House resolution 1042 by Representative Springer to honor Annie Mabel McDaniel Abrams for her service so that her community and the state of Arkansas. Representative Springer, you're recognized to present your resolution and the members of the House of Representatives. My name is Joy Springer. I serve as state representative for District 76. Today, I present to you House
resolution 1042 to honor Annie, Mabel, McDaniel Abrams. Miss McDaniels is a Miss Abrams is a member of my district, and she is in the house today. She's in the Guest room upstairs and she's 93, she is 93 years old.
Mr. Speaker, I ask that the resolution be read in its entirety so that the members can understand who she is. Thank you. Madam Clark, please read the resolution in its entirety Mabel McDaniel Abrams is retired educator and a political, social, civic and community activists in Little Rock. And whereas Annie Mabel McDaniel Abrams was born on September 25, 1931 in Arkadelphia, Arkansas, the eldest of 4 siblings, and she was raised with help for her grandfather after her father died when she was 18 months old. And whereas Annie Mabel McDaniel
Abrams attended the segregated Peak school in Arkadelphia until age 13, where upon her mother sent her to the Little Rock to pursue a better education, and whereas Annie Mabel McDaniel Abrams graduated from Dunbar High School in 1950 and enrolled in Dunbar Junior College to major in teacher education, graduating with full licensing in 1952 and a scholarship offered to prestigious Brandeis University in Massachusetts and whereas because her financial circumstances prevented her from attending Brandeis University, Annie Mabel McDan Abrams began teaching at the
segregated three-room elementary school in Marianna, Arkansas before accepting a position in 1956 with the Arkansas Teachers Association, which supported educational equality for black teachers and students in Arkansas, and whereas Annie Maple McDaniel Abrams Mary Orville Abrams at the time, and they eventually had 4 children, and whereas Annie, Mabel McDaniel Abrams later enrolled at Philander Smith College, graduating with a Bachelor of Arts in Special Education, and whereas Annie Mabel McDaniel Abrams actively engaged with community issues upon her return to Little Rock in 1956, assisting The desegregation of Little Rock Central High School and closely
associated with Daisy Gaston Bates in this effort, joining Democratic women to advocate for the gubernatorial election campaign of Republican hopeful Winthrop Rockefeller in the 1978 traveling to Geneva, Switzerland as a delegate of the Young Women's Christian Association representing North America at the United Nations Conference. And where is Annie Mabel McDaniel Abrams was instrumental in campaigns to rename Little Rock Streets in honor of Daisy Gaston Bates and Mayor Charles Bessy, and most notably, she led the campaign. And that resulted in 1992 renaming of the high street.
In honor of Doctor Martin Luther King Jr. and in the Institution of Little Rock's first parade in honor of Doctor King. And whereas Annie Mabel McDaniel Abrams was a member of the Little Rock Central High School integration 50th anniversary commission was commissioner for the Fair Housing Commission and served as treasurer of the Arkansas Democratic Black Caucus, and she currently serves as honorary co-chair of the Arkansas Martin Luther King Junior Commission. And whereas Annie Mabel McDaniel Abrams has been the recipient of numerous honors and has been recognized throughout the state of Arkansas for her continued community service and activism
and whereas Annie Mabel McDaniel Abrams was awarded an honorary doctorate at the Community Service Award for her. mater Lander Smith College and has received the Brooks Hayes Award for Civil Rights champions and the Making of Martin Luther King Junior Holiday award by the National Martin Luther King Junior Commission given by Coretta Scott King. And whereas Annie Mabel McDaniel Abrams was a 2010 inductee into the Arkansas Black Hall of Fame, and in 2020 was a Hall Baptist University established the Annie Abrams Living Legacy Award, a scholarship for African American students and whereas Annie Mabel. McDaniel Abrahams continues to
reside in her family home in Little Rock and remains active politically and in her community and her endorsement is highly sought after the local politics and whereas in 2021, the city of Little Rock declared the 19th birthday of Annie Mabel McDaniel Abrams to be any day on the February 1st, 2022, the television program Good Morning America featured Abrams as part of its Black History Month program. Now, therefore, be it resolved in the House of Representatives ninety-fifth General Assembly for the state of Arkansas that the House of Representatives honor Annie Mael McDaniel Abrams for her service to her. community and the state of Arkansas.

House Bill 1413 by Representative Shepherd to amend the law concerning brine production and to amend the law concerning the formation of brine production units. Representative Shepherd, you're recognized to explain your bill. Thank you, Mr. Speaker. Uh, members, House Bill 14 relates to brine production units, um, brine production in Arkansas is largely found in Union and Columbia counties. There may be
some areas, uh, outside of there, but primarily it's a union in Columbia County issue, uh, for those that may not be familiar when it comes to brine production just as it is related to, uh, oil and gas, uh, a unit can be formed and what a unit is, is basically an aggregate. g ation of acreage that then is produced and then any production out of the unit inures to the benefit of all the interest owners within the unit. Well, it's come to our attention. This was actually brought by industry
to me that, uh, there may be a need to move some acreage from one unit to another, uh, in particular, the instances that, that I'm most familiar with, the production unit also relates to a production and manufacturing facility. And as these areas are depleted, There may be one unit that is being depleted that could use some of the production from another unit. And so this bill provides for the movement from one, from one unit to another. Additionally, there may be some instances in the future where
acreage is no longer necessary for the overall benefit of the unit, and there might be a need to apply to, uh, remove acreage from that unit. Ultimately, all of those moves would have to be approved by the oil and gas commission. And so this is just Simply allowing us to be a little more nimble and being able to uh best organize these production units going into the future, as you're well aware, brine production also potentially, uh, relates to the future development of lithium in

Thank you, Speaker. Colleagues, is a really simple amendment, something that the nursing board wanted to fine-tune the registry for that we have for our patient care takes. This was our bill to allow. The patient here takes to give heparin, um, in the clinic. So simply a fine tuning of the registry that we set up for the nursing board. I appreciate a good vote. Madam Clark, please read House Bill 1405. House Bill 1405 by Representative Richardson to amend the statutes concerning. Procurs and to add additional regulations regarding the use of a procurer by a licensed chiropractic physician. Representative Richardson, you're recognized to explain your bill. Thank you. Good afternoon. You guys getting any emails lately? So
1405 is a bill that we redid. I ran a bill a couple of weeks ago. Uh, that dealt with this same issue. So, I wouldn't rework this bill and did everything that they asked me to do in terms of amendments from colleagues, as well as other associations. And with the changes, we now have the support of the Arkansas chipatric Chiropractic Physicians Association, as well as some individual chiropractors. So real quick, what the bill does, some big changes that were made in the bill. Is this taking the dead period from a
thirty-day rest to a 14 days. So they got 14 days before they can reach out to an individual. The next big piece about it is, it's taking away the felony for, for not meeting that deadline, taking the felony out and now giving a $500 fine that will be mandated or managed by the board. I wanted to identify a couple of things that I have read in some of the emails. One of the comments I read said that it reduces the ability for a person to recover in a timely manner. This bill does not take away the
ability for an individual who has an accident to go get treatment. It has nothing to do with that. It stops at chiropractor from reaching out and meeting them at the house after they've had the accident. Another one I had was it places restrictions on persons receiving healthcare. Again You've got 14 days, which is a dead period. Then after that, they are welcome to reach out. If a chiropractor already has a pre-existing relationship with that individual, they can meet him day one.
I had a comment that this may not be constitutional. What we found is there were similar statutes that have passed constitutional review in Ohio, Kentucky, Texas, North Carolina, and Tennessee. The difference with this is 1405 is more narrowly tailored for individuals, uh, dealing with chiropractors and vehicle accidents. So Those are the changes. Questions? You know

Representative Ray concerning the establishment of the maximum campaign contribution limit by the Arkansas Ethics Commission
amending portions of law resulting from initiated acts and declaring an emergency. Representative Ray, you're recognized to explain your bill. Thank you, Mr. Speaker. Colleagues for Arkansas political campaigns, uh, the maximum contribution limits are linked in statute to our federal campaign uh maximum campaign contribution limits. And they're done that way so that they will mirror each other. Uh, the federal limit, as many of you know, is set by the Federal Elections Commission,
and every 2 years, the FEC will update that limit to account for inflation. Um The problem is because of our lengthy rule-making process, it often takes somewhere in the neighborhood of 5 to 6 months for our ethics commission to adopt the the new federal limit each time that's changed. So for example, this year, uh, the FEC increased the limit from $3300 to $3500. That will eventually become our limit, but because this has to go through the rulemaking
process, it can take 4 or 5, sometimes even 6 months to update. So what this bill would do is simply, um, exempt the update and contribution limits from the rulemaking process and require the Arkansas Ethics Commission to adjust the new limits within 30 days of the FEC's new limits. And the rulemaking process is really not a good fit, um. For this function anyway because the ethics commission really doesn't have any discretion in updating the limits. They just follow a simple formula laid out
in statute, um, and which requires them to mirror the, the federal limit rounded to the nearest $100. That is what the bill does. I'd be happy to answer any questions. to amend for agencies that may not have a chief fiscal officer that could approve that special travel, uh, with that, I'll entertain any questions. Representative Richardson, you're recognized to explain your bill. Thank you, Mr. Speaker. Colleagues, I bring for your consideration House Bill 1117. A little background on this bill. I live in a subdivision in uh Southwest Bentonville. And with a close proximity, oftentimes we have a large number of neighborhood children that have a tendency to play together. Um, and those children end up depending on the play of the day, at any particular neighbor's home.
Now, under normal circumstances, this, uh, all of the neighbors' homes were safe and, and secure and of course, I know my neighbors, so, uh, I'm less concerns about where they are. This last summer during a conversation with some of my neighbors, uh, we had, uh, some conversations around safety, and one of those was a round gun safety, and it became very aware to me that firearm safety is a conversation in households that have firearms, but generally
in households without firearms. This is a bit of a concern, uh, when you have children in a small neighborhood or large neighborhoods like mine that are continuing to go into different homes, it's entirely possible that those children might stumble upon an accidentally unsecured firearm. Um, and in the event that they do, if these were my children because they've been raised in a home that has lots of safety, uh, and we talk about firearm safety. They would know exactly how to handle that circumstance.
Unfortunately, they may go to a home, uh, excuse me, a child may come into my home that hasn't had that same opportunity. So that's the reason for House Bill 1117. So what we've done, As we worked, uh, a, a, a language into the bill that allows the Arkansas game and fish, and of course, uh, the Department of Education to work together to come up with age-appropriate firearm safety. Uh, and then be able to provide that training in a classroom
environment. Um, this, uh, this is both minimal to the, uh, Arkansas Game and Fish Commission, of course, and the department, uh, and the, uh, game of fish is well positioned to handle this type of training as they have learning tools, uh, and, uh, tools to make videos, to be able to produce that curriculum so that the Um, also in this bill, we felt it was very important that we stipulate that any kinds of conversation around those things that are, um, a little bit sensitive. We need to be with uh
a neutral viewpoints. We also, uh, made a point of saying that we don't want branded material unless it's branded by, of course, the, uh, department, uh, or, uh, the, uh, the commission because this is not an attempt, uh, to sway political opinion one direction or the other. But, uh, with that, I'm happy to answer any questions about the bill. Representative Clowney, for what purpose? You're recognized. Representative Richard, since to your knowledge, what else do we mandate be taught every single
year. Well, we do, uh, drill training. We, of course, uh, do, uh, tornado drill training. This is exactly the same kind of idea. It's a safety training. Follow up. You're recognized. But that wasn't exactly my question. This is instructional time, right? We're using instructional time to teach. Material instructional material. Is there any other subject area that we mandate be taught, not, you know, whatever, but, but yearly, every single year. I, I guess I'm still unsure about your question. This is a
safety training, so it qualifies for the same kind of uh application as any other safety training. We want, of course, our kids to be safe in those kinds of environments. Madam Clark, please read Senate Bill 207. Senate Bill 207 by Representative Underwood to amend the law concerning initiative and referendum petitions to require a canvasser to disclose that petition fraud is a criminal offense and to declare an emergency Underwood, you're recognized to explain your bill. Thank you, Mr. Speaker. Colleagues, this bill requires petition canvassers for statewide initiatives to inform potential finder, uh, signers that petition fraud is a criminal offense. And this notification can be given verbally or in writing. Over the years, we've seen a
large amount of duplicate signatures on these petitions, and often canvassers have gotten Arkansans to sign petitions that they've already signed or that they can't legally sign. And I think many people just don't know that these are serious government documents. And so this corrects that error. The reason why we should pass this bill is that petition fraud canvassers requiring canvassers to inform people that, uh, petition fraud is a criminal offense. It deters fraudulent activity and deceptive practices. It promotes transparency because it lets everybody know uh how the
serious nature of these petitions that they're important government documents. And they protect the democratic process by helping to ensure legitimate signatures are collected and reducing fraudulent activity that undermines the public trust. By utilizing this simple straightforward step, we reinforced the importance of honesty in our petition process. I'm happy to take a few, few questions. Representative McCullough, for what purpose? Reco for a question. Thank you, Mr. Speaker. So how could the state, um, prosecute violations
of this new disclosure requirement, because I want to understand what specific evidence would be needed, uh, to prove a canvass or failed to inform a signer about petition fraud being a crime. So is your question, how would the SOS the state prosecute it? What kind of evidence would you need? I would think that there would have to be some sort of complaint and then there would have to be an investigation of some sort, can I follow up? You're recognized. Thank you. If so, I mean, does that mean video
recordings because if, if you're putting someone in the position of doing a video recording. Um, it's kind of getting interrupting that process between the canvasser and the, the voter. And want that chill this process in some way? No, I don't think it would chill the process, but I think evidence can be provided, provided in a number of ways, so. One more follow-up, please. Madam Clark, please read Senate Bill 206 26 by Representative Burks to amend the right to read Act and to amend the amount of literacy tutoring grant awarded under the right to read at. Representative Berkshire recognized to explain your bill, Mr. Speaker 206 is a bill, it's a very simple bill. It amends a provision of the Learns Act where we created a literacy
tutoring grant. These are grants available for students in K through 3rd grade who are identified as, um, particularly troubled in reading, uh, the grant had a cap of $500 and I think that we quickly learned that this is a very beneficial grant for these students, and we want to just raise that cap to $1500. We're not giving any more money to The program, but if the funds are available, we don't want to limit the student's ability to get tutoring at 500, we just want to move the cap to 1500. And with that, I appreciate a good vote.
