We leased over there so members but this bill is really in a way cleanup language for different small issues that have risen over time with the ethics commission I just where folks are trying to push the boundaries and sometimes you don't think you need clarification find out you do because just just various things that happened so in this bill this is an ethics commission bill section one states that are prohibited pack could not contribute to another prohibited pack a prohibited pack is a pact that has not registered at that
evidently has been an issue and and we have had some folks try to push that issue a second removes the two year limitation on fund raising that's result of a court case and suggest striking language that is no longer relevant in the code section three requires disclosure of the bank information to the secretary state upon the initial filing of the campaign report that information is exempt from F. ally in the only entity that could acquire that information is the ethics commission and that's to assist them in
investigations they have the right to subpoena as it stands right now it would help them speed up that process because there has been times in the past that folks have not been willing to disclose where they're at the bank account is in the last section force and SFI clean up and it really has to do with us changing the primary date so that you know the primaries in the year prior to the election this require someone to file an SFI when they file a to run for
office it as a candidate in you know for us is sitting members is not gonna have the impact your your filing an annual SFI as it stands right now that's just a brief overview and if there's some more in depth questions of commissioners here to answer directors here to answer questions we're going to center members are the questions of senator Dismang. Icing on we do have one person signed up to speak for the bill Mr Graham Sloan you're good so we will make it a session on time to get.
All right seeing no other member of people signed up to speak for or against the bill senator did when you close we've been close. A committee what is the. Pleasure of the Committee. Do pass our with motion to pass all those in favor say aye. Opposed to graduate bills passing streaming committee members. All right Representative McCaul.
And Michael you're recognized present Senate bill one eighty three. Yeah and there is members of the whole type determined there is enough amendment on the way I think they're still getting that draft printed. So just hang tight per second if you want to.
Reppin McCollum if you want to if you understand the amendment clean it cleanly enough if you want to present the amendment of the Ford arise we can do that and we'll all get a copy here just a minute because we should get started if you like to just present the amendment at this time sure thank you Mister chair good afternoon committee it's it's also my first time to be in the house rules committee so so thank you yes this is Senate bill one eighty three is seems seems like a simple thing philosophically not to use campaign funds to pay
for violations that come up in any of our campaigns but there are reports or anything but on further looking at it this amendment has been suggested to avoid some unintended consequences which is is but certainly I agree I agree with you we don't want to get into anything like that so there's an obvious difference between following a late report and getting an ethics finer misusing yeah making a clerical error in and getting an ethics find and then using campaigns for
personal use or gain so there's certainly a difference between that and this amendment should satisfy those concerns them when you get it some languages been changed so that this is a if you make a violation of using your campaign funds for personal income then you will you know that's where the the violation comes in and and then if you do that you will incur another violation for having used personal income that comes later on in the in the law so that's
basically basically what it is our members are there any questions about the amendment. We're gonna have to hold on on adopting amendment until it arrives so if you'll just bear with us for a few more minutes we'll get that adopted and you can present the bill will go from there so just hang tight for a second.
The amendment being passed out so if you just take a second look at it The motion to adopt the amendment are there any questions. All those in favor say aye. Posted by the amendments adopted RBM call you can present the bill now thank you Mr chair thank you Committee our intent on this bill was just to be fiscally responsible to our constituents and people that use their hard earned money to to donate to us and if there's misuse of funds with the
amendment for personal benefit then in effect you would be avoiding real punishment by using those same funds that you're in violation of in just believe that we should hold ourselves to slightly higher standard and follow those rules so that's it thank you represented members any questions. Ninety nine I don't believe there's anyone signed up to speak for against the bill anyone in the audience. Seeing none would you like to close for your bill I'll close Ford and ask for good vote thank you all right members your for
the bill what is the will of the committee. The motion to pass all those in favor say excuse me I thank you thank god for buddy. Yeah motion is do pass as amended all those in favor say aye opposed graduation your bills pass thank you Mr thank you committee members we're gonna be skipping over Senate bill to twenty six for now I would imagine we will likely that next week so with that we
