Explain your bill or you won't let them go head all right who would like to go first I can go for all right so that you know the overview of the bill is just that it's it's going to allow jailers with training to draw draw insulin or glucagon it's it's kind of a some of the language is taken from the exemption that's permitted for us schools however in the schools are allowed to actually administer the insulin as well and so we're not looking for that same type of scenario in the schools it deals with drawing insulin administering it and in times of emergency in the jail the center is a little bit different what's happening in the jails that we are trying to avoid by passing this bill is that there are circumstances where we may have an inmate who add you know is trying to get out of jail and so they're trying to create some sort of risky in that scenario that gets them released to an emergency room we also unfortunately sometimes have inmates that we see in the county jails who are actually trying to do self harm or potentially commit suicide instance insulin is such a volatile pharmaceutical you know it it administered incorrectly can cause issues and being able to have the jailers actually look at the prescription measure it out and then hand hand the needle hand the hypodermic to it the inmate themselves that prevents them from intentionally mis measuring or creating some sort of a you know life threatening or health threatening issue okay. Good afternoon my name is Kristen Harper an assistant director with the Division of Children and Family Services. And house bill twelve seventy is necessary to ensure the safety of children in foster care to require a congregate care placement which is defined and referred to in this bill as a child care institution or CCI what this bill will do is required all CCI's to comply with the provision of the family of the federal family first prevention services act requires child maltreatment in criminal background checks for any adult working in a CCI not just those having directed unsupervised contact with children which is currently the requirement in Arkansas law this will not be significant change for DCFS providers we've been requiring this to our contracts since October twenty nineteen and and any impact to non DCFS providers right now we believe will be relatively minimal due to a new that fairly recently online criminal background check process in at the end of the day at the end of the day this is about ensuring child safety be happy to answer any questions you may have all right. S. school tool seventy eight will expand the criteria for an active determination of the child maltreatment investigation in doing so it will allow DeCSS and see a CD investigators to more accurately describes the outcome of the child maltreatment investigation when the alleged offender or alleged victim cannot be located or identified currently treatment investigation can only be determined an active at the alleged offender. Is unable to be located or identified because the alleged maltreatment occurred more than five years ago or in another state so this will open up to allow us to better alarm and aligned along with current practice once again I'll be happy to answer any questions you have any questions from the committee. Man on this bill is primarily a re write of a bill has been around for awhile it deals with their nuclear race radiation and with that I will lead our our expert talk to the office of the bill. Thank you recognized. Thank you madam chair thank you Senator Wallace thank you members this bill is simply clean up bill the Nuclear Regulatory Commission require certain language within our state law when it comes to ionizing radiation a new nuclear materials this law has been around since it's not been touched basically really since nineteen sixty one this upstate's terminology and and ensures that were in compliance with the what the Nuclear Regulatory Commission once they put out model state language which we we followed and if review this twice and and approve of proof of what we have here and I appreciate and be happy to take any take any questions all right you've heard an explanation of the bill do you have anything you would like to add Senator Wallace. No ma'am and I apologize for being late I was with the governor just for. Yes Representative Joe cloud thank you madam chair thank you Committee this is House Bill ten twenty one as you are all aware there's a huge story shortage of health care providers in our state and this is actually been magnified greatly with the pandemic so this bill is one and I stress that one step to try to help rectify that according to the Arkansas physician workforce profile Arkansas currently ranks forty seventh in total active patient care physicians we've got probably up to or exceeding a thousand nursing positions that are vacant but this bills about the positions obviously this shortage is exceptionally glaring in rule areas. Here's part of the problem greater than seventy percent. Of our medical school graduates under forty have a significant debt up to or exceeding a quarter of a million dollars and that's not unusual at all to have that much debt after college and medical school. The dead concerned affects not only their specialty choice kind of drive some away from family practice of course but also their choice a practice location more urban list rule obviously this is a concern and what we're actually trying to do healthcare was in Arkansas. House Bill ten twenty one is one step in increasing Arkansas's position workforce what this bill does it provides a one time thirty thousand dollar scholarship for a medical student or osteopathic student if. They complete their undergrad in twenty four months and of course get accepted to medical orders for us to by the school and successfully complete that first year then they will be eligible for for that thirty thousand dollars that's it that's a tall left we understand that but there are motivated driven students that know early that they want to be physicians they can come out of high school with significant college credits they can get their osteopathic or medical school requirements not a degree but requirements completed and a fast track so that's essentially the the bill be glad to take any questions. To the. Any questions from the committee all right senator hammer thank you madam chair I'm just curious about the funding stream I was reading in here coming out of the. Hartman of higher ed I think could you just speak on the funding to it and if you got the appropriations bill filed for this your house all that worked out okay thank you senator the yes this will be appropriated monies from the division of higher education appropriations per student assistant grants and scholarships I worked with doctor Markham on this the. What I'm told is. Once we pass this and and it gets through the Senate will get in get involved then we will run the appropriations. So we're we're ready to go with that all right. Today's the final day for appropriations so they've got it covered in there somewhere in their budget they've got covered right yeah sure I've got it right here okay thank you just one thank you I'm really appreciate you doing this because I've tried to think through the years you know how can we help these medical students because when they come out you know of. Hospitals of like to hire them of they need to go somewhere where they can make some money to pay down that debt because five hundred like you said about five hundred thousand dollars it's like it's more of a lot more than we take from the House fits in the in the back in the day you didn't have that kind of debt but mail that's very common so I appreciate you thinking outside the box to to help some of these people go to medical school and on into residency and hopefully they'll choose to go to the rule areas so I appreciate that very much all right when you have the into those questions and and the decedent anyone else have a question all right yes. The echo sentiments of the madam chair appreciate you both bring in this I think it's a good bill someone who represents one of those districts who is under served from health care standpoint I appreciate it only only question I have is there any anything that ties them to staying in once they get this. Dollars of staying in the state and working in the state. Great question no Sir there's not and the reasoning or thought behind that was if if we show this good faith the state of Arkansas shows is good faith and hopefully as you mention more diverse student subpixel ceiling canonically depressed statements will will then go into medicine hopefully we think if we can do that for them get amended Arkansas school than those they'll be more likely to stay and I would hasten to say another part of this that we're not addressing today's going to be residency programs we're going to have to have or residency program to join up with that group that's a whole lot of money compared to this will bring together for bring bills to be billing records point.
