David prior was a giant who made it to the pinnacle of public life in arkansas state representative congressman governor US senator yet both as a private citizen and as a public figure he was almost the opposite of this lofty resume he was humble he was a listener he was a servant he knew how important it was that everyone no matter how high or low their station in life be treated with dignity.
He understood the indignity that a person felt when they felt invisible so we made sure to never let that happen on his watch. His funeral saturday was incredibly moving for me personally we heard about how david prior truly lived out the best aspirations we have for those in public office I felt aware of how our fallen short but I felt challenged and
inspired to be better to put people first every single day and to put all my effort and all my skills toward what really matters which is a service at the funeral president clinton told the story which i'll repeat here in closing. facilities. This bill enshrines the regulation of crypto months through a permit application process under the department of energy and environment specifically the old and gas commission. We have regulations and statutes. Regarding many industries in our state some of which you all are probably involved in we have regulations such that restaurants may about bar
that we have an agency the department of health that goes and ensures that those regulations are enforced so you and I can enjoy safe meals for it with our friends and families at restaurants. We have regulations that liquor in tobacco retailers must about bah and we have abc and tobacco control that ensure those regulations are enforced we have companies that this charge water and the their regulated by the department of environmental quality.

and wish him well in his retirement when I became speaker about six years ago. Uh I think roy was nervous as to whether he would continue to have a job but immediately my first day I assured him as well as the other staff that they they still had a job and let me just say that i'm i'm very glad that I did not just related to roy but our staff as a whole we have an excellent staff but but roy who going to give me. The. Yeah.
The. Yeah. Okay. Yeah. Yeah. The. The. The. But i'm very thankful for roy at serving his cheapest staff of one of the things that is probably not readily apparent when you run for speaker or even as you think about what the speaker does is that between the house and the bureau and the others we have a tremendous
amount of employees and a lot of work that takes place that the art largely we don't see but the cheapest staff is the person that overseas all of that and roy has been that for me and is certainly been a great asset to the house I can imagine having served a speaker without his advice and council it and even to this point he and now and our parliamentarian and
robbin do a great job keep trying to keep me organized but even in the fact that I recognize that roy was going to be out tomorrow realized today or last night that I needed to get this resolution filed so we hurried to to make that happen but royals retiring at the end of june uh as he would say he's headed to the hills and when he would tell me that he's headed to the hills that meant there's no cell coverage and so don't bother calling him but but that's worked out well for him
because I can say that there have been a few times when it has been some of there's been some pressing issue that has arisen where maybe i'm texting with the parliamentary and then and staff here and we are scrambling around trying to figure out what to do and then later that evening after we figured it out roy checks and it says I agree but roy has been there throughout I mean you think about all the things that have happened over the last number of years and even prior to my tenure is speaker going back to serving under
speaker carter speaker gillum we've uh roy has overseen the house as operations during a global pandemic. He assisted in figuring out how we can meet in a basketball arena he is overseen every aspect of the house and I think really uh as you all know I mean roy is so many things his experience in the house his relationships in the capital not just in the house but throughout the capital throughout state government have
been invaluable in chances are that as you've had issues that have arisen and certainly our member services does a great job and I would also suggest that probably roy is also you may not recognize it or not but that he is also many times been engaged in helping resolve constituent in member issues and so we can't say enough I will point out that in our haste we did leave out a few things in the resolution we believe the mention that he is in the claimed author
and most of you probably have bought the book or he's attempted to sell to you right he's he his has a not just the minutes it's really now has become more than just a book I mean there's t shirts and copy marks and all the. He's a he's a antique dealer II think that's generous to say he's an auctioneer is a pastor actually you know he's filled in as our house
chaplain a tomorrow to in the first time he did that I had a member come up to me and say you're just kidding he's not really a pastor I was like no he is but more importantly roy is a tremendous fran a trusted advisor a great christian man somebody that cares deeply not just for the house not just for the members but for the great state of arkansas and so i'm sure that that royals go into miss his time here at the house I know that he is going to enjoy
