So House Resolution 1079 is honoring a young man named D.J. Daniel. D.J. Daniel was diagnosed with brain cancer in 2018 and given five months to live. He has fought valiantly, and a few weeks ago he became a favorite son of the nation when he was given the honor of being an honorary Secret Service agent by President Trump in the State of the Union Address. D.J. is going to be here in the Capitol today. He's being honored by our Secretary of State's office as well as meeting with the governor.
And so even though the time is a little bit short on the process of this, we're going to have a point of personal privilege during the session today and honor him. He's going to be an honorary state Capitol policeman as well as D.J. Daniel Day here in the state of Arkansas, and I'd appreciate a good vote on this resolution. Are there any questions? Seeing

Representative Mindy McElinda in House District 10. Good morning, committee. I am here with a resolution recognizing Down Syndrome Day, honoring individuals with Down Syndrome as well as their invaluable contributions to our community.
This was brought to me by a constituent who runs the Northwest Arkansas chapter for Down Syndrome families. Up in Northwest Arkansas, we have just shy of 200 families that are involved in this group. It provides critical support, education, and advocacy. They've had almost 80 events in 2024 to foster empowerment, lifelong learning, as well as inclusion into the community. They serve ages zero to over 40. So they serve everybody, and they have a program with Mercy where they go and they make sure that if you are a parent who has just delivered a child with Down syndrome, you are getting the resources that you need starting day one.

I'll bring to you this morning House Resolution 1073. On July the 4th, 2026, the United States of America is going to celebrate its 250th anniversary. The United States Congress established the United States Semiconsensual Commission, working with American250.org. Please don't ask me to spell that.
Um, to coincide with that, Governor Sanders created the Arkansas 250 commission, put a group of folks together to, um, really beef this up so that we can help celebrate this across the United States. Uh, the purpose of this, it's a once in a generation opportunity, uh, to engage children, students and adults and educational opportunities, civic engagement, public service opportunities. And this resolution is just a way to kick that off. I know that the 250 commission is, has already started meeting and planning. It's going to be a really big time in our state celebrating this,
and we wanted to run this resolution to kind of officially kick it off, and we're going to have members from that commission that will be here on Thursday. Representative Brian Evans from District 68, which my district is primarily the city of Cabot. I do have a little part of North Longoak County, but the biggest majority of my district is the city of Cabot, which I'm extremely proud of, and I bring this resolution to you today as an honor to them.
Most recently, Cabot was recognized by Arkansas Business as a 2024 trendsetter city for its efforts in technology security. And also, the city has just gone above and beyond working with our local stakeholders and our local businesses, creating a lot of innovative initiatives for community development and economic growth to inspire a better opportunity for local quality of life and sustainable economic development.
You may remember a couple of sessions ago, with almost a unanimous vote in both the House and Senate, we passed some legislation to allow our cities and our municipalities to partner with ISPs to be able to boost their broadband capabilities. Cabot was one of the first ones to do that. They partnered with Connective First to provide broadband initiatives, which has helped us to improve economic development, improve health care, and create additional access for educational purposes for our school kids.
It was a $20 million bond project and made Cabot one of the very first multi-gig cities in the state of Arkansas. And then once that was completed, the city took on a new initiative for economic development and tourism and created a facility called Game Time at the Grounds. It's a 128,000-square-foot sports facility. It has nine full-size regulation basketball courts, 17 full-size volleyball courts, 27 pickleball courts. It has indoor soccer and indoor turf fields for softball and baseball practice.
Before the groundbreaking ribbon-cutting, before they even had the capability of scheduling appointments, or what I'm going to call court time, there was already 100 weekends booked out for roughly two years' worth of bookings. If you come to Cabot at any time on a weekend on that side of town where this facility is, and it is an unbelievable facility, we have people coming from every corner of the state every weekend.
uh, including, uh, but not limited to governor Sanders. Uh, she has told me how, uh, almost every weekend they're there because her daughter plays volleyball. And so they're there. It's been a tremendous boost. Cabot has really turned the curve on economic development and creating opportunities for tourism in our state and welcoming, uh, just a classifications of people from all walks of life to come and participate in family activities. And so we're really proud of that for them and by that I wanted to be sure and make sure that we honor them for being a

This group didn't just sit back and look at literacy. They decided to do something about it. So every year they donate 50 bookcases to children that are in Head Start bookcases with their names engraved, books in there. And they've been doing it now for 20 years. And this year they did their 1,000th bookcase. So I wanted to honor them for what they've done for their community and what they do each year, donating these to kids. A great event. I love to go and watch the kids get their bookcases and they each get a little stuffed animal to read with when they read at night.
