R. has a long history of providing scientific advice and training to scientists in government academia and the industry at local state national and international levels exemplified by training PhD candidates and other researchers from Arkansas universities collaborating with Arkansas university researchers and providing millions of dollars in funding for Arkansas university research and whereas in two thousand eleven the FDA and the state of Arkansas desire to set forth a framework for a formal formal working relationship between the FDA and the state to foster stronger partnerships that leverage resources into the to have the ability to be more effective than each other entity operating in isolation the FDA in the State interdependent of understanding and you for an initial term of five years the MOU was signed by the commissioner of the FDA and the governor and the twenty sixteen M. Senate bill two eighty two by representative Bragg two men Arkansas law concerning consolidated water work systems to amend the general power of a public body into authorized financing improvements with revenue bonds represent Bragg you're recognized thank you Mr Speaker colleagues this bill amends the statute call the consolidated waterworks Act and Central Arkansas Water is the only consolidated water works facility in the state that is a consolidated falls under this consolidated waterworks Act so it mainly clarifies the authority of CA Debbie to do two things first I want to provide some plumbing services to their customers as a convenience to them especially and some of the lower income housing areas and then they also want to develop an underperforming asset which is a vacant lot downtown to demonstrate water conservation and reclamation ways for other contractors to come in and look at this and see how they can design buildings that would conserve water so I'd like to address some of the specifics about both of those items I spoke with the manager CAW and got some clarification from him as to what exactly their intent was and let me talk about the plumbing services say that may get a call from a customer says they have a leak and they go down check it out in the water meter boxes full of water so they look where the leaks coming from they find it they get up tell the customer obviously you've you've got a leak and the customer says what will can't you fix it and I say no we can't fix it because it's on your side of a meter the customer says well you're right here why can't you just fix the leak I say we we by statute we can't do that and and a lot of instances what the the manager told me they get really angry at the employee's because like they're standing right there they have the ability to fix it I have the parts to fix it but they can't fix it so Thanks the alternative as they say well we can cut your water off that'll stop the leak let them do much good for the customer the customer service well in a they telling you have to call a plumber the customer says well you all know how long it might take to get a plumber out could be several days so they they really the intent here is to provide customer service for mainly just minor fixes that they could easily face with there's a clamp or settle on the line all they would do would charge the customer for the for the materials. This is all they really want to do so it's just a matter of improving customer service especially in these low income areas and he told me they used to have what was called a fix a leak week or they would have farmers coming in one one week a year and volunteer their services to do this but he said I can't get him to do that anymore so they have three licensed plumbers on staff that are already employed they have no intention of getting into the plumbing business I don't want to compete with plumbing companies they've got enough work to do I just wanna be able to do this as as as as a service to the customers they couldn't possibly provide this service to every customer and again it's it's mainly geared towards some of the lower income neighborhoods of the I have a hard time you know affording a plumber. Now the other aspect is the development of this this vacant lot it's a cross or county council catty corner downtown from from their office and it's it's basically what's called an underperforming asset or stranded asset there's not much else I can do with it so they would like to build a demonstration project a twelve unit apartment complex that would have a new technology that would be be used to show how to conserve water and recapture water the put out for bids just like any other construction project and then they intend to turn it over to a management company I don't have any intention of getting into the real estate development this is just a an area that is not much use for anything else and it's a good location for him to do this this demonstration project. It would be paid for with revenue bonds meaning the ramp from the the apartments would go to pay off the bonds the ratepayers would have no liability you know for a so you know the sale of the bonds would would also have to be approved by the city of little rock board of directors so that's basically what it does trying to provide some services for their customers especially low income neighborhoods and develop this this demonstration project.
