national champions in addition to that there were some extraordinary things they did on the field of the room and for instance thank you for six thousand one hundred and sixty yards which is a football or in CDA football record so we can hear the raise map but i'm i'm going to save you from the resolution they've read that on the other side but what do you want to say one thing pretty quick and if you don't
mind I would like consumers just to have a chance to say something because he is truly one of the most motivational people that have ever met in fact if you listen to the bus in the morning they played him over and over and over to this day because his comments were so inspiring and asked himself he is in in that's really what I want to talk about you know we're celebrating this wind this national championship. The record crowds record rushing you know almost near perfection on the field but what he does for these young men and and the
impact that he has on them is truly extraordinary and we are going to have a huge group of young men as long as he is at football coach arting not just winning games but these guys are going to be winning when they're inning out in the world and if you're an employer whatever it may be i'm excited and we want each and every one of you there's only two of these guys here today I think that are from mark and saw the rise from from out of state which is really unique thing about harding anyway but we want all of the stay in arkansas because we're proud of what you're done and we

uh i'm any chair moved to channel m became sportscaster and this was the part I didn't got understand when craig will move from sports casting to being the serious anchor journalist. I just I wasn't prepared for the ad would be I just didn't think you're actually how can I look at craig and most start laughing when he's to covering some serious subject but uh after fifty years and being in broadcasting uh his last broadcast on channel eleven was ten pm news cast on december twenty ninth twenty twenty three

Senate will be back in order we'll now take up senate resolution thirty one cinema resolution thirty one month center davis to recognize the russian half school I decide plans is the twenty twenty three torn twenty four class fab a girl's swim and dad state champions. Can you date us your repairs all
right thank you madame chair these are a reservation high school lady cycling swim and dies team state chance four years in a row yeah all right here again yep whereas the rest of the lady cycles claimed the twenty twenty three twenty twenty four class five a swim and dive state championship title on february

a moment or two for progress thank you.
The. Senate will come back to order we will now move to senate the seventy eight cinema seventy eight mass central branch and arving to amend the arkansas data centers act of twenty twenty three to prohibit foreign party controlled ownership have a digital asset manning business end of claire and emergency right you'll recognize thank you
madame president thank you colleagues and thank you for allowing me to present but I hope will be a administrative fix to uh active fifty one twenty twenty three went when I looked back at how that act came to be in the ask of the industry was if we're going to operate and play by the walls and play by the rules we just ask that you do not basically discriminate against us and make us leave without some new process
in hindsight what that looks like is our counties didn't know what that look like and the actors that were currently in arkansas and had been for over a decade for acting in good faith in good order as good neighbors and so as act a fifty one went through fifty of our counties pass a draft ordinance to limit sound decibels to make sure that people are notified in all the parameters were in place
well as these industries for further came online those ordinances did not go far enough to address the nuisances that they could potentially cast and so we had some some county stuck in between a law that did not allow them to serve their constituents so with this bill my goal is to attempt to address those issues I cannot say it's perfect but I don't want perfect to get in the way of good so the first part of the bill basically and shackles.
What may have shackled some counties now as I went to different counties ahead these problems and I said hey if we just repeal this and what you all have access to that's that's a good thing and the answer I got is no not necessarily because our counties do not want to implement some of the tools are given in the way of planning or zoning the cost too much their residents do not want that so they would rather have the state take some control now that doesn't mean that counties can't implement ordinances that further reduce
the nuisance level but they need some additional actions to go along with an accompany their ordinances so the first part is yeah the counties back full control of what they need to do to regulate there at this industry the second pieces address is what those counties are what there's citizens may do for counties that do not want to address the nuisances and it gives the industry notice that they will address the new sense issues of noise by behavior in a certain manner I think we do this to a lot of our industries
was management rock hories we addresses industries by the way they should behave if they do not behave those citizens can have right of action in a court to see that they get in compliance that would be to me a stop gap in between senator urban's bill that will start to address the regulation of this industry to ensure that we produce good neighbors and the last peace deals with foreign ownership I think a commonality of the of the industry that is not playing well and arkansas is the fact that they are not arkansas owned
or american owned the ones that were an and continued to be have great relationships with their cities with their counties with it with their environmental impacts in their in their usage of our resources and they want to continue to have that partnership so those that do not we're going to ask them to leave our state and that includes all foreign atmosphere early uh owned facilities and and business models. For this crypto mining industry so with that that is that is in
essence what to build us and i'll be glad to answer any questions questions for send a bright percent chest field your record I have thinking that since you buy it can I rest issue with it in the rest of my seven months and six days and i'll never have to do this again no man III II wish I was thank you sender flowers you're recognized for a question I thank you
governor for finally recognizing me since I hit my light on first thank you bring it you speak much about the counties and how the so costly set up zoning the plan and convictions law what about single cities that have zoning will be able to implement this in cities that do not it'll fall back into the industry following the state law for their nuisance issues of
noise and then accompanying me with senator urbans though we'll set up a regulatory body that will create that cars or that nexus to be able to regulate the industry so the cities planning on zoning commissions can only deal with the lawyers factor or can they prohibit a company from even moving into the city limit yeah the city can these industries will need to follow the zoning requirements within the cities ordinance and wall so if the city's ordinance prohibits they have that
authority just I would any other business within their within their zone and are you prepared to ask for a special session to deal in flesh out other issues that are people are learning about in their communities II would probably support that if it comes to be before the the next general assembly. A special session I mean I can't call special session but if if a special
section we can ask the government to call a special session to deal with unknown issues that are constantly popped in some of these for civilities that there's a wall over in our county think from the city limits of the with it's not fully developed it's not their steel building on it but it's causing some problems even though it's not completely built out
so between now in next january may asking if the people are continuing to complain and find issues with what is going on with these crypto lining facilities would you agree to at least ask the governor for special session yes center I would do that center king I don't see your light but asking the surstaining the move like that but
thank you so we talked about some of the language I will go to that again about that you said industry standards you know I was as reasonable noise situations so can you can you tell me cryptic barms where do they fall in it what kind of cooling work systems do they use they they are the one I know of is the fully enclosed assembly crippling part okay I don't know how many facilities facilities in newport do you know what type of facilities they are and who
wants to I do not no answer I do not okay these maps that are happening out here of all these facilities you have not done any research or know who. Each one of them what they're doing or what top system they're doing I do not you don't know when I talked yesterday about the court staying in these in all that are you for me with the
uh removal of a court like circuit court to exercise a diversity jurisdiction are you for me with that after your question yesterday senator I became familiar with it yes okay so can you explain it in your words what do you think it means if if a two party do not reside in the same state and the amount is the excess of seventy five thousand dollars the federal court can and will hear a case of green digital new raise whatever name they are now probably qualified for that if their own from out of state entities yes so there are now
the state in t obviously i've been far that facility it's more than seventy five thousand so if there is something that you would say it would go to federal court not circuit court lucky who recently said I would let the courts dictate there the function of their duty will out the possibility that according to this that obviously go to federal court because it's out of state it's more than yeah those particular examples of their foreign owned they'll have to diverse to become
american owned at least and hopefully our kansas out so yeah in in that's the other question to you know and I don't know if this is your bill center every bit mirrors you know we've had a hundred twenty days in there were back in up to three hundred sixty five days I mean it's beyond bizarre to me that all sudden we're concerned about the chinese growing so we've been strong all this other stuff but yeah now when it comes to crypto minds the thing in harrison started over a year ago everybody knew about it I mean the newspaper article that printed out was printed out to
receive the people I mean to me it's almost like on this foreign ownership it's like ten months after per harvard it's like well we may need to look into the japanese navy. So now we're sitting here and put language in from a hundred twenty days back to three sixty five is that in your yes it is senator with three sixty five originally I had ninety days after consulting with attorney general's office they felt they want to be consistent in their practices so they requested we go to three hundred and sixty five days who were back in up on that so if uh
the turnish in roof office did they have an extra stay at people and then they're going to have to quit their duties to try to check in the days where they come in up with the money to investigate looking into this and monitor I have full confidence in our attorney general that he can manage this understand that's not the question the question is where is he going to come up with the extra money to be able to do that that is that is his program of his tourney general to seek the resources to do that so there's no extra resources to take care of this extra duty that the attorney general so I have to take on
okay we talked about restoring local control I mean this has been brought up several times on home crypto mining which whatever you think about it it says that no local government show you can't we're taking time the hands of local government read to make decisions on on home crypto yeah home crypto mining it is viewed more as a hobby everybody's home computer has the ability to do this it is limited by the amount of power being supplied the the economic
disadvantage of the cost of your power at your house and then the regulatory requirements that the psy put them place for what power is consumed uh inside home and additionally the infrastructure of your house cannot combinate large operations and where is all this equipment made in what companies go back what are the dominic companies where they go back to on home crypto mounting in the other part your home computer may or may not be designed in and built in
china or courier or indonesia as well as crypto line you know it's like represent raid was not actually correct over there when he said this could be made. Malaysia the rally is bit main is the number one maker of all this it's been in the new york times wall street journal everything they have facilities malaysia he mentioned indonesia well that's not only on the list so we use not factually correct on that so it should seem to act another thing like this is but I keep saying the protocol jobs bill but she wants again we look at chickens for example i'm a
poetry farmer obviously if a city wants to make regulations to say no back your chickens that's their prerogative to do I mean I feel like I don't want to make a law that forces or cause their hands on that I want to give them the freedom to decide once again this is why is in the base of local control you keep the language in here that says not discriminate who else or what other businesses have law that says you can't discriminate against it is on page three
you keep the law that we didn't stroke before it is not in my mind business with the internet to to discriminate against do you know any other businesses out there once again that have that kind of language in there gravel companies etc discriminate page four it's two and three effectively removes the language to reson the area with the fact that we're discriminating against I remove that out of the original act
it's in section right here it says right here in section part details the word discrimination within structural that is section by I do not believe that's in statutory they're just describing what section five words and they're removing it from the actual list as I read the bill it says the discriminate explain this resone and area let's say a critical is is started.
Then they don't have zoning there now and in a county wanted to start zoning whether they don't want it to remember we we took out the farm in the buffalo river I don't understand why we take out formers in a certain area but then all certainly today hands when it comes to crypto minds but we have two different standards even though our cultures are number one business but results that you have a crypto mine in a certain area uh in
also the county county what are better counting or whatever cell says while when it's own that people don't like it whatever reason they want to do and like freely to make their decisions so there's also the zone that then are you say in their taking it zone for the so purpose or whatever to deal with cryptomats that entire statement they shall not resonant area of which digital asset mining businesses located without complying with applicable state
and local zoning orders to simply asking like any other business to play fair played by the rules and pole the existing state and local loss so a crypto mine is out there saying partner county they can resolve that area and then that zoning requirements could mean that the uh could not apply I blame that facility would be gone I believe most zoning laws allow grandfathering or it'd be a set up for the counting or is that you're putting in bill where they can't they are you put in the on the chances to
grandfather those is that what you're my my intent is those that have zoning or features owning for all existing laws but in the bonus facility they don't have zoning there so let's say partner county wants to sell in that area okay they say they want to zone it and in the zoning requirements with your bill the result is that they no longer can do it much like here's and denied the condition of use permanent baloner. Before your law cities in dallas could treat this business like anybody else
and we now more dent that we can and you continue so far county for example if they make it zoning or next and that cripped online can no longer offer it is that permissible or they grandfather I would sit around with the same any business deserves rights to be their rights to be resoned by applicable existing loss don't make a special case for special business in a case of foctner county if they do not want to create planning zone in which most counties don't I believe that
county judge has probably say they do not section too that deals with noise will require them to obey to create no more nuisance senator urban's bill with regulations will create that state nexus to ensure they comply but let let's say noise is not the issue some lights let's say it's some other issue so they can go in there now in fault or county cans and if the reasons for those means that that business for no longer
operate in there and meet their zoning requirements that is possible we'd go into maybe a retroactivity issue and they beat their disaster be treated like any other business operating inside and I think that's the problem i've always had with this is somebody to expand involved with this a year there's no other business in arkansas there's just not so to try and keep applying them as we talk about the data center issue these are not bank data processing centers are not they're not designers even human
said they're not clearly they're not data since like they were sold so you know this is just getting into as one law a couple years told me that a lot of this language it's in it's just a lawyer to be litigated and as I mentioned earlier so the foreign ownership all that now let's talk about and I think this is my final question she all companies are brought to the article about. That the harrison situation that got the bomb that got blew up up there were the shell companies it's in brooklyn new york no one's there is like wacamo trying to do that so that's why
I keep saying the terry general's office it's not take somebody told me it's going to take a team of all yours always keep in track of this stuff to be able to do that and if we take a turn general people that work in a one thing and do this then that's a problem but on this lack of when it comes to the shield companies and who it is triple cake for arms is mima on three ks of georgia brian keying it's very simple and it could be shall companies and consistently switch names
in their up to something at least nefarious that's that's not right right that means they're show companies that there's just some nobody works there that's a problem right yes and and so those actors are bad actors as you would say yes so individuals are companies that you sell companies to have the which has been done up handed out the articles at article back clearly over a year ago are almost a year ago
the shield companies in these people these actors that create detail companies to have the purpose that had no other purposes to do one thing that's almost for would you say criminal or wrong or what what you say it's really bad stuff I would say they're they're using our laws to their advantage in an issue like this where the attorney general will have subpoena power to the owner of this business that there is their idea scenario is they could cut down and go directly when it's determined that they use the shield companies that
are not for the purpose of like triple k farms you obviously know it's me my brother my dad would do what we do but if the useless companies in there's not various or criminal acts that come of that that's bad people with really badly if they do that II can't I can't justify why they would choose to do that they might be different tax. Strategies the brooklyn thing I can anybody with justify billion dollars company that can fly around facilities in brooklyn new york only has an opposite no
one there to answer a phone nor understand why anybody should be respected or or have any standing or character would create another company that would be set up as a shame to be able to do be involved in an affairs criminal activity least we agree on that part so that's the questions are thank you send the fee center flowers you're recognized thank you you don't have one of these data
minimum centers in your desk no senator not and when you are what became at a fifty one last year had you visited any of these dead amounts I had yesterday down south of the west of here on a down south of southwest are here towards representative of clears area down southwest towards hot springs and representative mcclurs area is there
chinese own like no it's not it is is not senator is owned by an arkansas so did you visit any other centers I did not did you even inquire as to whether they were the other centers because I understand it's eighteen in the state of arkansas alright in about I think that well or so have born ownership associated that right I do not know senator
and actual numbers about anything about this before you fell there last year II knew I wanted to protect property rights and individual rights that deals with the industry administratively I don't want I did not want to debate these ideologically I wanted to stay in the administrative. The areas of property rights and the ability to operate in existing facility and within applicable laws and protect them in the for future use
what was going on we have had spring involved like you needed to file some legislation to protect the administration what was what was on that particular one with is on a quiet street it was operating quietly this was a bill that came clear out of the house and I was asked to if I support the concept of protecting these rights and I clearly did and so I agreed to
pack to address this in the senate so the federal over there had springs quiet somebody in the house came to you about that and keep it quite yes it was a that was maybe can you explain that it i'm not born you the bill made it louder allowed the center is just got
beyond any decibel level that someone would consider quiet center to the bill did not do that but it took away local control tell me something last question that sooner over there and hot spring is in the city limits are out an account you don't know thank you thank you center flowers per I have a question of senator has
left them as we are now anyone wish to speak against his not a plan for well no he left anyone wish to speak against sender flowers you're recognized.
The. I'll be brief for sure on americans digital it's from over there at arkansas county she's out in the hallway. And I didn't know much about cry to mind in steel don't but I know we have a matter in this state that says the natural state but when I come in here be more and in blue and get to that little past that keeps you from going from five thirty to get to six thirty it's a big bill more senator cotton's pictures on his is keep china from take it still in our data thank you and we got all this going so my say well that's not the same thing that us in order that he's talking about
that little bribing down below says something about credit cards we don't know the full extent of these centers there's institute to and I have outside the door and I know this is all the gimmick because I don't understand because it's so much aboard why we couldn't have a special session and that's for in the governor to consider this deserves a special session
I mean to file a bill within a week before the session is and after we've got rid of our solar economic development plan last year which probably I they could have helped at least it needs to be explored it just something does its mail right to me but i'd say to you and both and against it and I constituentive indicated to me this is a bad bill
senator urban he said well vote for yours I think it was dishonest I think it's a reflection of the character the sponsor anyone wish to speak for sender hester you're recognized. Well i'm gonna cut maybe responded albeit to not take absolute objection to speaking to someone's character who found a bill in normal time with the normal process that everyone of us followed bills someone might not appreciate the bill might
not like to bill but like things it did but to question this means character is out of line something that's not acceptable in this body. Send a teen your recognized to speak against. So regionally I was not going to speak against the bill because it's lenders not here but you know when the trains rolling
down the tracks we always are called linda you know you know what's going to happen so basically the reason it changed my mind was like what center flowers said when all this popped up in harrison harrison was poor harbor in the situation I didn't know what happened what's bit coin on the business channels did not match pleading up i've learned a lot more i'm not worried about digital currency in some ways and i'm really worried about it so i've learned a lot more what when I asked that text senator bring you know
the sponsor to come over was real nice about it because people showed up there is four five hundred people showed up in harrison and I offered nastly to involve him over to come explain it because I didn't know we we have to depend on each other to be able to do so so and he did not show up and come over even represent the clear would not show up in hers and so to me that's a problem okay now he is texted in apologize to accept the apology but if you're going to do a bill and come down here and do something and it causes
for five hundred and cause the destruction that it is caused cause the health problems you should show up and go face the people and be able to explain I didn't know and didn't know how enough to answer to it we rolled the vote you know that the days have changed with the rules used to are didn't bode on stop when it turned into the beneath of public phase of all these bills and batch bills and up our face campaigns about that until people back home so I asked sinner brought nastly in a text that can you come over just explain this to these people and understand because i'm voted and he did not know he is since
apologized in the text for not coming over in face in those people I would say this there is this this whole thing is never it it's just not passed a smeltest and II have been down here and said that before and we wound up unfortunately being right I wish it was in years past about things going on i'm not saying it but i'm gonna tell you there is so much about this such as far out then pass notice i've asked if the real reason that has been documented in this bill it's comfortable in this atosi action p. I feel like they should disclose their donors in politics he got
to follow the money for every time just follow the money you know what we can't fall the money to social action bond which is a real reason for this bill and it's here they need to disclose their donors from inception not going down if we can't follow the money and know where the money comes from then how can you trust the source we have a staying up there we streams increase you want to get to purity swatter you go the source i'm still calling on and I hope colleagues will join me in colin on that satoshi action burn to disclose their donors since inception so i'm just making basically statements I know
what's happening in this process as linda says the trains rolling down the tracks and I feel like what can I say that there is a lot of this that is just quite frankly not passed in smelters and i've been down here foreign set of two. Thanks sender and I had my character attack during that time but I don't today after what came out thank you senator like while I encourage others who wish to speak to speak to bill or amendments whatever
we are speaking to an address what is your main and not address one another personally anyone wish to speak for sender you're pretty close thank you madame president I wanted encourage every member of this body to reach out to the box and council go visit with your fellow our kansas their own this industry there's a very prominent figures even here in
little rock that are invested in how these industries operate if it's something that we want to push out of our state that is an ideological discussion that far as our concern will be welcomed in future sessions but in the meantime I would ask that uh as I have done this even since this to educate yourself take a trip to these facilities visit with what they do identify what threats they may or may not post what energy they may or may not
harvest from our resources so you can be fully prepared to understand this in the nineteenth so with that I feel that this will give an administrative fix I know the association of counties can be just association have you this have thanked us for our leadership and our efforts to address this issue the minutes will league who never had a problem with the original language said this language with some editions he made in the foreign ownership addresses the issues that they are most concerned about so boring that
this bill will help address the issues of what these facilities are attempting to do in arkansas with that I appreciate a good book thank you send a branch madam secretary police call the role. The. Bye branch called well called well chesterfield chesterfield clark clark crow

turker wallace i'll begin on this side any senator who did not vote or who wish to change his or her boat senator murdoch present anyone else senator clark president love present the side and sender wished about which to changes are about seen none please cast up the
ballot by about a twenty six yay three may three not voting in three present. Senate bill seventy eight passes and the corresponding emergency clause is adopted please transmit to the house is there any items any items at the best yes madame president were you committee on in grass bills towards foreign cynical seventy nine but sent to irving compared the english copy of the
rich on fans i'm correctly in grossed sinner when you're recognized thank you madam president members has been a lot of discussion about this since lee what senate bill seventy nine does is it comes along side senate bill seventy eight and provides a state presence of regulatory oversight specific to this industry the reason why it also addresses for an ownership
directly with language that the ages uh office gave to us that gives them firm legal standing so that language is constructed entirely from the ages office and they feel like that's the strongest language to give them the best legal standing and then finally why the old and gas commission we designated this in the into the department of energy and environment it was their recommendation to utilize the olan gas commission for two
reasons why is because it follows the administrative procedures act so any rules and regulations that are promulgated as a result of this bill will follow the APA and give us a voting approval authority over those rules and regulations and then to you they are the permitting division of the department of energy environment and so it's within their bailey work to to do this uh function so that was by the their choice of division of energy environment I would say to a question that senator rice had asked in
committee the reason why we went to three hundred sixty five days actually mayors the. Federal ban on tick talk that congress passed and said that's again trying to be consistent with uh what's being passed at the federal level and at the state level as it relates to foreign ownership and with that i'm be happy to answer any questions and before we get the questions senator just remind the body that this is the senate bill seventy nine that we had it after the amendment and suspended the rules earlier to
take up in the same day and when I asked the secretary to read the table for us single seventy nine mass sent to irving and sent a bright tremendous arkansas day and the center's act of twenty twenty three to provide for the regulation of digital asset manning businesses and clear and emergency any questions for us in urban senate you're reacting as for a question so when we're over there I mean you seem like a minute reps and more was on the floor there are back enough from some of the
bills things before it even got filed and we packed it you took out the governor's office mentioned that the taken out the work block chain and stuff can you explain that sure so it it is specific to crypto mining industry there's a lot of different types of businesses technology businesses utilize block chain network and so we actually make sure that we tighten the definition so that it's specific to crypto minimum data asset mining businesses that utilize black chain networks because a lot of industries utilize that
technology and the intention was not to have them receive a permit but for crypto minds to receive permits in there's a meeting from harrison you know i've been in black and cities and i've learned the more about this block changing I mean I agree that and that's why I put the regional impart of my bills because these things can more been to anything and you mention the company cigarette can you give me examples of companies and people that are used in block chain that wanted example do you know who specifically wanted exempt as the governor's office told you the.
We need to exempt this out or what businesses are used in block change it or now going to be exempted from this now this is actually a definition so the section is just definition only but it's actually a very good amendment in my opinion so that you can be more specific and targeting and permitting and regulating and providing oversight over the crypto mine industry what I agree with that but also it you know since i'm trying to learn more black chain could be used for a lot of different areas it's like a railway card center that the
heart that he can go a lot of different ways and understand about the crypto mine i'm unequally concerned about the block change being used for other reasons AR everything everything that we don't know so uh but that's what the service mean that's why I put it in that language so what block what what industries can you be more exact on what industries are used in both chain because maybe it's these data information collection centers that are collecting all this data on us maybe it's AR so what examples
can you give that would be exempted from this the reason you okay so there's no no one that's exempted from this again the definition was so that we can tighten it that way speeds very specific to crept our money in industry but senator I can tell you that my child when he took the coding classes that we had at the high school they actually learned about coding and they learned about black chain I have II know that there's a lot of folks that are
utilized in this new technology I would I wouldn't want to taban you know some level of technology that businesses are going to utilize as the new way of creating the algorithms that we utilize and technology and if that opens up other data opportunities anyway increase capacity for data I think that's a move that technology is moving towards and so I don't want to limit that whatsoever because it could be utilized from.
Sony creating and designing a a video game I have my my daughter's boyfriend is in that industry so I don't I don't have any intention of trying to limit emerging technologies if they're utilized in an appropriate way that increases digital capacity for other businesses and understand that I mean we're we're on the same page I don't want to stop that either I never did to begin with but the routine is in this new air block chain can be used for a lot of things that can turn out in in
the situation it's obviously not in his field in the target search you know when you use they are or use that situation using it to minister power possibly water situation so those of the sites which were not talking about coding unlimiting anything it's basically get down to our usa you are not doing what you say you're going to do when you're exempting out this block chain I think it's letting people out of the umbrella in your right to sing these alliance with the computers from people that are
talking about can more than the soft and next month so all the laws and regulations do the crypto can be something else that we're we're on that you you didn't have any example on that the other party is bucked water is a very important issue to me you know in like in newton county for example you know you have a five out of newton county and I have the rest of it so I attended more before ten of water meeting back there I think you remember back because I mean by it was extension aged newt and county years ago I have chocolate
friends like sports with people for new counting it have relatives there so I went there to that meeting because I knew some people but so we're in the s where in this is how water is regulated when you look at excessive usage in this charge where's water taken care of or dealt with in your bill so if you look at the legislative intent section that gives a great lattitude in all the different things that are listed and legislative intent. For the department of energy environment through the old gas
commission to create any rules and regulations as it relates to all the things that are listed and legislative intent and water usages one of them the reason why I believe it's important at for us to have a state oversight and state regulation is because you may have areas in the state of arkansas where you have a rule water association which may or may not have the ability to really construct a good water usage agreement and and that would be very very problematic in my opinion so I think it's super important that we have a
state oversight presence to really go and go alongside both our cities and counties but particularly for those in rural areas that may or may not have the abilities to to really a negotiate those types of agreements that's one thing we're agreement in some available from there's the same thing I thought I keep telling the the beater county people we keep taking more water out of the relay and these don't create jobs so there you know we're we're in the same past sort of in that you know the the issue I have and there's no way around
it i'm not expressed is the rules of regulations which are that some are resolutions you know can't be plexidable is you know the the governor is procripto mine I mean i'm not the only one that shares that back home whenever we couldn't even get you know the herself situation couldn't get phone calls return from them they wait same situation so I mean we could kick the can down the road I mean have you talked with them and say are these rules of breaks going to be here with this critical way are they going to be within two minutes I mean I could do the world and not have any regulations for two
years with rules and raising just delaying the sea what's the tom frame on when this is what happened in discussions it should have as always you follow the rules and regulations process like any other agency puts in place I think as passing the resolution as resolution passed here with a lot of votes it passed the house with eighty four votes senator bryant's resolutions also passed. It is clear that the general assembly has emphasised this issue or we would not be here right now during a fiscal
session addressing it so I think the general assembly then i'm grateful for everybody that's voted for this issue to be heard and debated I think the general assembly has as voice that this is an issue that we take seriously that are constituents that we represent are dealing with and that we need to have a measured consistent good policy at both the local level and the state level to deal with any of these problems that are our citizens and our constituents are facing so yeah I think it's
a very well measured uhm piece of legislation that really can and will address many of our issues that are citizens are facing like I said we agree but I think that my problem is some these fields and water in a fact that neutered I don't know the things are not as hard as I would go accurate because you know it should have been on the call last time the government didn't do it we should add a special session when I probably explain the rules down here to have a special session on it back then the two minutes wanted to keep the can down the road in the
longer we keep keep kicking the candidate with the current governor in the procritical man stands that they want to do is that we're just going to take the can on the rules and regs down the road so that's just expressing concerns I mean this is not my bill this is but I do agree with some of these stuff that you are trying to do with this time and you know but I said in county water is the big issue you know in those those people at that marble falls that I know a lot of them are still wondering how you can't even gotten in your
district but anyway we'll worry about that late any other upfront center any other question my daughter has just done an amazing job working with the marble falls water and waste monitored districts by writing so many grants for them and uh meets with them regularly and some so proud of my daughter and her work that she's been able to do for the moral falls water and was found or district. Which will create incredible improvements for the citizens that that district serves and so with that uhm I am proud to represent any
people on the state of arkansas that gets into my district no matter where they can frame thank you sender anyone wish to speak against in one wish to speak for sender you are free to close thank you i'm close for this bill I really appreciate your dediligence members on this issue a really appreciate all the folks that worked on this and this was an incredible team effort from the secretary of
department of energy environment to send it our brian representative more representative mcclore representative wing and so many others the farther counting judge uh helps with both center brian spill in this bill and I think that this is a starting point and a lot of discussion that needs to happen and I do appreciate all the concerns that that you have relayed on behalf of the citizens you represent it's an important issue and i'm very grateful that you all allowed us to take this up and
work on this policy this is really good strong measured policy and I think it's one that we can be proud of as a good legal grounds for us to stand on as we deal with with this industry and I appreciate a good but thank you thank you sender madam secretary which please call the role brand called oil called well chess fulfill chesterfield clark crowl
