Thank you mr speaker i'm due to sabatini representing district six senders county and speaking on behalf of the house education committee i'd like to start with a fuse statistics so please bear with me as we all know are consistent consistently been ranked in the bottom ten nationwide and education and recently as low as forty eight bottom to in the country by sums excuse me by some sources. Additionally arkansas I was ranked in the top fifteen states for the most reported bullying incidents and I believe it did direct result of this is that eighteen point nine percent of our consider teenagers have admitted consideration of suicide and nearly fifteen percent as a twenty twenty two have dropped out of high school. No a problem that we have in the state or nationwide with our youth is an overreliance and an overexposure to technology. What the education committee committee is suggesting that we limit school issued technology from grades kindergarten through eighth to being left in the classroom not being brought home with students. Great night through twelve high school would be allowed to bring home school issue technology whether that be chromebooks ipads or any other forms of technology used by the students home with them to work on their projects. This is because it prevents students from getting it of earth use me having an overreliance on their technology and being exposed to content that they are not mature enough to see additionally with cell phones in the topic of bullying I think we have all know an incident in our school or someone with cyber believed a fight was recorded someone was ridiculed using technology. If our students are not safe in school they will not be motivated to learn and we will not ever move out of the bottom time in our education so we suggest is that grades k through eighth will not be allowed to have phones in school and grades nine three twelve will be allowed to have phones at lunch this will be regulated using its your best and fraction system to discourage students from using their phone and class the specifics of that infraction system will be left to their school districts do you have any questions. Representative richardson put purpose been acknowledged does this system merely prohibit the students from using their cell phone during the prohibited hours or does this system confiscate the cell phones so by a teacher or an administrator and then return them at a later time for lunch so that is something that was discussed within our committee but with the logistics of it it would be prohibiting and discouraging students from using their phones and like we talked about with the infraction system if a student is caught using their phone there is consequences for that that builds up as with repeat of things so no not confiscation and phones because that logistically would not be possible thank you. So I believe that this bill will be great start in arkansas to help mitigate this problem. This bill will declare a state of emergency. Stating that drug and substance abuse is in fact a major problem and that we do need to take steps to address it. This bill will make sure to allocate funds in many ways to help rehabilitate those who are victims of substance and drug abuse thank you. So while I feel that this bill is has good intentions at heart I feel that it fails to address the greater issue behind the problem of um addiction and rampant drug use and for that reason I urge all of you to vote against this bill thank you. And i've watched them also struggle to find rehabilitation centers that would accept them because we are a family who does not have that much money we can't afford to send a lot of our family members to these abilitation centers because of the price that comes along with them I think that this bill creating more rehabilitation centers and having more options for people to go and go through these real biltation processes is a wonderful thing that would really benefit people from my area in areas around the state thank you. Arkansas like many other states in this great union is facing a crisis were experiencing unemployment at levels that are much greater than those we have seen before as a nation in in the wake of the pandemic part of this is it sectors are changing new jobs are opening up that we have not seen before a new opportunities and we are not prepared for them especially not an arkansas as a result we need to work together we into establish partnerships like this bill the step up arkansas act proposes between trade businesses and trade schools if we have the education necessary we can provide the jobs necessary to keep people employed and keep people promoting our economic growth as a state this bill suggests that personal per student they will receive two thousand dollars to attend these trade schools now that may seem like a hefty price to pay but the economic value that each of these semesters will generate is far greater than two thousand dollars additionally these schools themselves will receive tax credits of one thousand five hundred dollars in order to maintain these partnerships between the public schools and the private businesses which are referred to as public private partnerships under the spell this bill seeks to solve the problem of how it will we in a changing future maintain arkansas relevance and maintain arkansas power the real answer is we need to maintain arkansas work force. Um is the tuition waived and if not or just just please clarify that yeah under this bill the tuition is not waived however the statement that you were talking about goes to the students not to the schools the two thousand dollars type and so the students do at the opportunity to use that money on tuition or however they deem necessary which I would assume is tuition if they're going to be schools which can be expensive and additionally the tax credits are only available to those business participating or not yet to these businesses and the schools participating in the program and assert I assume that that would require regular vending as well to make sure that these business and the schools are participating in the program are participating in the program not spot. I think personally as someone who sees the work trade to do every day as someone who's attended a school where we have had trade programs trade courses we need this we need this to be the best that we can be into grow as a state as ourselves and grow into the kind of state that we can be proud of.
