As you know the governor on Friday lifted directives and turn them into guidelines and so I've had discussions with all interested parties as early as eight thirty this morning to see how that affects this bill and to make sure that we're not doing anything that would make things more restrictive with this bill and everyone agrees that were still on go with this is what needs to be done that this bill sets the minimums so that we don't go back to the way that it was before. And to make sure that if we have some other increasing code nineteen or some other disease X. Y. Z. and twenty twenty five that we don't see the isolation that we saw this past year. I want to point out so that you can feel secure with this on Page ten line twenty six it says the requirements under this subchapter subchapter shall be established as a minimum for visitation and a healthcare facility but does not limit visitation at a healthcare facility to only visitation outlined in this subchapter. Visitation is already opening up around the state in nursing homes especially in assisted living facility is this weekend as a matter of fact I've been told that one of the assisted living facilities that they actually had the opportunity some of the residents to leave and to go to church on Sunday. That's all really good news and we will continue to see more of that. I wish that we had had the opportunity to have these discussions much earlier in the pandemic to set these minimum standards much earlier. That is a discussion for another day but I'm glad to know that if we passed this we won't go back to the way it was I'd be happy to answer any questions there's a lot in this bill I'm sorry I did want to point out one other thing that sometimes gets overlooked in the bill because there's a whole bunch in there but this also allows clergy to visit which I think is a really important part of this bill because they too have been left out of visiting loved ones their their own members of their church and we wanna make sure that they're included as well any questions. My son was in human development center in in the. I don't know when it was around may middle of may maybe my wife and I want to pick him up. Not go visit we couldn't visit. so we want to take him out. And they allowed us to do that. But we had to pick him up on the sidewalk with his furniture with nobody else there but him that was the only way that we could do that. Thank god we could do it but that just tells you that the human development centers need something like this as well so it's great bill on a procedural and ask for good but. Now The Arkansas has the distinguished title is America's most pro life city we have the opportunity to provide support and guidance for cities to declare themselves pro life as well if they choose to do so so quickly just three things that this bill does have the title states this bill firms the city's ability to declare themselves as a pro life city. By resolution two it provides a framework for that city's resolution which was vetted by like a constitutional attorney who drafted amendment sixty eight to Arkansas constitution and finally it provides ways in which the the city may promote their pro life status. I want to mention a couple things are a few things that the bill does not do. Bills permissive so it does not require any city to make this designation. If the city chooses to pursue this resolution does not require them to rigidly stick to the same language as that it provides a general guide so they can have flexibility on the resolution. And the bill the bill also does not authorize any restrictions on abortion. Why. Because a lemonade stand is an iconic American tradition. It is a right of passage for many children that is is that is as American as baseball or apple pie. It encourages kids to dip their toes into the world of business allows them to learn the value of hard work and promotes youth entrepreneurship. But around the country we've seen a wave of instances where local governments believe it or not are cracking down on these pint sized entrepreneurs. If you don't believe me I would encourage you when you have a moment to Google the phrase government crackdown on lemonade stands you will be met with a bevy of stories more than I'm sure you have time to read in one sitting. Because in state after state after state children are being told that they must have a business license peddler's permit or liability insurance simply to operate a lemonade stand. Thankfully I'm not aware of any instances that we run into with this problem here in Arkansas I'll chalk that up to us having more common sense than a lot of places but from California to New York Oregon to Colorado even states like Georgia and Iowa we've seen high profile instances of just the type of behavior I'm describing. In fact it's become so common and in some areas that the lemonade company country time has set up a legal defense fund to pay the fines of children who've been fine for operating a lemonade stand without a permit. Just last week I heard a story from NPR from the about a group of children in Bethesda Maryland they were caught operating a lemonade stand without a permit and the county inspector wrote a five hundred dollar fine to the grandparents of one of the children. I don't know about you but that just tells me that common sense may not be quite so common anymore so that's why I'm bringing this bill and would encourage a good vote thank you.
