Many of you have already seen our new pen and have one. I want to be sure that you all see it and see me to get one. You've got the official one on the first day. This is the second official one. They are gorgeous. They help identify wherever you go and other conferences, etc. They are unique and help identify the brand of Arkansas State Senator. Rebecca Barfield did a super job of designing this.
It has the state capitol, along with Senator, and 93 for the 93rd session. And like I said, each one of you have one. If you
haven't got it yet, see me, and I'll get you one. Thank you. Thank
Speaker 38

a consumer. Senator English, you're recognized. Thank you. Am I okay? You are. Thank you very much. This bill actually is something that has been in place since the pandemic as part of the governor's emergency package. and it allows liquor stores to deliver to residents only.
And there is a whole criteria for being able to collect information on who the buyer is in residence and who the deliverer would be of the store. So this will only be in wet counties across the state. It's a pretty simple bill. Members, you've heard Senator English explain Do we
Speaker 28

have any questions? Senator Garner? Thank you, Mr. President. Sir, Amy, you said this
Speaker 63

was a simple bill, correct? I beg your pardon?

to promulgate the rules after the fact about what this

is. Yes, ABC will promulgate the rules. Well, after ABC has shut down multiple businesses during this pandemic, using the threat of force of pulling their license, Is that the best policy for us to be adopting to allow ABC more power to promulgate rules that could be used in a

Speaker 38

Okay. Thank you. Okay. We'll now take up SB 76. Senator Eades, or Madam Secretary,
Speaker 25
21:27
would you please read the bill? Senate Bill 76 by Senator Eades to establish an excursion train permit
and to authorize an excursion train permit holder to sell and serve alcohol beverages. Senator
Eades, you're recognized. Thank you, Mr. President. this bill was brought to me by one of our tourist attractions in northwest arkansas as a train an actual excursion chain train is something that moves doesn't have the authority right now to even apply for a permit to be able to serve on their trips as they take passengers up and down for the sightseeing so what this bill would do would allow a them to apply for
a permit to be able to serve and sell drinks on their excursion with the ticketed passengers. Currently, they also will let people rent out the train for parties, wedding events, things like that, and they have no control. Currently, they've allowed people to bring things on board with them. This will allow them to control the amount that they're able to serve and sell since they'll be the ones that controls the permit themselves. There are also specific rule set in here because some of their train trips actually pass through a dry county as they're
going towards Van Buren. So they'll have to stop the sale and service of those drinks while they're in the dry counties as well. So they'll follow all the same kinds of wet and dry rules that they would under any other stationary facility. This just gives them an opportunity to apply for this permit so that they have the ability to take their level of service to another level for the passengers that they offer these rides to. And I'd answer any questions. Okay, members, you
heard the bills. Do we have any questions? Anybody?
