very simply does a couple of things. One, it addresses the issue of student safety and bus transportation. We're looking to amend the code to show that safety for students is at a very utmost high by prohibiting a person from driving a school bus who within the past three years has been convicted of operating a vehicle while under the influence of intoxicating liquor or drugs. It also, we're looking to provide some efficiencies in the planning and the maintenance of facilities within our school districts. Currently, superintendents have to have an annual face-to-face consult with the department in regards to that, whether they're going to do anything or not. Each of them are already filing reports with the department on what they're looking to do over their master plans. and so it's really disingenuous to have them to physically come to Little Rock to meet when we have other methods that are available. And also the fact that there's a cost savings involved with this because these reports have to be sent out to every superintendent in the state by certified mail, so there is a cost that goes with that. And based on the fact that we all now communicate by electronic mail and our superintendents are all on a listserv with a department, and we feel like that we can eliminate that requirement of certified mail when it comes to communications on these facilities. The one-page bill here was also down on my third provision put in there that the Commissioner of Elementary and Secondary Education must approve the day-to-day of the election. What we're looking to do on this is striking that section primarily for the reason that the statute provides no authority or basis for the Commissioner to deny such a request. Since there is no basis for denial and approval is not necessary. I visited with Secretary Key on this on the years that he's done that position. There's actually only been one time that there was a question that was raised, and as he addressed that, the school districts were able to work through that issue. But otherwise, in all the special school elections that have taken place, previously as Commissioner and House Secretary, there's never a place to do

you. So committee members, House Bill 1151 is an act that we're asking to suspend in the public school rating system for the 2021 school year. We are all familiar with the fact that the spread of the coronavirus in 2019 has resulted in the disruption of education of our students in grades K through 12. Due to the impossibility, public schools did not receive a rating under the public school rating system for the 2019-2020 school year because statewide student assessments were not conducted during that school year. The suspension of that system is warranted, I believe, for the 2021 school year due to the fact that we have a continuing disruption in education of K-12 caused by the impact and ongoing coronavirus. But also for the fact that even though I agree and I do believe the department agrees that it is the intent to have these statewide assessments, we're not even sure what's going to happen next week with this virus. And so with that and with the fact that we've had such a disruption on any given day in my district back home, I just received a report today, we have 166 faculty members that are out due to the pandemic virus. We have teachers that have been quarantined as many as four times this year due to the six-foot rule. They have missed as many as 40 days of instruction. And so I believe it's putting just an undue onus upon them for them to be able to operate and know that at the end of the year that they're going to be graded and their school is going to be labeled as an A through F. I think the purpose of that program very much was about transparency. I think parents do have a right to know. I think right now, though, that our teachers are doing a fabulous job. They're overcoming the obstacles right now, and as I stated this the other day, I believe they've been more in student survival mode than they've been in student growth mode. This legislation to pause the A through F rating does not affect the Arkansas School Recognition Program under 615-2017. That program was created to provide financial rewards to public schools that experience high student performance and those that have high student academic growth. That does not change that. All we're asking is that we just temporarily suspend this A through F rating system due to what the virus has done and give a little bit of mental relief to our teachers and faculty members who are going above and beyond. This bill, thank you, Senator Irvin and Senator Elliott, and members of the committee. This is the bill that we have to do every two years. Every institution is given by statute provisional positions. These are not appropriated positions because they're not tied to state funding. So that is why this is a substantive bill and not a joint budget bill. Every institution over the years has requested how many of these provisional positions they need. These are, for the most part, grant-funded, foundation-funded, or privately-funded or collection-funded positions when we receive a federal grant or a gift, and that is going to be the case this time. ADHE sends out a survey to all the institutions prior to the session every year, and this year there are three. I can address one of them, and I'll give the other two to Melissa. ASU Jonesboro is asking for 50 additional positions. Actually, let me read this, make sure I say it right. You may or may not recall, since it's been quite a year, back last January, Arkansas State University, we announced an agreement to collaborate with ADTALM Global Education to explore the feasibility of creating the first in-state veterinary school. That explanation continues. Obviously, COVID has slowed down any discussions, a lot of discussions, but there are still discussions. But if it comes together before the 2023 session, when we would come back with another bill, we need to have these positions available to us, which will be paid for by that private company. This will be another public-private partnership similar to what we have with our NYT Medical School, but the positions in this instance could likely be Arkansas State University positions paid for by that entity. So that's the reason for our

request. We had a request with the UA system for two different entities within the system. First of all, UAPB had asked for some additional positions based upon a grant that they had received. As you likely know, the campuses are always seeking grants, whether they're state grants, federal grants, or private. UAPB had received a grant, and they needed some additional provisional positions. So that's the basis for the additional positions for UAPB. The amendment that you passed just a moment ago was based upon the fact that my office, the system office, determined that the project that I think a lot of you may be familiar with that the system office is undertaking is our project to get all of our campuses on the same financial, human resources, and student information system. It's a five-year project, and half of our campuses have already transitioned to a new finance and HR system. The other half of those campuses will transition July 1 to the new system for HR and finance. At the same time that we are bringing on the student information system for all of our campuses, we are going to need to bring on UAMS for HR and finance. Because of COVID and the extraordinary obligations that UAMS has undertaken over the last, close to the last year, we are going to need some additional time to get UAMS transitioned over for finance and HR. And as a consequence of that, some of these positions that are temporary in nature will not be going away quite as quickly as we had anticipated because it's going to take us a little bit longer to get UAMS on the new ERP system. so as a result of that, we've asked for 10 additional positions at the UA

present Senate Bill 114. Thank you. Members, Senate Bill 114 is a bill that requires for students to complete the FAFSA. As you know, students are already required to apply for the FAFSA to receive the academic challenge and the AR features. So this provides consistency among those programs and avoids confusion for students making the application. The FAFSA is a document, I filled it out four times now I think with my children, but it helps students plan and budget for college expenses and I think it's important for students, lots of students don't really know what's available to them until after they complete the FAFSA so it's really a tool that's used when loans are used responsibly it's a really important tool to bridge you know what loans are required versus what scholarships or grants that are available in order to meet the cost of tuition so I think you know there's a lot more information I could say about this but I think generally speaking it's a good step to do to create that consistency and right now currently in Arkansas fewer than sixty percent of high school seniors complete the FAFSA and given the relatively low medium income in our state students are missing out a lot on a lot of assistance because they are failing to complete this tool and so they're missing out on anything that's available to them so the FAFSA and turning that in gives them to that point. I think the Department of Higher Ed is here to answer any questions. They have told me they have a set a goal of 80 percent completion and setting completion of the FAFSA as an eligibility requirement for state scholarships will help reinforce their effort of meeting that 80 percent completion rate of the FAFSA amongst students. So I think this is a great a great step because it brings initially it just brings real awareness to the students about finances of college tuition and then what you can qualify for as in student loans or the different scholarships that are available. Bill 77. Thank you, Madam Chair. This bill is some clarification and cleanup of education renewal zones. There's a lot of information in there. You'll see there's a lot of mark-throughs. And as part of transformation, when there was a change from Division of Education Renewal Zones to Office of Education Renewal Zones, so it cleans up a lot of that language. So there's a lot of strike-throughs on that. You'll see it throughout several pages. the bill also clarifies the purpose of education renewal zones and provides a structure that provides that avoids inefficient and costly overlap so that they make sure they're not trying to do two things at the same time with an overlapping services if they don't need to for efficiencies and then there's a big section of strike through that you'll find what that is taking out there they know no longer have to apply to receive these services they will be offered statewide and this will allow districts to have a wider array of professional development opportunities to address student needs. Instead of relying also in their service area, they can have access to them across the entire state, so it gives them access to more and different ones. That's primarily what this does, and Missy Wally from the Department of Education here, if we have any specific questions that I can't answer on this, that you might have.
