And while this isn't a law what this state is how we address the laws that we pass we come from a variety of perspectives and differences will debate all kinds of policy with all kinds of ramifications for the state of Arkansas but if we can approach this in a proper way with civil discourse we come up with the best result when everybody participates and one of the things I think that we
can all agree on is that our civil discourse around the world has been getting worse and worse and we as civic leaders need to be able to set a standard of proper civil discourse and this resolution merely calls on that to be the case because what happens is when we abandoned those principles less and less people are willing to participate in the civil discourse that needs to take place around our communities because they're turned off by it
by its negativity and so I think that if we can adopt these principles and live them we can help more and more people contribute within our communities to solve the problems that face us now and tomorrow. And so with that I'd like to share some of the thoughts on this it says we as members of the house of representatives show respect for our constituents by holding ourselves to the highest standards of civil discourse we recognize our role as servant leaders in setting the
appropriate tone for thoughtful discussion realizing that we must lead on this issue and hopes that those from Washington DC to the farthest corners of our districts will rise to the challenge and recognize the immediate need for a more civil tone to political debate. Free discussion in the public square is vital for our nation to grow and meet today's challenges so that it can survive to face the challenges of tomorrow each of us our elected representatives of our district representing
Republicans Democrats independents people who do not affiliate with a political party or even care about politics. We recognize that much of what is reported on politics only showcases conflict and misses the committee acts of understanding and compassion that while less sensational are far more frequent and real. It is our responsibility to take a greater role in making proper political behavior sensational.
Are constituents have the right to expect to all one hundred members of the house of representatives to work together for the betterment of all Arkansas. Petty personal attacks do not accomplish the goal of working together for the betterment of this state but thoughtful and honest debate does we recognize that members of the house of representatives will commonly disagree but we can do so without being disagreeable we recognize that we have up to one hundred different points of view and we respect and revere a
process which began in seventeen seventy six and continues today allowing for presentation debate votes and a decision with the legislative body and then respectfully moving on to the next item of business for the people our constituents deserve our very best behavior and we should demand of ourselves if we cannot talk civilly about the pressing problems facing our society then how can we ever expect to solve those problems.
The forces of evil seek to destroy us from within with discord and disruption but we recognize that far more unites us than divides us. We as members of the house of representatives resolve that it is time to call upon ourselves and our respective political parties to respect and honor the time tested tenets of civil discourse and help bring our nation together. Be it further resolved the result from this day forward the members of the house of representatives pledge to

By passing this innovative piece of legislation really on step two continuing on with
rebuilding our economy so little background some of you might remember last session we have legislation that put forward in a Thomas vehicle pilot program since then it has operated very safely and successfully thousands of trips tens of thousands of miles operated most of this excuse me all of this has been taking place in Bentonville Arkansas and in Bentonville the trucks had
completed four thousand three hundred seventy six trips totaling more than eighty two thousand miles. With zero accidents. currently there are averaging more than four hundred twenty miles between the operator interaction excuse me read that again. Currently these times vehicles are averaging more than four hundred twenty miles between operator interaction with the vehicle this legislation this legislation. Basically gets rid of the pilot
aspect of the bill it's been successful many businesses many employers that want to bring this type of innovation in the Senate industry to the state have said Hey we're doing this and thirty something other states we would like to do this in Arkansas not just as a pilot program but as an actually as an actual program so the bill itself sets up some parameters with department of transportation as to what that program would look like if you as an employer want to set up
shop in Arkansas with a Thomas vehicles so department of transportation are dot is on board has been very helpful and supportive and putting those parameters in place there was some opposition and we made some amendments to make sure that our position no longer existed. I guess I'll just leave it at that the technology is already here many of you know that the question we have is do we want to accept that and put the parameters into place to make
