Remember, this bill has actually passed out this committee one time, uh, we found out a few days later that there was some confusion between the attorney General's office and the human trafficking folks, and so we have added some language back in, specifically in the old bill, we restricted the distance from the interstate to 1320 ft. That's now unlimited, so it's, so any, uh, facility along that that. That interstate, uh, will have this posters in there. The other thing we did, we took out private clubs. And we found out later from talking with the human trafficking folks that And I didn't know this at the private clubs actually have a pretty high rate of human trafficking in them, so we, we added what was in the law already back into the law. thank you, Mr. Chair. Senator Gilmore, District one, Southeast Arkansas. Are you? Thank you, members. This is the bill that allows um businesses, retailers, private entities to utilize license plate readers. You may be familiar with some of the retail crime bills that have passed out of this committee. Of late, I think this one is one that we, we can consider as part of that simply because there are people who are preying on our retailers and other business owners stealing, stealing from and doing it in a way that is organized and so this is a way to help tamp down on that. I do want to go through the bill because I want to make sure that everyone understands what we're dealing with and how thoughtful we were in crafting this, so on the first page you'll see where it defines an additional subdivision of who can utilize this private landowner, private leaseholder, commercial business, um, it locks it down to basically private businesses there. Um, go over to the next page on page 2, again, um, it locks it down to how they can use it in in monitoring their premises, um, and again that is as it states there on their on their property and again if you go on down to page the bottom of page 2, it outlines basically how long the data is retained and that's 60 days by the private landowner, private leaseholder, and commercial. Business Um You go on over to page 3, basically government, governmental entity may only compel the release of the captured plate data under section those sections there with a valid subpoena, again, making sure that this is not misused, mishandled, or anything like that, um, there's, there's also in this bill on page 3, making sure that they can't sell that data, um, and then Going on over um To page Um, I want to point out on page 4 in particular, um, That they are subject to the Attorney General's deceptive trade Practices Act. So basically if there's an issue that is, that is, uh, you know, arises from, from misuse of this, then they're subject to penalties there. I don't want to over talk the build. It gives parents an additional option to petition for restoration of rights after those After having rights terminated, it changes the timeframe for that from 3 years to 2 years to put us in line with Texas and it allows individuals who are placed on the child maltreatment registry to have an opportunity to be removed if that finding was for a case of neglect, and so it still focuses the registry on cases of abuse, sexual abuse, sexual exploitation or cases of neglect that happened in an official capacity, and the only way someone can be removed from the register. Can you that Mark just a little closer. I'm sorry. Yeah, it's better. And so what this bill does, it allows for individuals who were placed on the registry just for causes of neglect. They can only be removed if they've already been reunited with their children. More than a year has passed and no additional findings have been made.
