in it earns in a cruise interest in accordance with the state treasury money management trust fine what the what the auditor is requesting is to use a hundred and seventy
five thousand dollars of the interest earned in the state treasury money management trust fine for marketing purposes to break some of the stay on bfa each year wounds the amount of unclaiming property program uses for operational expenses within the auditors of office then you cp repays the entire operating experience money's back to dfa each year when when they send them the eighteen b and per statue.
So the average annual operation expenses for unclaimed properties around two point two million. As a simple I asked to increase the authorization amount for operating expenses by five thousand dollars and the use that money to promote the program and it will be repaid each year out of the operating expenses when they pay back to the fa so the question is why promote this program under current arkansas statute the the arteries
required to post a notice of unclaimed property received in the prior year and that's got to be published in the newspaper of general circulation in each county the publication in the newspaper alone costs thirty to forty thousand dollars a year. New on claim property comes to the auditor each year and there's a need for continued cyclical promotion in education in the program to arkansas citizens so every dollar that goes back to our kansas churches

in the bill it's substituted for the same amount mister chairman and same funding source alright thank you you are recognized to present your amendment thank you chairman of members I know that all of you are aware of the maternal mortality crisis that we have in our state we have a the highest rate of my turn more tady in the nation not only that we've lost three hospitals that are delivering babies in the past year and women in our state in rural areas have to wait up to a year to be able to see an ob we have actually a crisis
mode and if we look at other states to what other states have done to rectify this problem to make things better the states that have a much better return of montality rate and have much healthier moms and babies what they've done as they have started a certified interest midwife program and that will fill in the gap for those observed we really have are having a hard time to get here in the state so this is really a simple bill they will take that funding to start a certified nurse middle or we have none in the state of arkansas we had the least amount of certified nurse midwise had the least amount of deliveries by certified nurse midwives and this would be a
great step in the right direction it's not going to fix the whole problem that's what other states have done to improve maternal health across their state and I hope we can do the same thing here and I think when it comes to a car that's a group that we have a lot of data centers here just really not anything we need the we can't do without so i'm with that i'd be happy to take any questions from members right thank you neal need to leave your mike on to be arranged for questions okay.

prioritize funding and spend money where it can again we have data centers all over all across the state if you're ever in a public health committee meeting you'll see that we have data reports from everywhere I don't think it's something that we can I think some are going to easily do without and have other entities pick up whether it's a dhs or the state health department we can easily replace what they're doing a I see that clearly so. lot of work we do here or like I said the actually are owned DHS the information that eight kids comes right from teacher so actually their own staff could do that as well as department of help there's a just again they're what they receive are medicaid numbers from our own information that we have here I think their staff can do just as well that's what we're getting from a car follow up yes mr at some point would it be possible to talk to a car just got a question of can we bring somebody to the table at some point it doesn't need to be now but before we vote on this.

We have a certified nurse mid wife and reprogram any university of arguments on medical science we do not have any certified nurse program in the state of arguments do we have mit wives already we have very few we have the least amount in the nation. This is a different problem with certain friends midwight was I think it on average we have ten percent of women they go to lay midwives are outside of hospitals but I think other states have shown that certified nursemen while the deliver in the hospital have a burst center a much safer and is the option that our women arkansas do not have an opportunity to use right now because we don't have we have very very few in the state we have six that are practicing at ums and that's it at this point.
And so this would be used to recruit two thousand what you say hospitals in rural areas are closing. But they're no midwives in those rural areas. So that's what we're trying to fix with this bill because we have none trained so it will take two years it's not instant thing the problem won't be able to start twenty twenty six and to be twenty twenty eight before those women graduate it's a very
extensive program so I do they have to go to nursing school or anything yes I have to have a associate in. A better sense to green nursing they have to practice for four years and labor in delivery and then they can enter into this program. Ok they do that anyway no they cannot. So how do the mid lives qualify at you a ms they get certified their program at the end understand they went out of state to other states to get their degree that they have now so we have women yes leaving the state and getting the program
elsewhere I just want to increase the number that we have here by starting a program here in arkansas. The. So there is a. Procedure at least even if it's out of state for somebody to become a mit like correct I mean I don't you just propose that we allow. Nurses with better degrees whatever the other states recognize and become midwares.
They have as extensive program there's other states where they go for two years of training and they get bored certified so just can't go on deliver in a hospital without being forward as a board certified nurse midwife. So you ams would be doing the certification they will be doing the training and then they would take a board certified test a national test. Just like we do to get a an orange degree now. Does uams propose this is the
euro idea I you know we looked at what other states were doing one improve the maternal health here in our state and so I went to um as an asked them how much money would they need to start a program here in arkansas and that's with a half a million dollars came from as from ums's recommendation what they would need to get the program up and running last question is here how many people will are asking for certification to become a mid wife do you know II know there's a great deal of interest for women in the state to go into
this field I don't have an exact number for you though and these people are coming from rural communities they came from all over the state thank you thank you recently. Thank you mister chairman. Representative bentley can you and you may have loaded this. How many states currently have this program and how has it
impact in handling montel and those states just about everything state has a certified nurse midwife program with those that have the most real best programs and have the highest number of certified nurse midwives have the best material and mortality rates in the nation comes well prove and documented. Okay follow up if I may is will this permit all right to the entire state or will it just start out there and smaller area
and until it's proven or how will it help well you am start a certified nurse midway program again I said it won't be twenty twenty six before it gets running it's a two year programs with twenty twenty eight depending on the amount of graduates we have they can go. All of across the state and I hope that we'll be able to in the future do some scholarships like we do now for physicians to go to our rural areas hopefully we can do the same thing with them to get them out to those parts of our estate there's there's a great opportunity for that

that support policy initiatives in the state I don't we do a lot of it in a little actually for some of the state agencies but we do some of that as per research angering its operation we also run the arkansas transparency initiative which includes the apcd which includes the claims data not just medicare and medicate not just medicaid data but it's inclusive of medicare some commercial data in the state the state health plans they so would you mind also II think
that one of the things that obviously were hearing a lot about right now is maternal motality huge crisis in our state and we are doing everything we can as a legislature to address it and I couldn't be happier about that but there are lots of other health concerns in a receipt facing us right now one of the foremost that we've also worked very hard on addressing is the opportunity crisis can you talk because I know that that you have worked at your office has worked very hard on use and death data can you talk a little bit about the work that
you've done in that space and also if anybody else is doing that same work sure we have done some work in the that space specifically and we've looked at prescriptions about and that's one thing that's great about the claims database were able to see prescriptions of opinions across the state where there's volume and it helped target different things like that we've also done an analysis that was related to one of the bills that was passed by a session that looked at
an unexplained desk if you will and if they had had a high volume oblige prescription. In the previous months and it cannot gave us some insight into perhaps there was some overdoes there that was not being captured and as i'll probably know when you don't have accurate overdosed information it impacts your funding from the federal government to do a baitman of the harms of that so that's something unique that we contributed in that space and were also running on
the notes home program which er is in fifty two hospitals across the state it allows people to take home in the locks home when they present it with the overdose at risk of an evidence that something we've been doing for a couple years and and we're having some good success there like the sovereign fifty two hospitals be willing to expand any others in some of the hospitals have gone grown the program since we've been there so that's been a that's going to go a good work for us in that space.
And on the maternal side if I we do have a a line of interest in that that's obviously a critical issue and we don't disagree with representatively at all it is a critical issue and number so excited to see the general assembly engaged there and in more ways and see the interest behind it but we have a lot of data things that are rostered about maternal health there we are planning to come out with
the next few weeks in fact one today that will be or released i'm i'm unclear about what we're releasing today can you talk about a lot of different things but that's what one thing that the spending days it allows us to explore what's out there helps see the landscape helped tell the general assembly and the public more about what's happening and these spaces and look beyond just obviously with medicate medicare and matter i'm sorry medicaid
they're paying for a lot of the bursts in the state but it looks at all allows us to look at the commercial side as well and just tell you a little bit more about what it's happening one thing that we're looking about looking at is. Whose delivering baby is what kind of practitioner where those are where those deliveries are happening and then how far the mother is traveling to do that because we'll be able to put that out and give everyone some idea about where the real across the
spots are and definitely we work with partners all the time for things like that but for excited to do that we think it's an important control you send to said this conversation in particular. The. The. Who is sitting in senator king see. Yeah. Sir so you're recognized thank you.
To when they had the pandemic and a car stood up with a governor and others and made the recommendations that people get vaccinated people were masks are people get sent home via repeated times for our several weeks people lost their jobs business is closed down in the ekay student and made those recommendations. Then doctor merrill gets app when this is all over instead of we were wrong essentially.
Why would we hire someone who is that wrong on such an important issue and not doubting you work hard that you study. Ah as you spend a lot of time and effort you were just wrong why would we extend that now the governor has I think an executive order saying we're not going to do those things again. But that was the result of your steady. Why would we hire there. In fairness I think that there
are individuals that have opinions at a car that make their britain you know their opinions known and that's not necessarily while it may have a cars or below and i'm not thank you for more opinions versus the data collection in giving they do i've not do take away from what you're saying I understand your point but I think they're their biggest thing is compiling the information that we provide to them. Essentially from the state and from a few other sources they received from and then they resell that information to
people that want to analyze it and utilize it further maybe by the creation or report even just the role that I think in fact you guys ask us often to buy or only information so if blr makes a quest there's a request from a car to pay for the information b l says no because we're privating money like this forward and we're not going to do that and get also held through with prior administrations i'm not sure how it works with this administration but you guys collect data that you turn around the increase reports and then you turn around and sell that's generally the function of
a car well and to be clear with the when you say sell the money goes to the insurance department to support the the transfer abcd so it doesn't come to us I just want to do we clear and I think most of the state agencies have access for free and they did I mean that there has been times in which because i've been asked. To negotiate a price for the state's information of which the status said no we're not going to barrel and information right but there are the entities out
there for instance in the medical marijuana community in other places that do pay for the information that you guys collect from the state. Sure okay absolutely I don't think does that make sense thank you for have. if I have my list of the things that were going to grow out from internal health in the next like few weeks if you don't if you don't mind I was just curious about what you have done what we have so a few months ago we published a a birthing journey I had about nine points on it and explored nine different obviously there's a whole range of policy and the currencies that happen with anyone that's giving birth and so but we picked out some things that we thought we're
going to be super important in the discussion and things that arkansas are consider it goes either way from prenatal to kind of that post um the first post visits and it cannot give some policy options that gives more inside into what's happening there. And we did AAC section analysis before the last session where we looked at we're seeing sections were occurring and though the volume percentage was in the county and
that's something that's on our website now we don't little work for that uh about the experience of section verses of aginal delivery so that's something else that we've done in that space i'm trying to think. I'm trying to think of anything else that we have looked at nurse midwiles in the past I apologize it has been a while since we've looked at nursemen some of little unclear about what that was that analysis told us a follow up mr are you aware of any other
agencies in the state that provides similar or similar spectrum information. So am biased I think we're very good it will redo and I think that we're one of the best that looking at the the data that's there the other do other people have abilities of course are they exactly like ours I don't think so so I understand correctly at your reply to my first question about what you do for a

insurance policies in arkansas allow four. Mit wives to assist with birthing could you repeat that against senator i'm sorry i'm trying to understand if you if you want me it was. And you said in these rural areas where you concentrate when the hospitals have disappeared if you want them out there and if.
If the citizen was so inclined to use a mid life which i'm not so certain about that but. If they have insurance. Does the insurance. In arkansas policies allow four. Reimbursement for midwife's services as long as there's a certified nurse midwire from
head current training and what would certified yes but not for lay bid wise there's a big difference between element wife and certified nursemen a certified nurseman wipe has enough train near in a second notice practitioner someone has much more extensive training than a lightman wireless is hit training outside of the hospital totally different there so yes insurance companies will pay for a surface nursemen wife to deliver a baby in arkansas and they don't have to be in a collaboration agreement with them
certified doctor obstitution i'm sure they're going to work hand in hand because there are times that embernarces happens you have to see section of certified nurse midwives do not do AC section or those that emergency situation so definitely they are in collaboration with physicians obstitutions in the hospital so are you suggesting that a midwife would not be able to do a sea section correct they are not trained or qualify to do AC section. And so if they're not qualified to do that and they're out in the rural area where there's no
hospital maybe no doctor who's going to determine that the midwife yesterday determined to send that that mother to the hospital that's what that's what they're trying to do to send him where they need to be. Thank you perhaps in a guy thank you mr chair I just have a quick question I know that both of my nursing practice and in my non profit work we utilized a lot of data because you're able to collect that data in a such silo
like it is in some of the other agencies can do you have any idea how many organizations are folks around the state utilizal services. So obviously several state agencies do particularly the ones that deal with health they use the data we there's several million dollars and research that uses the data and the apcd and then there are other organizations that
that purchase the data and I invite some of the work that seagle has been doing that it's not purchased I want to be clear and they've been doing some databalls from from what we have so they can do the work for your about the employee benefits plan so and there's a lot of these a lot of different utility there to send a flowers question if there was we can tell you on a claim who was paying for it and if it was a nurse midwife and and that kind of thing so we we could
investigate that so you have so touches a little bit about what data is collected so that you're so that you have that information share so all of the medicaid data is in the claims database all of the. As state employee health plans are school employee health plans uhm the hps which are medic medicaid but they are commercial so it gives you kind of some unique insight there and then we
actually purchase the medicare data for an richmond and richmond purpose so there's. We think it's about eighty percent of a covered lives and arkansas there's a gap of course because the self insured commercial plans do not have to submit below so there there is a gap in there data and we wouldn't have any private pay like of some more paying cash that wouldn't come to us but basically for anybody who's using state phones you would
have that information so we have that in one spot yes as opposed to having to pull it from other than an inclusive pharmaceutical thank you.
