Let's pray. Heavenly Father God today, we're thinking of our valleys. And uh the psalmist who called us to, as we're passing through the valley of Becca, he said the valley of tears. I know God that
some of our legislators are going through those valleys today and I'm lift up a couple of them. I wanna pray for Representative Eubanks today and his struggles and Representative Bro and uh Sorrells and many others in this chamber are going through struggles that none of us know about, but God, you do. And as they're doing this, then you told us as we go through those valleys, in the valley of tears to make it a well. Uh, somebody else is going to have to travel those valleys.
And so God, you call on us to leave something behind to ease the path of another one. Who comes behind us and every one of these legislators here. are doing that in their own way. They're trying to ease some of the traveler's load, trying to make something that will help them. God, I pray your blessings on these individually in their struggles. But I pray that you'd bless them collectively, bless their efforts. And we ask it, Lord, in Jesus' name.

What I want to highlight is that there's so much more than in that title, uh, that we could never put into words to recognize.
Uh, what's going on here? I want to read a few paragraphs here. The Yeoville Summit Panthers girls track and field team won the class to a state track meet held in Quitman on Tuesday, April 30th, 2024. This was the 4th straight class to a state championship win for the Panthers. The 4th straight year. The Panthers won these 4 championships without having track and field facility, and they practice the track portion
of the sport by running at the Yalleville City Park. They run at the Yaleille City Park. I want to highlight this right here, the Panthers were led by coach, head coach April Martin, who was named the Section 6 Girls Outdoor track and field coach of the Year by the National Federation of State High School Associations and the 2024 Arkansas Democrat Gazette, all Arkansas Prep, girls track coach of the Year. And I want to read this. This is
in Coach Martin's words. She said, we don't have to be, we don't have the best facilities, but that doesn't hold us back. We're gonna work hard every day that we can. That right there exemplifies the spirit of the Yellowville Summit Panthers, and it's my honor to present them to you. If you look over here in the East gallery, I've got the high school principal Clark Gustin, the middle school principal Cary Duffy and our head coach April Mar. And if you would please stand so that you can be recognized.
They all said this is a team effort. We know that it's not just the, uh, the student athletes. It's the um the coaches, the high school, the middle school principal, all of them work hard together. Here today to present House Memorial resolution 1002 is to remember. Bob R. Brooks Jr. had to recognize his contributions to the legal profession. To the state of Arkansas, the United States. Every day we cross paths with numerous individuals and those are often casual interactions. That at the time just seemed fleeting. But then as years passed by,
Those become more profound in our life. Meaningful connections, important friendships. That impact our lives in profound ways. Bob R. Brooks was one of those people in my life. Many of you in this room are the same. You're important. The relationships we have. You motivate, many of you
motivate me to be better and work harder. Bob was such an So what I'm gonna say today is, don't take your friendships for granted. If you've got loved ones, you have friends and acquaintances in the state. Take a little extra time today. And remind them that you love them. And tell them that they're important. I recall my last conversation with Bob. He was, he was motivating and encouraging me.
So you name 100 times when you talk with him. Because he wanted that personal connection with you. Some members I ask you to join me, um, in memorializing Bob on the anniversary, one year anniversary of his passing. And I'm gonna ask that the clerk read, uh, the resolution in its entirety so that we can soak in the impact that Bob had on this state in our country. Thank you. Walton College of Business at the University of Arkansas at Fayetteville. And whereas Bob R. Brooks Jr. attended the University of Tulsa College of Law and served for two years on the Tulsa Law Review before graduating with his doctorate in 1987, and whereas Bob R. Brooks Junior's career as a lifelong public servant began in Washington DC. working as the chief of staff for former United States
Congressman Jay Dickey, and whereas Bob R. Brooks Jr returned to his beloved state to serve the state of Arkansas under Governor Mike Huckabee is the director of the Arkansas Ethics Commission and whereas Bob R. Brooks Jr. was called back into national service in helping to oversee the 2000 Florida recount on behalf of the Bush-Cheney campaign. And whereas Bob R. Brooks Junior's institutional knowledge was recognized by many. He was asked to and served as the chief of staff to former Congressman Jim McCray, and whereas Bob R. Brooks Junior's
understanding and experience in national politics is invaluable to others, and Bob became a partner at Capitol Council LLC, a Washington DC lobbying and advocacy firm. And whereas Bob R. Brooks Junior worked hard but found time to cheer on the University of Arkansas. At Fayetteville Razorback sports team and to spend time golfing and horse racing and whereas Bob R. Brooks Jr.s heart never left the state of Arkansas, and in 2020 Bob Bob returned to Arkansas to be closer to his family and whereas Attorney General Tim Griffin named Bob R.
Brooks Jr. as Chief Deputy Attorney General in 2023 and where as Attorney General Tim Griffin stated as my chief deputy, he was unraveled in his intellect, strengthen of character, work ethic, and the love for Arkansas, our office. And the dozens of staff he led and managed. And whereas United States Congressman French Hill stated on the floor of the United States House of Representatives, Bob was a dedicated public servant who represented all that is good in Arkansas through his professionalism, his wit, and his great sense of humor. And whereas both Attorney General Tim Griffin and Congressman
French Hill County Bob R. Brooks Jr. as a dear friend who was greatly missed, and whereas the building formerly known as the Bull Building will now be known as the Bob R. Brooks Junior Justice Building, and once the renovation is complete, House, the Attorney General and the staff officers as the lasting tribute to his distinguished career and his impact on the state he deeply loved. And whereas while Bob R. Brooks Jr. cherished his work as a public servant. He was most proud of serving as Uncle Bob to his nephew, Ryan Brooks Curry, and dedicated son to his parents, Bob and Cindy Brooks,
and where's Bob R. Brooks Jr. survived by his parents, his sister. Saver Brooks Curry, his great nephew, Rex Grayson Curry, and many other family members in Fort Smith, and where is Bob R. Brooks Jr. was proceeded in death by his brother, Kevin Patrick Brooks and his grandparents and perilbrooks and Joe and Martha Jones. And whereas the United States and In the state of Arkansas are blessed to have been served by Bob R. Brooks Jr. in his capacity as a lawyer and dedicated public servant, now therefore be it resolved by the House of Representatives and
ninety-fifth General Assembly, state of Arkansas that the House of Representatives recognized Bob R. Brooks Jr. for his dedication and service to the state of Arkansas and to the United States. What Representative Beatty said or, or what was in the resolution, um, but I just really appreciate, um, Representative Beatty for bringing the resolution to honor, uh, the life and memory of Bob Brooks. Bob truly lived a remarkable life, and he was truly a remarkable Arkansan, um. He served as chief of staff to two different members of Congress. He ran the Arkansas Ethics Commission, uh, at the time of his passing, he was the chief deputy for the office of the Attorney General, uh, and
that's not to mention any of his considerable achievements in the private sector. But unless you knew Bob, it was really hard to understand what a huge void he left when he passed, um, you know, as Attorney General Griffin said that he had an, an unrivaled intellect, and that's That's just spot on. I mean, if you knew Bob, he was that one friend that you know, that could cite You know, this law or cite that event or tell you what happened in 1982 at this point. I mean,
he just knew all of that at the drop of a hat. Um, had a mind like a steel trap. He also had a work ethic that was unmatched. Uh, Bob dedicated himself wholly to everything that he did. He was a, he was a big man in stature if you knew Bob, he was probably, I don't know how tall he is, 6'3 or 6'4, uh, but he had a big heart and he was unyieldingly loyal to his friends. They loved him for that. Bob loved Arkansas. Uh, he loved Arkansas so much that when he
was asked to leave a very successful career in the private sector to come be the chief deputy in the Attorney General's office. He didn't hesitate. And it's just very sad that we lost Bob so early because he had, I feel like he had so much more. Left to give our state. But the people that he left behind, his friends, his colleagues, uh, his loved ones, they all miss him greatly. And um I would appreciate a good vote as we honor the, the life.

Thank you, Mr. Speaker. Colleagues, uh, good afternoon. I bring before you for your consideration, House Bill 1060. You may notice or recognize this bill as being something similar to a bill that we passed out of this chamber last year, or 2 years ago, overwhelmingly. Um, We got it down to the Senate and unfortunately ran into a little bit of difficulty, uh, with timing and being able to get, uh, get it through the Senate, uh, before the end of session.
So, uh, we, uh, brought it back this year to take another look at it. Um, During that interim time, there were a number of conversations that I had around this bill. Um, it became apparent that simply teaching the bad aspects of, uh, Other government types misses a lot of the original intent. So I took the opportunity to rework this bill. Um, and bring back to you what I feel like is a much more effective and productive bill. With the help of the education
committee getting the uh language correct. We feel like we have a well drafted, um, bill to accomplish the desired, uh, impact. Um, there's a well-known quote from one of our constitutional republic framers, Benjamin Franklin. Uh, when, when asked what type of government the Constitutional convention of 1787 had produced, he famously said, a republic. If you can keep it. This simple phrase best incorporates the idea that it's up to us to maintain and reinforce our republic.
We do this by being a well educated and active citizenry. It is this part that HB 1060 will, if this legislature agrees, provide real impact. House Bill 1060 provides that the Department of Education will review social study standards for grades 7 through 12 and incorporate the teaching of the resiliency of the United States Constitutional republic as compared to Other types of government.
Specifically, it will look at the repeated failures of autocratic government systems, communism, and even democracies as they've proven over and over that they will deteriorate into autocratic governments. Um, I took some time this last year to read through our standards that are placed on the Department of Education site. Uh, and I was unable to find any definitive references in our standards to the United States as a constitutional republic. Uh, from my perspective, this is a huge omission.
On our part, and a critical component in understanding what makes the United States different. We have an obligation and responsibility to ensure that we pass along to our students and understanding of the different government types that exist in the world, and the fundamental flaws that have led to other forms of government downfall. Costing tens if not hundreds of millions of their own citizens' lives in the process. And while having a government that is subservient to the people.
Like in the United States, provides a much better solution. I was asking committee. Why this bill did not address the education of the many mistakes that the United States has made. My response was simple. This bill in no way suggests that our constitutional republic is perfect. It does suggest that we make it more perfect by being an active citizen in our government. Over the last 248 years of our constitutional republic's
resiliency through all kinds of challenges. It has been validated because of our ability as a citizenry to change our government and mold it to the design of what's best. For our people Our government is subservient to us. The people And our constitution restricts how this government can interact with us, establishing our Our protection from governmental infringement for our inalienable rights.
These fundamental differences and the power we hold is informed citizens is not Being adequately reinforced in my opinion, in our current education environment. House Bill 1060 moves to restore that knowledge and empower our students to become educated, informed, and active citizens in our constitutional republic. And we can do this by leveraging existing curriculum. And molding the conversation to reinforce the importance from grade 7 all the way through grade 12.
We can, in my opinion, ensure a better outcome, a more engaged citizenry and ensure That we continue to actively mode our government to fit the needs of our nation moving forward. They, they find themselves, um, repeating the same things over and over in, in the novice program. They get discouraged that they're having to go to the co op, take these programs, which
they've already learned, uh, in their 4 years at a, at a college. It does not say that a principal can't suggest that she goes or he goes and does the novice program. It doesn't say that if a teacher wants to participate in a novice program that they can't. It just says that they've been through a year-long mentorship, where they've had rigorous studies, studies that they won't have to. participate in that novice program. And with that, I'll take any

This is just requiring a notification of a down code. This has been negotiated with commercial payers, and I don't know of any opposition, and I'd be happy to answer any questions.
